The Dilemma of Care: A Theory and Praxis of Citizenship-Based Care for China's Rural Migrant Youth

In this article, Lisa Yiu examines how migrant students attending public schools in Shanghai perceive teachers as uncaring and how the majority of teachers claim they are disempowered from caring. She contends that recent Shanghai reforms, which aim to “care” for migrant youth through inclusion into public schools, may be having the opposite effect, arguing that the nature of contact between educators and migrant youth is structured by conflicting state policies on citizenship, which constrain teachers from caring in the way migrant students desire. Yiu's findings problematize recent scholarship on migrant children's schooling which presumes that the dynamics of exclusion are primarily rooted in teacher prejudices. Importantly, this study advances caring theory by reconceptualizing care within the institutional context of the state's citizenship policies and contributes to a citizenship-based care praxis that is relevant to Chinese migrant youth who attend public schools.

The digital divide is an important issue that has been addressed in the world for several decades. However, little attention has been paid to the special population that emerged in cities of developing countries: rural migrant workers. Previous studies have shown that family background is a potential determinant of digital inequality among schoolchildren. The study aims to explore whether the disadvantaged conditions of rural migrant workers have an impact on their children (i.e., migrant students). A questionnaire survey and multivariate analysis of variance (MANOVA) were conducted to examine the digital divide in information and communication technology (ICT) access, ICT usage, and ICT skill between urban and migrant students. We draw upon 1,230 fifth and eighth grade students from six urban public schools in China. Results indicate that all the indicators of the digital divide are statistically non-significant between the two groups, and the predictor of parental education level is invalid to an extent. Additional analyses suggest that providing equal opportunities like Chinese government for disadvantaged migrant students to enroll in urban public schools would reduce the digital divide between migrant students and urban students.

Sue Clayton worked with separated refugee youths between 2006 and 2017 as a film-maker and academic, and as more recently as a consultant for the BBC, ITV News and Channel 4 News. She has interviewed over 200 young refugees. This preface draws out themes from these interviews and uses the young people’s own words to tell their stories. The participants have been anonymised for reasons of privacy. These narratives are told in the way the young people wished to tell them. Together they present a collective picture of typical life journeys - hopes, fears and aspirations - which can be read to inform and inflect the chapters that follow which focus on young people’s experiences within immigration and welfare systems.

Early propaganda studies in authoritarian countries argue that state media works to legitimize the regime through indoctrination and persuasion. However, recent scholarship shows that citizens in authoritarian countries—in states like China, Syria, Russia, and Kazakhstan—can be unconvinced by state propaganda. How, then, does the way in which citizens experience unconvincing propaganda shape their political beliefs? How might unpersuasive propaganda contribute to authoritarian stability? Given the lack of alternative theories of propaganda, this article proposes a new hypothesis based on a reception study that interviewed 24 Russian citizens from Krasnoiarsk Krai after they watched items from Russian state television. The article theorizes that unconvincing state propaganda in Russia can reinforce a preexisting cynical attitude toward politics—an attitude that makes the collective action necessary for bottom-up reform hard to contemplate, let alone organize in an authoritarian context.

Abstract This book is the culmination of a collaborative effort to develop an updated volume providing (i) sound analyses of current trends and developments in the tertiary agricultural education (TAE) sector and (ii) direction and focus for future initiatives to strengthen the sector in Africa. Part I (chapter 1) begins with an introduction on agriculture and education within the context of global and continental development goals. Part II (chapters 2-5) presents the sectoral and institutional context underlying TAE. Part III (chapters 6-16) focuses on the pathways of transforming TAE in Africa. Part IV (chapter 17) discusses the way forward for implementing the transformation.

Abstract This paper analyses rural migrant children's access to public schools in urban China, focusing on the implications of the recent introduction of points systems for apportioning school places. This approach, first piloted by Zhongshan city in Guangdong province from 2009, has steadily been extended nationwide. Here, we analyse the reasons for its spread and for divergence in its implementation in various urban districts. Notwithstanding rhetorical claims that points systems promote “fairness” or “equality” in the treatment of migrants, our analysis suggests that they maintain or even exacerbate the stratification of urban society, lending new legitimation to the hierarchical differentiation of entitlements. This is consistent with the aim of the 2014 “New national urbanization plan” to divert urban growth from megacities towards smaller cities. However, we argue that the use of points systems should also be seen in the context of an evolving bureaucratic-ideological project aimed at more rigorously monitoring and assessing China's entire population, invoking the logic of meritocracy for the purpose of control.

In a short few years, social media has become the dominant way in which we communicate with the outside world. It has become prevalent in almost every aspect of our daily lives, but one of the most significant changes social media has had, has been on the way we watch television. This phenomenon, known as dual screening, has caused some concern amongst marketers and advertisers, who believed that this behaviour was having an overall negative impact on consumer engagement with television. This chapter attempts to address some of these concerns by providing evidence obtained from the neurosciences and from a case study. The evidence we present in this chapter demonstrates the opposite effect, whereby social media can actually be used to enhance viewer engagement.


Personalized learning is here to stay and is being integrated into more and more public schools. Some research on the benefits of personalized learning has been conducted, and other research has been done demonstrating that this form of education will not benefit all students. Research on whether technology should be a form of personalized learning has also been conducted, and the new role that personalized learning will create for teachers has been examined. Personalized learning research is also being conducted on a smaller scale with teachers, and it will change the way professional development is delivered to educators. Despite all the new knowledge that has been gained, more research is required on this educational phenomenon. This chapter describes some of the current data available on personalized learning concerning both students and teachers.

The present study analyzes the appearance of Bishop Paul of Zagreb in various sources, ranging from royal charters and other documents to later medieval chronicles. The purpose is to observe how medieval authors constructed their past and how their writings were used by subsequent historians. The first part surveys Paul’s diplomatic activities in advancing the rebellion against the Hungarian royal court within the kingdom and outside of it. The second part investigates how the institutional context of the royal court in which the sources were written shaped the way in which the memory of Paul’s participation in the rebellion was formed. As no sources which Paul himself wrote were preserved and the rebellion turned out to be unsuccessful, it was the royal narrative which influenced and defined the later image of Bishop Paul.

This work develops and tests a theory of voter choice in parliamentary elections. I demonstrate that voters are concerned with policy outcomes and hence incorporate the way institutions convert votes to policy into their choices. Since policy is often the result of institutionalized multiparty bargaining and thus votes are watered down by power-sharing, voters often compensate for this watering-down by supporting parties whose positions differ from (and are often more extreme than) their own. I use this insight to reinterpret an ongoing debate between proximity and directional theories of voting, showing that voters prefer parties whose positions differ from their own views insofar as these parties pull policy in a desired direction. Utilizing data from four parliamentary democracies that vary in their institutional design, I test my theory and show how institutional context affects voter behavior.

I make no apologies for devoting the major part of this survey to a discussion of the individual plays, and in consequence limiting the amount of space given to general topics of Aeschylean technique. So disparate are the individual dramas that to do otherwise incurs the risk of either reducing any comment that is made to valueless platitudes by preferring the commonplace to the distinctive, or creating the impression that the playwright’s works constitute but a single enormous play. Concentration upon the individual plays also serves to reflect the continuing emphasis that recent scholarship places upon this aspect of the poet’s work, and to underscore the fact – all too easily forgotten – that Aeschylus was a writer of dramas, not a pedlar of theatrical effects.Though the earliest extant tragedy, Persae is not an early play in terms of Aeschylus’ literary career; a simple, even ‘primitive’ play in its progression from prosperity to adversity and its emphatic clarity in depicting divine retribution following human pride, yet the successful conversion of historical fact into morally significant drama provides telling evidence of the playwright’s ability to control his material and exploit it for his own purposes that is not without importance for those plays founded on myth. Historical tragedy, however, presents its own peculiar difficulties: the need to balance retention of credibility by not straying too far from objective truth before an audience intimately involved in the events portrayed, with the equally potent need to emphasize, alter, distort, or repress those factors that run counter to the dramatic purpose of the play. In Persae we see this most graphically in the prominence given to Psytalleia as the counterpart to Salamis, the sparse attention to Darius’ own European campaigns, the implication of total Persian retreat immediately after Salamis, and the episode on the Strymon. No less important was the need to avoid converting the action into a celebration of Greek, or more specifically Athenian, victory - an inevitable factor (pace Kitto) in any depiction of Persian defeat, but by the same token one essentially inimical to the spirit of tragedy. That the playwright succeeded most commentators readily admit. Phrynichus had already shown the way in 476 B.c. by setting his own version of the war, Phoenissai, at the Persian capital of Susa, thus ensuring concentration on the Persian point of view.
