Finland’s Neutrality in Soviet Foreign Policy Perceptions

The article examines the evolution of the Soviet leadership’s attitudes regarding Finland’s desire to position itself as a neutral country. Finland’s efforts to promote the idea of its neutrality became especially active after World War II. In this way the representatives of the Finnish political class tried to enhance their profile on the international arena and distance themselves from the military clauses of the Treaty of Friendship, Cooperation and Mutual assistance signed by the USSR and Finland in 1948. Both in Moscow and Helsinki it was understood that neutrality can play the role of an important foreign policy instrument. The Finns tried to use this instrument to weaken Soviet influence on the country, to facilitate rapprochement with other Nordic countries and, ultimately, with the West as a whole. The Soviet leadership regarded these activities negatively. However, within the framework of general deconstruction of the foreign policy priorities’ system created by Mikhail S. Gorbachev’s predecessors, the Soviet side in 1989 finally and unconditionally recognized Finland’s neutrality. After the collapse of the USSR the Soviet-Finnish Treaty of 1948 was substituted by another document, namely the Treaty on the Foundations of Relations between the Russian Federation and the Republic of Finland signed on January 20, 1992. During the elaboration of the new agreement the Russian side would have had no objection against recognizing Finland as a neutral state, but Helsinki, considering the transition from the bipolar system of international relations to the unipolar one, showed no interest to this.

The article is devoted to the international situation in Europe and USSR’s foreign policy before and after the outbreak of World War II. The author states that from the very begin¬ning the fascist regime in Germany was favourably received by Stalin’s USSR. Hitler also claimed that the German government was ready to develop friendly relations with the Soviet Union. However, such a situation in the bilateral relations was short-lived. Seeking benevolence from Western European countries, Hitler assumed the role of an anti-communist crusader. With a view to strengthening the country’s security, countering Germany and fascism, Stalin gave up his ideological dogmas in line with the situation. Moscow came to vigorously support all politi¬cal forces, which were advocating closer relations with the USSR against fascism. After Germany attacked the Soviet Union, Stalin’s foreign policy suffered a total collapse, which was a devastating blow to the myth of his brilliance and sagacity. The glorification of fascism and the policy of its befriending came at a cost. Nearly 50 million Soviet citizens per¬ished in the war against the fascist Germany, of which 10 million were Ukrainian nationals. In Russia, both public officials and scholars still avoid the truth about the foreign policy activity of the Soviet leadership in 1939 and 1940s. In this regard, the Ukrainian histo¬rian and specialist in international relations, professor at Kyiv Pedagogical University Anatolii Trubaichuk was the first in the Soviet Union to tell the truth in his writings and lectures about the essence of the Soviet foreign policy before and after the beginning of World War II based on his profound scientific research. The author stresses that the search for full truth is to be continued. To that end, it is neces¬sary that all the archives in Russia be opened and access to documents relating to the period of World War II be provided. The new foreign policy team is more professional and with an Asian focus than its older counterpart. Although still fragmented, it may have stronger leadership and better coordination. This is critically important because China is at a defining moment as to its international role. Xi Jinping's closer ties with the military and his hands-on style may encourage assertive nationalism and more active role of the military in foreign affairs.

The impetus among Germany's cultural elite to mark the end of World War II as a “zero hour” has been analyzed mainly as a German phenomenon, with considerably less attention to the role of the occupying forces in fostering that mentality. Settling Scores offers a long-awaited analysis of the American Military Government's precarious navigation in the music world, one of the most sensitive cultural areas for both the conquerors and the conquered. Most histories of twentieth-century German music and culture suffer from a basic misunderstanding of this tumultuous time and uncritically accept many of the prejudices it engendered. As this study demonstrates, the notion of a musical “zero hour” is one such misconception, for the imperfect projects of denazification and reeducation left the musical world of the post-war period largely indistinguishable from its pre-war existence. Based on thorough archival research, interviews with eyewitnesses, and a wide range of literature, this highly readable and engaging history reveals in detail the successes and failures of the Military Government's ambitious agenda to root out the musical “Führers” of the Third Reich and to transform music from a tool of nationalist aggression to one of democratic tolerance.

The position of the Military Court is a body that executes the judicial power in the circle of the Indonesian National Armed Forces to enforce the law and justice with due observance of the interest in the state defense and safety. The Military Court is authorized to try the crimes committed by someone who when committing such crime is a soldier of the Indonesian National Armed Forces, a member of a group or office or body or equal to a soldier pursuant to the Law and someone is not included in the said group as set forth in the Law Number 31 of 1997 on Military Court. Following the reform of 1988, the existence of the Military Court is developed by some activists and the public that observe the Military Court, insisting the Parliament of the Republic of Indonesia to revise Law Number 31 of 1997 on Military Court, with the focus point for a soldier of the Indonesian National Armed Forces who commits a general crime to be tried in the General Court with the reason that the Military Court practice is closed in nature, and another reason is the equalization of rights before the law. The method used in this research is the normative law research that is carried out to obtain the necessary data relating to the problem. The data used is secondary data consisting of primary law materials, secondary law materials, and tertiary law materials. In addition, primary data is also used as the support of the secondary data law materials. The data is analyzed by the qualitative juridical analysis method. The results of the research show that the Military Court is one of the mechanisms that are always tried to be maintained. The outcome from the research discovers that the role of the Martial Court in Indonesia remains effective, fair, and democratic to this date realistically marked by fair punishment within the jurisdiction offended, which corresponds to the need of TNI institution in the aspects of Culture, Benefit, Assurance, and Fairness. It is recommended that the RI Government continuously develop and improve the same by maintaining the role of the Martial Court in punishing criminal offenses committed by military members on the Martial Court system currently in force.

The following paper deals with methodological features of studying of empires legacy role in policy of the leading powers in the countries of the third world through a prism of asymmetric conflicts historical modeling. The author pays special attention to the role of Great Britain and the USA foreign policy course defining after World War II during Cold War in the second half of the 20th century and Global War on Terror at the beginning of the 21st century. The author pays attention to methodological traps (such as the probability of the research problem on the given variable and terminological confusion) as well as to research opportunities which are opened by such approach in the field of the historical and political analysis (for example, evolution of the international relations theory and practice in the conditions of the world order transformation after World War II). Special attention is given to the value of such methodological reception as asymmetric conflicts historical modeling in expert estimates of the leading powers foreign policy. The paper also deals with the role of expert community and academic expertize as an important component of that analytical operation which is carried out within historical simulation of the asymmetrical conflicts.

This article critiques the HIID-KDI eight-volume Studies in the Modernization of the Republic of Korea from the perspective of Korean studies. The Studies' critical contributions to the field are the comprehensiveness of treatment, wealth of data, and disciplinary sophistication of the analyses they present of the principal economic and demographic phenomena of Korea's development after the Korean War and especially after 1961. The overall weakness of the Studies is their inadequate treatment of Korean history, culture, and society in relation to development, despite their great emphasis on the developmental importance of certain cultural phenomena in Korea. Their usefulness, both from the perspective of development studies and from the perspective of Korean studies, would have been enhanced by examining additional questions concerning industrial organization, labor, and the role of the military, as well as by more thorough and knowledgeable analysis of the historical, cultural, and social basis of Korea's modern development.

The Italian case is virtually nonexistent in almost all the best general works on military intervention in politics, but understanding the Italian case could add much to the academic debate as the debate seems to be again investigating the role of the military in established democracies. The most important key to understanding the story of Italian civil–military relations is not military professionalism. Rather, a specific feature of these cases could lay in the reduced strength of the different players (the military, the civilians). These widespread and common weaknesses end up being a continuity along all Italian history: the first years of Risorgimento and Liberal Italy, fascism, the advent of the Republic and democracy after the end of World War II, and even in the post-Cold War decades. Because of this continuity, the work of historians could be most useful for political scientists. What is interesting is that whether the Italian military was strong or weak, it almost always managed to have its demands met by influencing, penetrating, and conditioning the political system. Almost always, the military did not need to intervene directly. And this is another reason to better understand this case without the influence of old, biased national stereotypes and as studied by Italian scholars but ignored in its subtleties by international scholarship.
