Who Rules the Social Control of Protest? Variability in the State-Countermovement Relationship

Drawing theoretical insight from political sociology's state-society literature and organizational theory's new institutionalism, I examine the case of the Mississippi State Sovereignty Commission and its relationship with the Citizens' Council to illustrate that the state-countermovement relationship can be highly variable-much more so than the existing literature often assumes. As different actors came to occupy positions of power within the state of Mississippi, they responded differently to relevant audiences and affected the degree to which the council could exercise leverage with the commission to control protest. The analysis focuses on how the state-countermovement ties of ideology and funding changed over time, even though membership overlap between the commission board and the council remained relatively constant. Three relational structures-frustrated, aligned, and stifled-are identified and discussed as influencing the degree to which the council could gain leverage in Mississippi's multilevel state structure where multiple audiences mattered.

This chapter engages with Gilles Deleuze and Felix Guattari’s analysis of the war machine, suggesting that it contradicts Arendt’s analysis and offers the most radical critique within the radical-juridical paradigm. Premised on the notion that we must rethink sovereignty from ontological difference rather than unity, Deleuze and Guattari radically undermine the indivisibility that defines the classic-juridical conception. Far from being located in one individual or point, sovereignty is always tied to the State, which is a multiplicity that expresses the constantly moving, fluid, and dynamic field of difference. By thinking the social world in terms of heterogeneity, Deleuze and Guattari undermine the hierarchical conception of sovereignty underpinning the classic-juridical model, but continue to implicitly insist that State sovereignty is tied to the maintenance of juridical order; an order that is always threatened by or in conflict with the war machine that disrupts it. As a consequence, they conclude that sovereign order is always far more unstable and disordered than it appears to be.

The chapter also looks at other ways in which relationships can be formalised under the law. Finally, the chapter turns to civil partnerships and looks at the changes in legal status to such partnerships over time. It also considers public perceptions of civil partnerships. Finally the chapter asks: Is there a future for marriage?

Resumo: Colocamos em discussão neste artigo o tema da violência, com destaque para a crescente onda de sentimento de medo e insegurança das últimas décadas que abarca grande contingente de pessoas. Para contribuir com o debate, problematizamos o modelo hegemônico de ações ao enfrentamento à violência despendida pelos agentes do Estado, apontando seus limites estruturais. Nesse processo, apresentamos as condições sociais, culturais, econômicas e políticas que historicamente estão envoltas à problemática da violência no Brasil. Por fim, lançamos considerações sobre a proposta de controle social democrático da violência como alternativa ao seu enfrentamento.Palavras-chave: violência, insegurança, controle social, democracia. Abstract: We discuss in this article the theme of violence,  with emphasis on the growing wave of fear and insecurity in the last decades that encompasses a large contingent of people. To contribute to the debate, we problematize the hegemonic modelo factions to face the violence expended by agents of the State, pointing out its structural limits. In this process, we present the social, cultural, economic and political conditions that are historically involved in the problem of violence in Brazil. Finally, we present considerations about the proposal of democratic social control of violence as na alternative to its confrontation.Key words: violence, insecurity, social control, democracy.

O presente artigo visa resgatar algumas especificidades relativas às políticas migratórias brasileiras, fazendo referência a diferentes conjunturas históricas e políticas. Debater-se-á a construção de um determinado “tipo” de migrante que se buscou atrair e, ao mesmo tempo, outro “tipo” que se buscou repelir do território brasileiro ao longo do tempo, através do poder institucional do Estado forjado pelas leis. Tais dispositivos serão analisados levando em conta seu caráter eugênico e securitizatório, à luz do conceito da biopolítica.Palavras-chave: políticas migratórias, biopolítica, controle social.Abstract:This article aims to introduce some particularities related to Brazilian migration policies, in different historical and political contexts. The construction of a specific “type” of migrant that the State intended to attract will be discussed as well as another “type” of migrant that was repelled from Brazilian territory over time. This was conducted through the institutional power of the State. AbstractRelations between the state and labour NGOs in China have been particularly fraught. In 2012, they took an interesting turn when some local governments made overtures to labour NGOs to cooperate in providing services to migrant workers. This article argues that this shift is part of a broader strategy of “welfarist incorporation” to redraw the social contract between state and labour. There are two key elements to this strategy: first, a relaxation of the registration regulations for social organizations, and second, governmental purchasing of services from social organizations. These overtures have both a state and market logic to maintain social control and stabilize relations of production.

By tracing the development of a single metropolitan banner family from the time of initial settlement to the end of the Qing, this chapter asks how the strategies used by individual families to survive and to expand their wealth shaped the social structure of Shuangcheng. It shows that, over time, some capable metropolitan banner households accumulated large amounts of land through private land cultivation and land sales. Moreover, because they lacked the support of a powerful kinship organization, metropolitan banner families acted collectively to negotiate with the state authority for their benefits. By the end of 1870s, wealth accumulation has transformed metropolitan bannermen from a state-defined population category to a powerful and wealthy social group in Shuangcheng society.

Resumo: O artigo analisa o modelo de saúde previsto na Política Nacional de Atenção à Saúde dos Povos Indígenas e a participação do povo Canela diante dos saberes tradicionais da própria comunidade e os serviços biomédicos oferecidos. Aponta que a participação Canela tem se dado através da atuação dos agentes indígenas de saúde e por meio do controle social dos conselhos local e distrital de saúde indígena. Desta forma, tais agentes têm atuado como meros auxiliares dos técnicos biomédicos, sem que haja uma articulação com os saberes indígenas outrora vigentes nas aldeias. Ademais, a representação nos conselhos local e distrital expressa uma violência simbólica por parte do Estado, pois a delegação do poder dada aos Canelas destina-se a uma parcela mínima, e tal fato não se constitui uma prática na aldeia, tendo em vista que as decisões são tomadas, contando com a participação de todos os membros e não de uma parcela irrisória como o Estado determina.Constata que, na implementação da atual política, não tem ocorrido o reconhecimento à especificidade dos povos indígenas frente aos saberes tradicionais. Desta forma, é necessária a construção e promoção de ações específicas e diferenciadas de saúde, que visem o respeito aos aspectos socioculturais desse povo.Palavras chave: Participação indígena, controle social, saberes indígenas.CHALLENGES FOR CANELA’S PARTICIPATION IN THE INDIGENOUS HEALTHAbstract: The health model provided in the Política Nacional de Atenção à Saúde dos Povos Indígenas (National Policy for the Indigenous People Health) and the participation of the Canela’s people with relation to traditional knowledge of the community and the biomedical services offered was analyzed in this paper. Points out that Canela’s participation has been given through the indigenous health agents and through the social control of local and district councils of indigenous health. Thus, these agents have acted as mere auxiliaries of biomedical technicians, without an articulation with indigenous knowledge formerly existing in the villages. Moreover, the representation in local and district councils expresses a symbolic violence by the state, because the delegation of power given to Canelas is intended to a minimum portion and this fact does not constitute a practice in the village, once the decisions are taken with the participation of all members, not an insignificant amount as the State determines. States that, in the implementation of the current policy has not occurred the recognition of indigenous specificity compared to traditional knowledge. So, it is necessary the construction and promotion of specific and differentiated health actions, which aim to respect the sociocultural aspects of this people.Key words: Indigenous participation, social control, indigenous knowledge.

O presente texto tem o conflito como tema central, questionando: o conflito, em seus mais variados aspectos, foi/é fator definidor da criação do contrato social e na formação legítima e consensuada do Estado? A hipótese confirma a importância do conflito - em seus mais variados aspectos e a partir de suas características definidoras -, na formação do Estado, recordando que as situações conflitiva trouxeram a necessidade da criação do contrato social e da estrutura estatal (legítima e consensuada) que chamou para si o monopólio da violência como meio de controlar o caos e de gerar a pacificação da sociedade. Ao final as conclusões confirmam a hipótese.  Assim, o texto objetivou discutir: a) os aspectos políticos e sociológicos do conflito apontando sua conceituação bem como sua importância na evolução social até a formação do Estado; b) o consenso social gerador da legitimidade estatal na ordenação do caos social. Para fins de cumprir tais objetivos o método de abordagem utilizado foi o dedutivo. Como método de procedimento foi utilizado o método monográfico.Palavras-chave: conflito. Estado. Consenso. Legitimidade.The following text has as its central theme the conflict, questioning: the conflict in its various aspects was / is a defining factor in the creation of the social contract and the legitimate and consensual formation of the state? The hypothesis confirms the importance of the conflict - in its various aspects and from their defining characteristics - in state formation, recalling that the conflictive situations brought the need to create the association and the state structure (legitimate and consensual) that he drew upon himself the monopoly of violence as a means of controlling the chaos and generating the pacification of society. At the end, the findings confirm the hypothesis. Thus, the text aimed to discuss: a) political and sociological aspects of the conflict pointing its concept and its importance in social evolution to the formation of the state; b) the generator social consensus of state legitimacy in the ordering of social chaos. For fulfilling these goals, the method of approach used was deductive. As a procedure method, we used the monographic method.Key-words: conflict. State. Consensus. Legitimacy.

The article focuses on the need to consider classical medieval texts not only as sources of historical information, but also as author's works subject to a certain methodology and using a variety of historiographical technologies and ideological schemes. The specific subject of the study is the two main sources on the history of the Eastern and Western Khitans (“Khitan Guo Chi” / “History of the Khitan state” and “Liao Shi” / “History of the [dynasty] Liao”), who created the largest state structures in the pre-Mongol period. “Khian Guo Zhi” is more of a history of the Khitan ethnos, whereas “Liao Shi” is a history of the dynasty, i.e., of the state construction. As a result, we have the maximum possible penetration in those days into the two most important topics-the people as a geopolitical actor and the state as a civilizational-state structure. Their authors carried out impressive synthetic work to prove certain postulates. These are, strictly speaking, not scientific approaches, but ideological, existing, moreover, often in the form of Philistine fabrications. These sources raise a particularly significant problem of the origin of the Khitan, their dynasty, civilizational affiliation of the Khitan, the Khitan determination of the place in a nomadic world, the specifics of socio-economic and social system of the state of Liao, Khitan influence on the social development of the far East and East Asian regions. In them, the Chinese civilizational paradigm was applied to the fullest extent possible, the essential worldview settings of classical Chinese historiography are traced: Sino-centrism, sedentary centrism, Han-fan dichotomies and culture – nature. As a result, these works had a significant impact on the development of the two most common approaches to studying the history of Khitan, which are considered as classical barbarians who constantly attacked China and for this purpose created their own quasi-state, but under the influence of Chinese civilization “grew” to the level of the traditional dynasty.
