Abstract Structural testing and model verification are necessities in the development of high-value spacecrafts and components. Testing of such items using electrodynamic shaker systems is meticulously planned to avoid any accidental damage. Similarly, the controller and amplifiers used to drive the shakers must be capable of mitigating risk by safely responding to unplanned vibration excursions during a test, as well as to issues with the test system itself, or with facility resources such as electrical power. For example, what happens if the amplifier power source fails, or the network connecting the controller to the command computer goes down? External factors such as these are unpredictable, but careful consideration during vibration test system design makes it is possible for the system to handle such events reliably and minimize risk of damage. Recent advancements in technology have resulted in the design of a complete test system that stresses risk mitigation. The status of building power, safety interlocks, and other critical subsystems are continuously monitored by the controller. A failure on any of the critical subsystems will immediately trigger the controller to ramp down the sine sweep over a prescribed duration. The rate at which the controller reacts to an abort signal is critical. For example, if amplifier power loss is experienced during a sine sweep, the controller must be able to ramp down the drive and stop the test smoothly. Similarly, the amplifier needs stored backup power for the ramp down. These features protect the test article from any transients by preventing the shaker from abruptly stopping. This paper will investigate such safety concerns in structural testing of high value test articles, and the test system considerations associated with these concerns.

В статье исследуются вопросы попечительства в отношении несовершеннолетних, отбывающих наказание в виде лишения свободы. Проблема, поднимаемая автором настоящей статьи, многогранна, касается различных аспектов отбывания наказания несовершеннолетними в воспитательных колониях и требует комплексного исследования, способного ответить на определенно значимый вопрос: является ли колония законным представителем находящихся в ней несовершеннолетних со всеми вытекающими из статуса законных представителей последствиями. При этом необходимо обращать внимание на специфику правового статуса лиц, отбывающих наказание в воспитательных колониях, которые, во-первых, являются несовершеннолетними, то есть не обладают дееспособностью в полном объеме и нуждаются в особой заботе, защите и представительстве, а во-вторых, осуждены за совершение тяжкого или особо тяжкого преступления, влекущего изоляцию от общества и определенные ограничения и лишения. Отечественное законодательство достаточно детально регламентирует особенности режима отбывания наказания в виде лишения свободы несовершеннолетними, не определяя при этом статуса воспитательных колоний, кем они являются: воспитателями, попечителями или исключительно учреждениями исполнения наказаний. Между тем правильное понимание значения и роли воспитательной колонии в жизни находящихся в ней несовершеннолетних преступников, по мнению автора, поможет избежать ряда проблем, объективно складывающихся в учреждениях подобного рода. С этой точки зрения предлагаемая тема представляет интерес не только для ученых-теоретиков, но и для практиков - сотрудников соответствующих учреждений. Особо следует подчеркнуть, что исследований по данной тематике в специальной литературе нет. Отдельные исследования, встречающиеся в современной литературе, касаются исключительно общего гражданско-правового статуса несовершеннолетних осужденных. Однако это обстоятельство может свидетельствовать только о новизне данной темы, но никак не об отсутствии самой проблемы. The article analyzes the issues of the status of educational colonies as guardians of minors serving a sentence of imprisonment. In fact, the problem raised by the author of this article is multifaceted, concerns various aspects of the serving of punishment by minors in educational colonies and requires a comprehensive study that can answer, it seems, a definitely significant question: whether the colony is the legal representative of the minors in it with all the consequences arising from the status of legal representatives in the form of duties and responsibilities. At the same time, it seems, it is necessary to pay attention to the specifics of the legal status of citizens serving sentences in educational colonies, who, firstly, are minors, i.e. do not have full legal capacity and need special care, protection and representation, and, secondly, are convicted of committing a serious or particularly serious crime, entailing isolation from society and certain restrictions and deprivation. Domestic legislation regulates in sufficient detail the peculiarities of the regime of serving sentences in the form of deprivation of liberty by minors, without determining the status of educational colonies. Who are they: educators, Trustees or only institutions of execution of punishments. Meanwhile, the correct understanding of the importance and role of the educational colony in the life of juvenile offenders in it, according to the author, will help to avoid a number of problems that objectively develop in institutions of this kind. From this point of view, the proposed topic is of interest not only for theoretical scientists, but for practitioners-employees of relevant institutions. It should be emphasized that there are no studies on this subject in the special literature. However, this circumstance can testify only about novelty of the given subject, but in any way about absence of the problem. It seems that the relevance and importance of a problem is not always measured by the number of studies devoted to it. Sometimes these its traits are manifest only under particularly careful consideration.

On the basis of automatic test system of the status in domestic and foreign, by analysis of the various functions and performance of the integrated test system, a design of the integrated test system is proposed, FPGA as the core logic controller of the hardware circuit. The system of the hardware design include: digital signal source output modules, analog output module and PCM codec module. Design of hardware circuit are mainly described. In addition, a detailed analysis of some key technologies in the design process was given. Overall, its data exchange with host computer is through the PCI card, data link and bandwidth can be expanded in accordance with the actual needs. The entire system designed in the modular principle, which has a strong scalability.

In this paper, the application background and function of vibration test is introduced. Besides, the composition and working principle of vibration test system is also introduced simply. Furthermore, the characteristic of water and oil is compared with each other in the paper. It is discussed if the water hydraulic is able to be used in the hydraulic vibration test-bed or not. The capability of hydraulic vibration test-bed based on water is simulated by Matlab software. The feasibility of this project is also analyzed.

It is difficult to finish fully and professional testing about frequency converter sets when it was broken or repaired. Aimed at this problem, monitoring system for frequency converter sets is designed. Its hardware circuit is based on IPC platform and PCI bus and software platform is based on Visual Basic and VI (Virtual instrument) technology. It can finish controlling the work status and checking voltage, power etc. and temperature of key parts real-time about the set. Simultaneously it can give an alarm when the status is abnormal. Its results has characteristics of high reliability, high speed and intuitionistic. So it can improve efficiency of test system maximum and save repair expenditure. The system helps for improving reliability of gas turbo-generator set and power quality.

This paper describes the substantial service life improvements that can be achieved through a new, high technology solution developed for deep water electrical power umbilical and cable applications. The new design represents an enabling technology for power cable projects in the deepest and most dynamic waters, provides a lower risk solution for risers in highly stressed conditions and can give a technically improved solution for the range of electrical power umbilical application. The significant advantages of aluminum alloy cable bundles over traditional copper cable bundles under static and dynamic loading associated with a typical deep water floating installation are presented. A design case study is used to illustrate improvements in structural response and fatigue life associated with the aluminum alloy cable cores against conventional technologies. The paper concludes with an overview of the associated risk reduction through the implementation of the aluminum alloy cables in the form of a failure mode and effect analysis.

Multi-exciter vibration test control system is the core of the multiple shaker vibration test, and multi-exciter vibration test control technology has become the hot point of vibration test field. Based on coherence principles, the coherence of two exciters control system was tested, the introduction of noise signal reduces the control coherence between the response spectrum and partial coherence between response and the corresponding drive signal. By means of increasing the coherence between drive signals, the control coherence between the response spectrum can be raised and control performance of system can be Improved. The above means could provide technical support for multi-exciter vibration test system development.

With piezoelectric acceleration sensor, charge voltage filter amplifier, data acquisition card, PC and vibration experiment table for hardware development platform, and LABVIEW for software development platform, virtual instrument technology was applied to the design of mechanical vibration test system. This test system mainly consists of data acquisition, time domain analysis, amplitude domain analysis, frequency domain analysis, time-frequency analysis module. Experimental results indicate: The system not only can perform real-time data acquisition of multiple channels signal, waveform display, data storage, signal analysis, playback measurement and output printing etc, but also has good expansibility, high speed, high accuracy and friendly interface. It is suitable for engineering personnel and laboratory use.
