Climate Change Public Budget Tagging: Connections across Financial and Environmental Classification Systems

Identifying and evaluating climate expenditures in the public sector, known as budget tagging, has generated increasing attention from multiple stakeholders, not only to assess the governments climate change policy, but also to monitor fiscal risks associated with increasing and unpredictable climate change impacts. This paper explores the issues raised by climate change budget tagging in the context of a broader discussion on the connections with fiscal and environmental statistical classification systems. It argues that, for climate change budget tagging efforts to be successful, the definitions and classifications of climate change expenditures must be consistent with statistical standards currently in use, such as the Government Finance Statistics Framework and the System of National Accounts.

The Senate rejection of the Carbon Pollution Reduction Scheme Bill 2009 (CPRS) for the second time in December 2009 caused key sections of Australia’s big business to express concern. The stalled legislation and the challenges associated with the Copenhagen Accord to deliver a clear post-2012 global climate change agreement have only fuelled uncertainty surrounding the future of climate change policy. This uncertainty will come at a cost for the Australian LNG industry where a raft of new projects are fast approaching final investment decisions and the real impact of a carbon impost is difficult to quantify. Despite this uncertainty, subsequent negotiations between the Government and the Opposition regarding the LNG industry, led to an amended version of the CPRS Bill. One of the amendments accepted by the Government was related to the allocation rate and states that LNG is expected to be a moderately emissions intensive trade exposed (EITE) activity and therefore eligible to receive free permits at a fixed rate per tonne of LNG produced. Should this version of the CPRS become legislation in 2010, LNG producers will at least be able to calculate their liability under the scheme and confirm their compliance strategy. Given the significant value at stake with existing and new investments, oil and gas businesses should act with urgency to develop strategies to respond to a carbon constrained future, irrespective of the final legislative design. Scenario planning is an important step in considering the range of regulatory outcomes—both domestic and international—that will impact on the supply and demand of carbon assets.

Ecosystems are not merely vulnerable to climate change but, if sustainably restored and protected, are a major source of human resilience. Not only is the evidence-base for the importance of these “Nature-based Solutions” (NbS) growing rapidly, but NbS are featuring with increasing prominence in global climate change policy. Here we report on the prominence of NbS in the 141 adaptation components of the 167 Nationally Determined Contributions (NDCs) that were submitted to UNFCCC by all signatories of the Paris Agreement. In total, 103 nations include NbS in the adaptation component of their NDC, 76 nations include them in both their adaptation and mitigation component, and an additional 27 include them as part of their mitigation plans only. In other words, 130 nations—or 66% of all signatories to the Paris Agreement—have articulated intentions of working with ecosystems, in one form or another, to address the causes and consequences of climate change. However, commitments rarely translate into robust science-based targets. As climate pledges are revised in 2020, we urge the ecosystem science community to work closely with policymakers to identify meaningful adaptation targets that benefit both people and the ecosystems on which they depend.

AbstractEnergy efficiency and energy security are emerging concerns in climate change policy. But. there is little acknowledgment of energy justice issues. Marginalised and vulnerable communities may be disproportionately exposed to both climate change impacts (e.g. heat, flooding) and costs associated with energy transitions related to climate change mitigation and adaptation (e.g. particulate exposure from biofuel combustion). Climate change is producing energy-related impacts such as increased cooling costs. In some cases it threatens energy security. Higher electricity costs associated with ‘climate proofing’ energy network infrastructure may exacerbate ‘fuel poverty’ - itself a form of injustice. In this paper we critically review the literature about multiple interrelations between energy policy, justice and climate change. We identify key issues, illuminate knowledge gaps, and synthesise findings to develop a conceptual model. We chart a research agenda and highlight policy implications.

AbstractClimate Change (CC) adaptation and mitigation policy coherence (PC) across sectors is essential to effectively address CC challenges and support synergies. Pakistan is highly vulnerable to CC. In this paper, the extent to which Pakistan’s national and provincial water, agriculture, and energy sector policies, development plans and strategies are aligned in a CC policy coherent manner is established. In this context, a qualitative content document analysis with associated scoring is used to assess government documents. Furthermore, implications of the China–Pakistan Economic Corridor Initiative (CPEC; 2017–2030), the biggest infrastructure investment program ever in Pakistan, are discussed. An important result is that sectoral policies are found to have different degrees of PC. Better coherence is found at federal than at provincial levels. Furthermore, CC policies are found to be more coherently addressed in water and agriculture policies than in energy policies. It is suggested that to achieve higher levels of CC PC, federal and provincial governments should establish mechanisms of intergovernmental consultation for policy-making and cross-sectoral planning, especially in the energy sector. Our findings can help the Government of Pakistan to transform CPEC into a model green Belt and Road Initiative (BRI) in the region. In this context, there are important implications with regards to e.g., reducing coal-based energy projects and environmentally damaging infrastructure activities in sensitive ecosystems. With this paper, the authors want to raise awareness of the key importance of CC PC, particular in context of the BRI. Many countries participating in the initiative have carbon reduction targets in place.

The relevance of a public health frame in supporting the climate change impact awareness and consensus on actions is well recognized but largely underutilized. Overall, supporting public health’s capacity in climate change has focused on projecting and highlighting public health impacts due to climate change, identifying public health policy responses, and emphasizing public health role. The integration of the public health perspective in the discussion and communication of climate change ideas has remained elusive.<div>Climate change is also a complex social problem whose construction of meaning and actions is rooted in institutionalized language, discourse, and human interactions. Thus, understanding of the construction of the relevance of public health in climate change discourse is central to understanding the impediments of the public health frame application. Unfortunately, this has been a neglected area of research, and the dissertation responded to that gap. </div><div>To delineate the impediments of the public health frame, the study used the case study of the context of climate change policy discourse in the Province of Ontario (Canada) to examine the construction of public health relevance, the extent of public health frame application, and the systematic influences in the discourse.</div><div>The analysis of policy documents and key informant interviews revealed that the public health frame remained isolated from the primary focus of Ontario’s climate change policy discourse. Instead, Ontario’s historically and socially constructed climate change as an economic and political issue solved through market strategies and technological innovations forwarded by political, bureaucratic, and technological elites. The focus substantiated the types of structures and processes of policies and decisions, the relevant actors and knowledge, and the values supporting the discursive, normative, and strategic practices. Ontario’s focus also limited the utilization of the public health frame and the supporting capacities through the misalignment between public health and the provincial strategic actions, the lack of recognition and integration of public health roles, mandate and structures, and limited public health capacity building initiatives.</div><div>Therefore, public health framing as an endpoint of climate change discourse requires legitimation of public health in the underlying institutional structures for, and governance of, climate change. </div>

Since the 1970s, and especially following the 1992 Rio Earth Summit, climate change has become an area of high politics, engaging the whole world at the international and diplomatic level. What matters, though, is how this translates into tangible policies at national and local levels, and how these different scales interact. Highlighting India’s unique position in international climate negotiations, this article first scrutinises various official statements and documents of the Government of India (GOI) on climate change and puts them into an analytical framework that demonstrates continuities, but also significant recent shifts. Investigating the reasons for such modifying trends and examining their consequences, the article then suggests that partly owing to recent changes in global and (geo)political contexts, but also due to an Indian re-thinking of responsibility for addressing global climate change, there is a significant new development. This seems to augur a South Asian ‘silent revolution’ in green technologies, a prudent, economically and ecologically beneficial step, not only for India but possibly a sustainable global model.

The issue of climate change is not of the recent past. However, it was late in the nineteenth century in the US that the phenomenon was defined and framed as an issue of public interest by those who say it mattered. The reason was the occurrence of indicators such as a rise in earth temperature and prolonged summer season. The mass displacement of people from their places of inhibits and damages to their properties forced the government to take the issue seriously. A change in the administration in the federal capital, along with pressure from civil society and demand from various groups to resolve the issue of climate change, proved to be something that ultimately led to the resolution of the issue and taken seriously by the government of the day. While answering the question of how the issue of climate change made its way to the agenda-setting stage of policymaking, Jhon Kingdon model of agendasetting has been applied, which is more relevant and acceptable in terms of conceptual logics and the issue at hand.

Knowledge about citizen’s climate change awareness level is needed to establish an appropriate policy to cope with climate change hazard, particularly in a highly vulnerable country like Indonesia. However, research regarding climate change awareness among citizens in Indonesian cities is limited. This research aims to investigate the level of climate change awareness among the citizens in Bitung City, a medium-sized city in the eastern part of Indonesia. The survey method is used in the research by analyzing questionnaires collected from the citizens. Three variables for measuring the awareness level include public concerns on climate variability, the causes of climate change, and the impacts of climate change. The findings show that the citizens of Bitung have a ”quite strong” awareness level. This contributes to the recognition of citizens’ characteristics toward climate change useful to climate change policy formulation in Indonesia, particularly the Bitung City Government. Some recommendations for the government include the incorporation of climate change issue to the citizens’ daily life and development programs by establishing a special task force of climate change at the city level.

Just before the European election in May 2019 a YouTube video titled <em>The Destruction of the CDU</em> (Rezo, 2019a) caused political controversy in Germany. The video by the popular German YouTuber Rezo attacked the conservative Government party CDU (<em>Christlich Demokratische Union Deutschlands</em>) mainly for climate inaction. As a reaction to the subsequent attacks on Rezo and his video from the political establishment an alliance of popular German YouTubers formed to release a second video. In this video, the YouTubers asked their followers not to vote for the Government or the far-right parties, because they would ignore the expertise of scientists and the scientific consensus on anthropogenic climate change and therefore be unable to provide sustainable solutions for the future. This debate started as a YouTube phenomenon but quickly evolved into a national public discussion that took place across various social media channels, blogs, newspapers, and TV news, but also e.g., in discussions in schools, churches, as well as arts and cultural events. The focus of this contribution is on the formation of the heterogeneous coalition that emerged to defend and support the YouTubers. It prominently involved scientists and scientific expertise, but other forms of expertise and ‘worlds of relevance’ were also part of this coalition. The conceptual tools of ‘networked expertise’ and ‘ethno-epistemic assemblages’ are employed to explore expertise and credibility as well as the associations and networks of actors involved which illuminate how a single YouTuber was able to contribute to the unleashing of a national debate on climate change policy.
