Currently, there is an active process of expanding the educational space, including the higher education of the Russian Federation, at the expense of informatization. Informatization of educational area of higher education is impossible without using web-technologies and, such as social networks. The authors of the article suggest social networks to be understood as a working version of an “interactive multi-user website that implements a network social structure consisting of a group of nodes — social objects (groups of people, communities) and links between them (social relationships), on the basis of which participants can establish relationship with each other. Currently, there are several main functions of social networks: educational; adaptive (acts as a resource of adaptation); compensatory (replacing institutional mechanisms of adaptation); informational (supports communication between authors of social interaction); transit (allows an individual to make the transition along the social ladder); coordination; social support functions (strengthen communication within and outside the network) and the function of a sociocultural marker. Social networks, speaking as a special social space of the Internet, have become the sphere in which traditional forms of socialization and social relations are transformed, and communication as a type of leisure activity becomes possible not in the traditional form of direct live communication, but acquires the features of simple communication. The authors state that at present using social networks in the educational area of the higher school of the Russian Federation is minimal. The network educational community on the basis of a social network - a virtual educational environment - is necessary, first of all, for students who have difficulties in communicating directly or need additional knowledge and skills that an educational institution cannot provide. From the point of view of education, social networks can be: freely available (non-specialized networks for which professional communities are not paramount and purely professional communities of practice) and in a corporate format (free-access networks; not specialized (“general profile” network)). The advent of Web 2.0 has expanded the possibilities of using social networks in education, has changed the attitude to the Internet as a whole, and teachers have begun to more actively use the Internet services for educational and educational purposes, in extracurricular activities and creative activities. It has already been experimentally proven that network communities can serve as pedagogical practices for development: co-thinking, tolerance, mastering decentralized models, critical thinking.

The paper touches upon the relevant issue connected with the processes of digital transformation of the modern economy of the country. It describes the current state of development of informatization of rural areas and provides data on the use of information and communication networks in households of the Russian Federation, including urban and rural settlements. The data on the skills of working with a personal computer are analyzed by types of settlements of the Russian Federation. It is concluded that it is necessary to improve the computer literacy of rural residents of the country. As an example, it is proposed to use educational resources for mastering digital skills. A comparative analysis of the use of the Internet by urban and rural residents, including during the provision of electronic state and municipal services, is carried out. The fact of the presence of a digital inequality in the use of the network between cities and the villages is established. The factors of the formation of the digital divide between urban and rural population when receiving state and municipal services in electronic form are determined. The main reasons for the refusal to use the Internet for remote interaction of rural residents with public authorities during the provision of public services are found. The measures for the popularization and expansion of the system for the provision of electronic state and municipal services among rural population are proposed. As additional measures, the authors give recommendations to use the premises of local self-government bodies in rural areas as free access points to the Unified Portal of State and Municipal Services of the Russian Federation. The main direction of popularizing electronic interaction between rural population and state authorities is to conduct specialized digital literacy courses when receiving state and municipal services. It is proposed to scale up these courses at the regional and federal levels.

The Dissertation Council, chaired by the Deputy Chairman of the Dissertation Council D 203.019.01, Doctor of Law, Professor V.P. Malakhov, unanimously decided that the dissertation of S. A. Nikiforova is a scientific and qualification work, which is essential for the science of theory and the history of law and the state and meets the requirements established by the Regulation on awarding scientific degrees, as well as on awarding S. A. Nikiforova the degree of candidate of juridical sciences on specialty 12.00.01. The article is the official opponent’s review of the dissertation. The structure and content of the dissertation of N. S. Nikiforova are analyzed.

This article presents a comprehensive analysis of the normative legal, methodological, and practical requirements towards implementation of inclusive education in the modern educational institution. The author examines the fundamental international legal acts ensuring the rights of persons with health limitations; list of laws ensuring implementation of inclusion into the Russian education; normative-legal documents regulating the efficient functioning of inclusive activity of educational institution in the Russian Federation; main methodological requirements towards implementation of inclusive education in the educational institution; requirements to practical results of implementation of the dynamic process of inclusive education. The article highlights the three key mechanisms of realization of inclusion: 1) development and realization of an individual curriculum; 2) devising a program of individual psychological and pedagogical support of a student; 3) development of intervention program that must become a part of the curriculum. The main conclusion lies in the thesis that inclusion is a dynamically developing process that contains the three independent sub-processes: educational process; assistance and support; socialization, integration to culture and system of social relations.

The article presents the results of the federal innovation project implementation “Model of an innovative system of continuous entrepreneurship education of higher education of the Russian Federation” in 2021, created in accordance with the order of the Ministry of Science and Higher Education of the Russian Federation No. 1580 dated December 25, 2020, in the Synergy University. The goal of the project is to design, create and implement an innovative system of entrepreneurship education in a higher educational institution of the Russian Federation. It also analyzes the relevance and innovative implementation of the project from the standpoint of the current state of entrepreneurship education in the Russian Federation at the bachelor’s and master’s degrees. Competencies that form the core of an entrepreneur’s professional competence are analyzed. Based on this analysis, the substantiation of the professional competency-based model of practice-oriented education is provided for the programs of lifelong entrepreneurship education. The sequence of the formation of universal, general professional and professional competencies at the levels of bachelor’s and master’s degrees in entrepreneurship programs is revealed. The described approaches formed the basis for the refinement and improvement of competency matrices. It is proved that the development of a harmonized curriculum should be based on the proposed approach to the formation of learning outcomes. The authors describe the design features of methodological content that contributes to the consistent application of practice-oriented approaches in the implementation of lifelong entrepreneurship education programs, as well as innovative techniques, technologies, entrepreneurship training, and the trajectory of individualization of training for undergraduate and graduate programs. Other issues that are considered in the article reveal the activities of the federal innovation project from the standpoint of scientific publications, the dissemination of experience in the scientific community. Based on the described results, recommendations are proposed for the further formation of an innovative system of continuous entrepreneurship education in the Russian Federation.

A brief overview of the modern system of secondary special and higher education in the Russian Federation has been given. The problem of competitiveness of educational institutions in the Russian Federation and the world in General has been raised. Statistical data conducted at the end of 2019 questionnaires among the students of the Department of Advertising and Public Relations the State University of Management (Moscow) and students of the Faculty of Advertising and Internet Communications, the International College of Arts and Communications (Moscow).The influence of several factors on the choice by learners of studying educational institutions has been explored, key factors for choice has been highlighted. The opinions of students in terms of the applicability of disciplines in their future profession, assessment of students of the faculty of the institution, the relevance of the cost of education quality and prospects for future employment in the profession after graduation have been analysed.According to the results of the survey, answers were given to such questions as: how do applicants themselves choose an educational program – their future profession? How do they perceive the educational service provided to them by the educational institution? How do applicants who have already become students evaluate their choice of educational institution, the quality of educational service and prospects for their future employment? What is necessary for the formation of demand for educational service?Based on the conducted sociological research, conclusions regarding the choice of educational institution by applicants have been made. The authors’ recommendations to educational institutions to attract applicants and increase their competitiveness in the market of educational services are given.

The article discusses the activities of modern libraries as memory institutions aimed to support multilingualism in cyberspace. The author characterizes electronic libraries and collections in national languages created by central libraries of subjects of the Russian Federation. Over the past few years libraries have stepped up work on the development of multilingualism on the Internet, creating electronic libraries in the languages of the peoples of Russia (besides Russian) and providing free access to them on their websites. National libraries of the constituent entities of the Russian Federation play a leading role in this process, striving to create more and more electronic resources in their national languages (including Russian), with the support of state authorities at the regional and local levels, as well as international organizations. They have created such electronic libraries and collections as “Electronic library of the authors of Karelia”; “Finno-Ugric libraries of Russia”; “Bashkirika”; “National electronic libraries” of the Udmurt Republic, the Republic of Adygea and Komi Republic; “Electronic collection of books in languages of Erzya and Moksha” created by the Pushkin National Library of the Republic of Mordovia; Tatar electronic library; Electronic collection “Literary palette of the Chuvash Republic — 100 books for reading”; and Electronic library of the Republic of Sakha (Yakutia). Mainly the collections include electronic copies of publications that are not subject to copyright; however, there are works of modern authors as well. Electronic collections in national languages of regional libraries are few, among them there are such collections as “Indigenous ethnic groups of Sakhalin” of the Sakhalin regional universal scientific library and Electronic library “Kola North” of the Murmansk state regional universal scientific library. Thanks to the activities of the Central regional libraries, the presence of languages of the titular ethnic groups, as well as indigenous peoples of the North, Siberia and the Far East in the Russian segment of the Internet has increased.

The article considers the concept, value and features of communications in the public administration of the Russian Federation in the context of national specificity. The main problem is the involvement of wide groups of citizens in the development of policies and the transition to communication technologies as an instrument of indispensable success. The author shows all the difficulties and features of the issue of communications in a state society, politics, and socio-economic field. By solving this problem, the author proposes the development of implemented technologies for the communication of citizens and authorities by virtual interaction using the Internet and social networks in modern conditions. Thus, we can conclude that communication in the political sphere requires constant dynamic development based on the basic mechanisms and blocks of communication, but the transition to communicative activity, which is possible with a legislative approach to this problem.
