Empirical studies have shown that China's Air Pollution Prevention and Control Law (APPCL2000), as an environmental regulation, has significantly alleviated the air pollution problem and improved the TFP of air polluting enterprises. However, few scholars have studied the regional heterogeneity of this policy. To study this issue, this manuscript introduces the "Hu Line" from the perspective of regional resource endowment differences and divides China into a resource advantage area (A area) and a resource disadvantage area (B area). Subsequently, this manuscript uses the triple difference model and big data of Chinese industrial enterprises to verify. The results show that under environmental regulations, the TFP of air polluting enterprises in B area has increased more than in A area, and the rapid decline in the proportion of low-efficiency air polluting enterprises in B area is the main mechanism. It shows that environmental regulation is beneficial to narrow the gap of regional economic growth and realize economic catch-up in resource-disadvantaged areas.

Innovations can help Russia to achieve economic growth. However, the R&D sector that produces these innovations totally depends on funding. The article introduces an analysis of the trends in R&D funding in Russia. Regional funds for financial support of research, technical, and innovative activities seem to be an effective tool that will eventually contribute to the economic growth. The research objective was to identify the relationship between R&D funding and economic growth. A review of scientific publications revealed some theoretical aspects behind the effect of R&D costs on other indicators of economic growth. A cluster analysis made it possible to identify some regions where the relationship between R&D expenditures and indicators of economic growth are most pronounced. The study can help regional authorities to plan local budgets and achieve economic growth for their regions.

This research is a quantitative study. The data used is sourced from CSA (Central Statistics Agency) North Sumatra and FSA (Financial Services Authority). The analysis used in this research is multiple linear regression analysis with method Ordinary Least Square using program EVIEWS 8. The results showed that: 1) the Real Sector significantly positively affected the Regional Economic Growth of the North Sumatra Region with a probability value of 0.0000 less than the significant level (5%) or 0.0000<0.05. 2) Islamic Finance significantly positively affects the Regional Economic Growth of the North Sumatra Region with a probability value of 0.0000 less than the significant level (5%) or 0.0000<0.05. 3) The results of the study simultaneously show that the Real Sector and Islamic Finance have a significant effect on the Regional Economic Growth of the North Sumatra Region with a probability value (F-statistics) less than the significant level (5%) or 0.0000<0.05. It can also be seen in the regression of the R-Square value which shows that around 0.724519 or 0.72% of the Real Sector and Islamic Finance variables can explain the Regional Economic Growth of the North Sumatra Region in the 2015 – 2019 period, while the remaining 28% is explained by other variables.Keywords : GDP, Islamic Banking, Islamic Fianancing, North Sumatera, Real Sector, Regional Economic Growth, Trade sector

The Semangka Bay in Tanggamus Regency of Lampung Province is a potential area for capture fisheries activities. The fishing port as the primary basis for the capture fisheries sector can increase regional economic growth. The fishing ports in Tanggamus Regency have physical and non-physical problems, so efforts to develop fishing ports are needed. The preparation of these efforts required information about the operational conditions of fishing ports. This study aims to describe the operational conditions of the fishing port in the Tanggamus Regency. The research method is descriptive with two stages. The first assessment of the operational performance of fishing ports. Second, gap assessment of fishing ports. The result showed that the average value of fishing ports operational performance is 26%, and the average gap value is 74%. The operational condition of the fishing ports in the Tanggamus Regency is classified as inferior. Fishing port facilities are the criteria with the lowest performance and the highest gap. Improvements to the fishing ports in Tanggamus Regency are needed through procurement and repair of fishing port facilities by local governments.

This paper adopts the data envelopment analysis (DEA) model to conduct an in-depth study and analysis of the spatial structure of regional enterprises and their impact on regional economic development and to apply the analysis of the impact between the two. Firstly, the concepts of urban agglomeration, regional spatial pattern evolution, and coordinated regional development and their connotations are explained to define the research topic of this paper. Then, we systematically analyze the theory of regional economic growth, development stage theory, spatial polarization theory, and regional spatial association theory and review the existing studies on regional economic growth, regional development stage, regional spatial association, and pattern evolution, as well as the efficiency and quality of regional economic growth, which further clarify the research focus and research ideas of this paper. The time evolution, spatial divergence, and spatial association characteristics of the economic growth rate of the central urban agglomerations are measured, then the DEA model and entropy value method are used to calculate the economic growth efficiency and economic growth quality of the urban agglomerations, respectively, the time evolution characteristics and spatial pattern evolution characteristics of the economic growth efficiency and economic growth quality are analyzed, and finally, the coupled model of regional economic growth rate, efficiency, and quality is constructed. Finally, a coordination model of the coupling of regional economic growth rate, efficiency, and quality is constructed and the time-series evolution characteristics and spatial-temporal divergence characteristics of the coupling coordination degree of the three are comprehensively analyzed, and the spatial classification of the coupling coordination type of each county unit is made. The direction and path of regulation for the optimization of spatial structure and coordinated spatial development of urban agglomerations are proposed, and finally, the leading factors for the reorganization of the regional economic spatial structure are analyzed, and the regulatory countermeasures for the optimization of the economic spatial structure of urban agglomerations are proposed according to the spatial structure of urban agglomerations and their evolutionary characteristics.

  Policy of the Government of the Republic of Indonesia to grant special autonomy to the Provincial Government of Nangroe Aceh Darussalam (NAD) through the concept of asymmetric decentralization accompanied by the issuance of a law on the implementation of Islamic Sharia in a kaffah manner, opening opportunities for the government and the people of NAD Province to increase the pace of development economy based on faith and piety to Allah SWT. How the impact of the implementation of these policies on regional economic growth in the Province of NAD has not been widely studied.  The purpose of this dissertation is to analyze the causal relationship between regional economic growth and its determinants and to analyze the moderating role of the intensity of the application of Islamic law on the causal relationship. The target population is districts/cities in NAD Province and the sample consists of 23 units of analysis (5 cities and 18 districts). Secondary data on a ratio scale to measure research variables, namely HDI, technology investment, population, regional development expenditure, intensity of the application of Islamic Sharia, and regional economic growth for the 2010 - 2019 period, sourced from the Central Statistics Agency and the Regional Office of the Ministry of Religion of NAD Province. The data analysis technique used descriptive statistics and panel data regression analysis to test 10 research hypotheses. The results show that simultaneously capital, HDI, technology investment, population, and regional development expenditures have a very large influence on regional economic growth in NAD Province. Partially, capital, technology investment, population, and regional development expenditure are the determinants of regional economic growth in NAD Province. The four determinant variables have an effect on increasing regional economic growth. Regencies/cities that have large capital, moderate and innovative technology investment accompanied by a high population, and are supported by adequate regional development expenditures, have an impact on high economic growth in NAD Province. The intensity of the application of Islamic law moderates the causal relationship between capital, technology investment and population on regional economic growth, while the intensity of the application of Islamic law has not shown a significant role in moderating the causal relationship between the human development index and regional development expenditures on regional economic growth. This indicates that the intensity of the application of Islamic Sharia in the province of Aceh has given a significant role to all sectors in increasing regional economic growth. further research is suggested to use Economic Well Being Theory and include fiscal and regional retribution variables, education and ICT readiness index and electronic-based service system index.
