Ecological civilization city was made up of population, resources, environment, economic compound system, is a multi-function, multi-level and multi-objective evaluation objects. Construction of ecological civilization city is the request of the ages; it is a profound reflection on the industrial revolution, human development model. Ecological city is the result of human ecological value orientation, the inevitable trend in the development of future city. Ecological civilization city will become the ecological civilization construction and the main development direction of modern city and the pursuit of goals in the 21st century. This article begins with the concept and connotation of ecological civilization city, it obtains seven concrete construction of index, they are the ecological environment, ecological economy, ecological livable, ecological philosophy, ecological culture, ecological political, ecological infrastructure and ecological law, and specific construction method is given according to the characteristics of different indicators.

Ecological civilization construction has become an important part of national development. We must establish and practice the idea that clear water and green mountains are mountains of gold and silver, adhere to the basic state policy of resource conservation and environmental protection, form a green way of development and a way of life, firmly follow the path of civilized development with production development, a prosperous life and a sound ecology, and build a beautiful China. This article introduces the practice of green highway construction in Jiangxi Province from the connotation of green highway, promotion of green technology application, green construction technology and innovative management. Finally, the future development direction of green highway in Jiangxi province is prospected.

In the context of integrating the ecological development into all aspects and the whole process of economic, political, cultural and social development, and striving to create a new era of China’s socialist ecological civilization, one important aspect is that we need to construct a paradigm transformation theory for the development of ecological civilization. In establishing theories for the paradigm of ecological development, what we need most is an economic theory. However, the problem is that traditional and conventional economics, including political economics, cannot provide theoretical and methodological support for the current ecological development in China or even the world. Based on the concept, cognition and China’s practice of ecological civilization, the author reflects on the economic theory and its development direction in future.
