The paper discusses the strategic directions of legal support of environmental safety in the Arctic zone of the Russian Federation, including the concept, specificity, types of environmental hazard, as well as the criteria, boundaries and possibilities for ensuring environmental safety in the Arctic region. Based on the analysis of the existing and future state programs and areas of economic development in the Arctic, the main trends in the socioeconomic development of the Russian Arctic are identified and analyzed. The authors formulate key compensatory mechanisms for preventing threats and risks of ensuring environmental safety in the Arctic by changing the conceptual approach to the system of natural resource management by ecosystem management model, as well as the development and implementation of nature-like technologies. The conclusion is substantiated that, given the special nature of the development of the Arctic, it is required to adopt a single continuous and balanced in terms of goals, objectives, resources, implementers, a long-term sustainable development plan for the Arctic, taking into account both economic and environmental safety criteria.

The article presents an assessment of the current ecological status of the Arctic zone of the Russian Federation as a promising area of active industrial development. Acknowledging the current negative environmental consequences of human activities in the Arctic, the authors raise the issue of environmental risks in the Arctic region, which inevitably arise due to the intensification of resource extraction in these areas. From the standpoint of a risk-based approach, the authors insist on the need to take into account the environmental safety requirements in the Arctic region when conducting any kind of business and other activities, taking into account the particular vulnerability of the Arctic ecosystems and the climate-forming significance of this region for the entire planet. In their opinion, at present, the problem of environmental safety in the Russian Arctic is aggravated by several unfavorable factors: environmental damage accumulated over a long period of previous economic and military activities; the lack of the necessary legal framework to regulate resource extraction activities in the region, taking into account new environmental requirements; Russia’s lack of the latest eco-friendly technologies for offshore hydrocarbon production. Each of these factors is capable of provoking irreversible environmental consequences, and, accordingly, each of them should be subjected to in-depth scientific evaluation in the framework of strategic and project-economic planning.

After analyzing the documents of the strategic planning of the Russian Federation, the state policy of the Russian Federation in the Arctic until 2035, the author makes an attempt to consider current legal problems in the field of environmental management and environmental protection in the region, ensuring the sustainable development of the Arctic zone of the Russian Federation. The article highlights the main threats and risks of ensuring the environmental safety, including when applying innovative, genomic technologies in the field of agriculture. In conclusion, a summary is made about the need to amend the legislation of the Russian Federation in terms of ensuring the environmental safety and sustainable development of the Arctic zone of the Russian Federation

The article considers the possibility of developing the economy of the Arctic zone of the Russian Federation, taking into account the preservation of the ecological system of the region and the national and cultural characteristics of the indigenous population. The analysis of the resource potential of the region is given, recommendations for the development of the region's economy using the labor potential of the population living there are offered. The article analyzes the development of the region and the possibility of creating eco-friendly enterprises, the work of which does not violate the natural balance of the Arctic. The article highlights the main elements of the Arctic economic system that require support at the level of strategic development of the state and determine the key positions in the development of the region. The article considers the constraints and problems that hinder the economic development of the Arctic zone of the Russian Federation and the conditions for preserving the uniqueness of the nature and culture of the indigenous peoples of the region. The potential of the economic development of the region is investigated. Innovative options for the development of the region in combination with modern technologies for preserving the unique ecological system and the identity of the indigenous population are considered. Promising directions of economic development of the Arctic region while preserving the uniqueness of nature and cultural traditions of indigenous peoples are proposed.

The article deals with problematic issues related to dangerous natural and man-made phenomena in the Arctic zone of the Russian Federation, potential and real risks of their occurrence, as well as negative consequences for the environment. The main directions and organizational and legal measures of environmental risk management in the Arctic territory are highlighted, taking into account its specifics. The article substantiates proposals for improving legislation in the field of environmental safety, sanitary and epidemiological, environmental legislation and strategic planning documents aimed at sustainable environmental development of the Arctic.

The paper considers the strategic directions of legal support for the spatial development of the Arctic ecological zone of the Russian Federation. It is proved that a key principle of the development of the Arctic is the principle of preservation and the balance between economic activity, human presence and conservation of the environment. Therefore, the existing strategic planning documents defining strategic guidelines for spatial development of the Arctic zone of the Russian Federation shall be brought into compliance with the basic documents of state strategic planning in the field of environmental protection and ecological safety, as well as in national, economic, and other types of security. The authors substantiate the conclusion that it is necessary to develop and adopt a separate strategy for marine (aquatic) spatial development, which contains key types of economic specialization in relation to individual water areas, promising marine reference zones of economic growth, as well as the main directions for environmental protection and ensuring environmental safety. According to the authors, the implementation of the tasks specified in the strategy of the Arctic zone of the Russian Federation, it is necessary to determine the status of the whole Arctic zone of the Russian Federation (strategic, environmental, economic, social, etc.), and, given the special international and national status of the Arctic, its special position as a testing ground for ideas and environmental-economic investments, to develop and adopt the basic law "On environmental Arctic zone of the Russian Federation" or to integrate environmental requirements into the project of the Federal law "On the development of the Arctic zone of the Russian Federation".

The article examines some aspects of state financial regulation of regional development, which is the most important aspect of economic security and is largely associated with the legal features of the regulation of this activity, the implementation of state development programs for the regions of the Arctic zone of Russia (AZRF). The financial regulatory mechanisms are analyzed, which include the system of financial support, tax, budget, investment, insurance and other economic mechanisms. Analysis of the content of the levels and the corresponding mechanisms of state financial regulation made it possible to determine the directions of influence on the subjects of financial regulation. It was established that financial regulation is presented in the form of a set of mechanisms and instruments of influence, which is based on state priorities related to the implementation of an effective financial policy in the Russian Arctic, ensuring the economic security of the regions, and achieving national interests. It was found that direct budget financing is the main mechanism for supporting and stimulating the development of the Russian Arctic. This mechanism is implemented on the basis of state programs of the Russian Federation financed from the federal and regional budgets. It has been established that there is legal uncertainty regarding the issues of financial regulation of the AZRF development. Until now, there is no law "On the Arctic zone of the Russian Federation", which would have fixed the object of state policy in the Arctic, including state financial policy. In the conclusion of the article, it is concluded that there are restrictions on the implementation of programs for the socio-economic development of the regions of the Russian Arctic. Direct budget financing does not allow achieving the set goals, therefore, a set of measures is needed to find investors among large state corporations or private and foreign companies.

The author has analyzed the “Strategy for the Spatial Development of the Russian Federation for the Period up to 2025” and “Strategy for the Development of the Arctic Zone of the Russian Federation and Ensuring National Security for the Period up to 2035”. Nine Arctic territories are considered. The author presents the goals of spatial development of the Russian Arctic Zone in the form of four research hypotheses, such as: each Arctic territory has more promising economic specializations than the average non-Arctic region; by the combination of specializations, the Arctic territories differ significantly from any non-Arctic region; the similarity between the Arctic territories is greater than between the ones and neighboring non-Arctic territories; the number of promising centers of economic growth in each Arctic territory is greater than in the average non-Arctic region. The author proposes a quantitative measure of the similarity of regions according to the combination of economic specializations. Calculations have shown that all initial hypotheses should be rejected as erroneous and alternative hypotheses should be recognized, according to which the goals of spatial development cannot be achieved as a result of the implementation of the activities listed in the two strategies. The researcher gives the distribution of prospective economic specializations in the Arctic territories and the significance of the similarity of these territories to each other. The Arctic Zone is found to be not a single economic macro-region, but is represented by four different clusters. The author notes the need for the formation of promising specializations in the digital economy. The practical significance of the study may be associated with the adjustment of existing or the development of new strategies for the economic development of the Russian Arctic Zone.

The article is devoted to the approaches to achieve sustainable development of the Arctic territories. Measuring sustainability is one of the important aspects in the formation of state and corporate policies. Sustainable development of the region requires to solve three issues: 1) to improve the quality of life of the population; 2) to reduce social inequality; 3) to reduce the anthropogenic pressure on ecosystems. The article analyzes two author’s methods: compiling a sustainable development rating of the Russian Federation’s regions, fully or partially included in the Arctic zone of the Russian Federation, and companies operating in the Arctic zone of the Russian Federation (Polar Index); development of a sustainable development rating for the regions and companies of the Barents Euro-Arctic Region (Barents-Polar Index). These studies will be useful to representatives of companies and the leadership of the Russian regions to move towards sustainable development based on the “green” economy.
