Fiscal decentralization aims to improve regional finance independency and reduce the fiscal dependency of central government. However, in practice, there are many areas that still rely on the assistance central finance for their regional development. This research aims to discuss the development of regional finance independency and analyze the influence of regional finance independency on economic growth in Banten Province. This research uses descriptive method and panel data on 6 (six) regencies and cities in Banten Province at 2001-2011. The results showed the significantly positive effect of regional finance independency on economic growth and significantly negative effect of balance fund’s ratio on economic growth. This study examines the impact of fiscal decentralization on regional economic growth using panel data for 82 subjects of the Russian Federation for the period 2005-2018. General theoretical framework was drawn from the second-generation theory of fiscal federalism, and panel data econometrics suggested the appropriate empirical model and estimation method. The pooled mean group method was used to estimate an autoregressive distributed lags model based on Solow-Swan theory of economic growth. The results indicate that vertical fiscal gap has a negative and significant long-term impact on regional economic growth while vertical fiscal imbalance has a positive and significant long-term effect. The study is consistent with the modern theory of fiscal federalism, W.E. Oates’ matching hypothesis and previous empirical work using Russian data. The study also found evidence of conditional convergence of regional economies.

This paper tests the existence and the direction of causality between fiscal decentralization and economic growth. The previous literature has implicitly assumed that decentralization causes economic growth, and has largely ignored the possibility that economic growth can cause fiscal decentralization as well. This paper applies the Granger-causality test to panel data from 21 countries between 1975 and 1995, and finds that fiscal decentralization does not cause economic growth, but that economic growth causes fiscal decentralization.

The regional autonomy that taken place by government gives an unhampered chance to the autonomous region increasing the society welfare. The regional autonomy carrying out the principle of decentralization, deconcentration, and the duty of helping implicated on the equitable and balanced development growth. It was hoped this regional autonomy will give positive impact of society welfare on the region through fiscal decentralization. This study be aimed to know and to analyze the influence of fiscal decentralization degree and the special allocation fund to the welfare of the society both as directly or by the economic growth, and the influence of the economic growth to society welfare  of regency/munisipality  in Maluku Province. The using of the data model was panel data as combining of time series from 2010 to 2016 and the cross section data from eleven regencies/municipalities and using by regression analysis of panel data helped by the Eviews 9 program. The research yield shown that directly the fiscal decentralization degree and the  special allocation fund positively influenced and significant to society welfare and indirectly the effect of fiscal decentralization degree and the special allocation fund can be mediated by the economic growth, and was had a  positive and significant influenced to the community welfare.  Keywords: degree of fiscal decentralization, special allocation funds, economic growth, community welfare.

In general, economic growth is defined as a process which leads to the increase of per capita income of a population in a long term. Inter-region disparity in terms of economic development is a common phenomenon in a region’s economic activities. This study aims to determine the effect of economic growth, economic openness, and the degree of fiscal decentralization on development disparities between provinces in Java within 2001-2017. Panel data regression was used together with the Random Effect Model as a data analysis technique. The data used was panel data consisting of time series data from 2001-2017 and cross-sectional data covering Special Capital Region of Jakarta, West Java, East Java, Special Region of Yogyakarta, Central Java, and Banten. The results show that economic growth and fiscal decentralization significantly influence development disparity between provinces in Java while economic openness does not affect the development inequality.

ABSTRACTBalanced Fund is a part of the fund transfers by the central government to the regional government in implementing fiscal decentralization. The aims of this policy are to: (1) reduce the inequality of funding sources between central and regional governments (vertical imbalance), and the inter-regional imbalance (horizontal imbalance), (2) reduce public service gap among regions. The objectives of this study are to (1) describe the implementation of Balanced Fund in Indonesia, (2) analyze the effects of Balanced Fund on economic growth, (3) formulate optimization strategy of Balanced Fund management in Indonesia. This study used descriptive analysis,panel data regression analysis, and SWOT analysis. Descriptive analysis indicates that Balanced Fund has not been able to optimize equitable regional distribution of financial capability, particularly for regencies and cities. Panel data regression analysis shows that General Allocation Fund and Special Allocation Fund have positive effects on economic growth, except in Banten in which Special Allocation Fund has no effects. Meanwhile, Revenue Sharing Fund results in negative effects on economic growth, except in East Java in which it has no effects. SWOT analysis formulates eight alternative strategies which may be implemented by the Central Government in optimizing the Balanced Fund management.Keywords: General Allocation Fund, panel data, Revenue Sharing Fund, Special Allocation Fund, SWOTABSTRAKDana Perimbangan merupakan bagian dari dana transfer Pemerintah Pusat kepada PemerintahDaerah. Dana ini bertujuan:(1) mengurangi ketimpangan sumber pendanaan antara pusat dan daerah (vertical imbalance), dan ketimpangan antar daerah (horizontal imbalance), dan (2) mengurangi kesenjangan layanan publik antar daerah. Tujuan dari penelitian ini adalah (1) mendeskripsikan implementasi Dana Perimbangan di Indonesia, (2) menganalisis pengaruh Dana Perimbangan terhadap pertumbuhan ekonomi, dan (3) merumuskan strategi optimalisasi pengelolaan Dana Perimbangan di Indonesia. Penelitian ini menggunakan analisa deskriptif, analisis regresi data panel, dan analisis SWOT. Analisis deskriptif menunjukkan bahwa Dana Perimbangan belum sepenuhnya mampu menciptakan pemerataan kemampuan keuangan daerah terutama untuk wilayah kabupaten dan kota. Analisis regresi data panel digunakan untuk menganalisis pengaruh Dana Perimbangan terhadap pertumbuhan ekonomi provinsi-provinsi di Indonesia. Analisis ini menunjukkan bahwa DAU dan DAK memiliki pengaruh positif terhadap pertumbuhan ekonomi, dan DBH berpengaruh negatif. Hasil analisis SWOT merumuskan delapan alternatif strategi yang dapat dilaksanakan oleh Pemerintah Pusat dalam rangka optimalisasi pengelolaan Dana Perimbangan.Kata kunci : Dana Alokasi Umum, data panel, Dana Revenue Sharing, Dana Alokasi Khusus, SWOT
