For countries in Southeast Asia that mainly rely on surface water as their water resource, changes in weather patterns and hydrological systems due to climate change will cause severely decreased water resource availability. Warm weather triggers more water use and exacerbates the extraction of water resources, which will change the operation patterns of water usage and increase demand, resulting in water scarcity. The occurrence of prolonged drought upsets the balance between water supply and demand, significantly increasing the vulnerability of regions to damaging impacts. The objectives of this study are to identify trends and determine the impacts of extreme drought events on water levels for the major important water dams in the northern part of Borneo, and to assess the risk of water insecurity for the dams. In this context, remote sensing images are used to determine the degree of risk of water insecurity in the regions. Statistical methods are used in the analysis of daily water levels and rainfall data. The findings show that water levels in dams on the North and Northeast Coasts of Borneo are greatly affected by the extreme drought climate caused by the Northeast Monsoon, with mild to the high risk recorded in terms of water insecurity, with only two of the water dams being water-secure. This study shows how climate change has affected water availability throughout the regions.

Abstract Background: The Resource Tax Law has been officially implemented on September 1, 2020 in China. This law presents the “Fee-to-Tax” reform of water resources. Methods: This article compares the effects of the “Fee-to-Tax” reform under an asymmetric duopoly with perfect information. Results: First, an analysis when all firms simultaneously respond to the water resource policy is conducted. The mechanisms of the two policies are different: the water resource fee affects output by reducing market size, while the water resource tax reduces output by amplifying the weighted cost difference effects between companies. It is shown that the tax works better than the fee for eliminating backward production capacity. Then, a comparison of the situation when companies respond sequentially is carried out. When a low-cost firm is in the leading position, the collection of fees actually reduces the output difference, whereas the tax improves it. When a high-cost firm acts as a leader, the effects depend on the cost difference. When the cost difference between firms is small, the first-move advantage of high-cost firms dominates the cost advantages of low-cost firms. Therefore, a higher tax rate yields a smaller output difference. Conclusions: When cost differences are relatively larger, the cost advantage of low-cost firms dominates the first-move advantage of high-cost firms. Therefore, the “Fee-to-Tax” reform provides some benefits to maintain the environmental development of some water-mining or related industries.

As water security becomes an increasingly important issue, the analysis of the conflict between water supply and demand has gained significance in China. This paper details a bibliometric review of papers published between 2003 and 2018 on the water footprint in China, one of the global hotspots of water resource research. The tendencies and key points of water footprint research were systematically analyzed based on 1564 articles, comprising 1170 original publications in Chinese from the China National Knowledge Infrastructure database and 394 publications in English from the Web of Science database. The results show that the literature associated with water footprint research has expanded significantly. The number of papers published increased from 104 in 2003–2006 to 735 in 2015–2018. Water footprint research has been applied to agricultural, industrial, and regional water resource management to quantify the impact of human activities on water resources and the environment. Water footprint metrics were extracted for regional comparisons. There are obvious regional characteristics of the water footprint in China, but the uncertainty of results makes further investigation necessary. Further water footprint modeling and field experimental research is needed to explore the water–ecological environment under complex systems.

As the global water resource is becoming more and more serious,a new way of solving the water resources problems with the idea of virtual water trade gains attention gradually.Using the prisoner’s dilemma in game theory model,analyzes the water resource game and international trade respectively.Combines the water resource and its security with the international trade,then build the game model of virtual water trade.Through analysis of these three games,find the water resources and the international trade game have equilibrium differences and complementarities returns,the implementation of virtual water trade will make both parties achieve even greater gains in terms of cooperation, increasing the possibility of breaking the prisoner's dilemma. Therefore,combine the water resources with the international trade will ensure a country’s water security in a larger extent and avoid producing high transfer cost and ecological destruction.

Abstract Water security is the basis of sustainable human development. A new evaluation system of water security was established based on the natural–social dualistic water cycle theory, and then applied to characterize water security issues in China. At the national scale, the current state of water security was moderate, which was attributed to the improvement of water resource management level. However, it is still seriously inadequate in coordination of water use between ecological protection and socio-economic development, and wastewater treatment and reuse. Consequently, a resilient and integrated water management with adaptive capacity is needed. Moreover, the water security state in southern China was better than that in northern China, which was mainly attributed to the abundance of water resources in the south. Although the critical factors hindering water security were significantly different among China's 31 administrative regions, the low urban sewage reuse rate was a common factor, and irrigation efficiency was low in most parts of southern China. While in northern China, water resource overexploitation, polluted water quality and degraded aquatic ecosystems were common challenges. The results are consistent with the actual situations of China, and the related analysis can provide a reference for increasing regional water security.
