AbstractThe article deals with analysis of future social workers’ training in the context of forming students’ professional legal competency in higher education institutions of European Union (EU), the USA and Ukraine. Based on the study of scientific and reference sources the peculiarities of the educational process in the most popular higher education institutions, particularly, in EU, offering Bachelor’s and Master’s degrees in Social Work have been defined: in France there is no distinct differentiation between social workers and social pedagogues; these professions successfully combine functions of education and assistance; future social workers are trained in centers and universities that follow instructions of French National Academy for Youth Protection and Juvenile Justice; at German universities social work curricula are based on threefold study load of future specialists: world societies and social development, social problems and human rights violation, international rights in social work; are interdisciplinary and can be realized in cooperation with other European universities; at British universities teachers have great practical experience in social work; student body is cosmopolitan, i.e. a mixture of mature and young students from different ethnic groups and nationalities; curricula also provide for a large volume of practical learning in working conditions corresponding to national requirements; in Spain future specialists are trained for three appropriate segments of labour market, namely, law, social work expert and Master in Social Work (such specializations as social mediation, leisure time activities, professional adaptation).

The article covers education integration, application of the integrated approach in developing educational programs for the vocational training of experts in primary and preschool education; different approaches to the interpretation of the concept of «integration» are analyzed. It is noted that the use of interdisciplinary links was a prerequisite for the emergence of an integrated approach in education. The sequence of implementing integrated educational programs in the practice of higher education institutions is determined; the advantages and problems of using integrated educational programs in the vocational training of preschool and primary school teachers are characterized. The most effective ways of developing integrated educational programs are identified; the expediency of using the experience of training specialists for preschool and primary education of the Republic of Poland and Romania is shown.

Purpose This study was designed to address the problem of how higher education institutions, as organizations designed to promote learning, responded to the COVID pandemic and the suspension of in-person instruction. The purpose of this paper was specifically to explore how institutions go about learning from the pandemic to better prepare themselves for the future that they will face. Design/methodology/approach A researcher-developed survey instrument was distributed electronically to 300 faculty leaders at randomly selected universities in the USA. With three follow-up e-mail requests, the survey had a 31% usable response rate. Findings Survey results indicated that institutional leadership did not make strong use of shared governance in responding to the COVID pandemic in creating operational response strategies. Further, institutions did not alter their policies or make structural changes to be more adept in facing the challenges of a global pandemic and its impact on the financial well-being of the institutions. Although institutions did make changes to their attitudes about students, these were not developmental changes but rather behavioral modification expectations. Originality/value This study drew upon data collected after the first three months of the global COVID pandemic, providing an important first-look at organizational behavior in response to a largely unplanned global event.

The establishment of research ethics committees (REC) in China’s higher education institutions (HEI) is lagging far behind western developed countries. This has at least partly directly led to anomie in scientific research ethics, as seen in the recent controversies involving a proposed human head transplant and gene-edited babies. At present, the problems for REC in China’s HEI include lack of regulation, informal ethics reviews, lack of supervision and insufficient ethics review capacity. To counteract these problems, suggested measures include mandatory formation of formal ethics committee, administrative support from HEI, ethics approval letter prior to funding application, formulation of regulations and standard operating procedures, selecting and training for members and independent consultants, training for secretaries and staff, ethics training for investigators, and learning from the experience of HEI outside of China, such as the USA and Canada. The establishment of REC in China’s HEI will greatly enhance the overall quality of ethics reviews in China. In addition to better protecting the rights and welfare of human participants, it is also conducive to maintaining the reputation of China’s HEI.

The article assesses the availability of demographic education in Russian universities based on the analysis of information posted on the websites of educational programs of higher education institutions included in the rating of top 100 ranking best universities in the Russian Federation, compiled by the research company RAEX-Analytics LLC in 2019. Universities are grouped according to their profile, specialization and geographical location. Monitoring of educational programs is presented in terms of educational levels and directions. The study revealed that 75% of Russian universities, included in the sample, have demographic disciplines in their educational programs. Demographic education is most developed in multidisciplinary universities. Demographic disciplines are included in almost all educational programs for training in the area of "Sociology". It is concluded that there is an inequality in the availability of demographic education, since it is more concentrated in the cities of Moscow, St. Petersburg as well as in the cities of the Volga Federal District. In addition, there were found out such distortions in the development of demographic education as lack of instrumental disciplines and weak inclusion of demographic disciplines in economic programs. As a result of the research, there are given recommendations aimed at expanding the range of students studying demography, forming of continuity in educational programs for bachelor's and master's degrees, and including demographic disciplines of an instrumental nature in them. The authors believe that the expansion of interaction between universities and local authorities in training specialists will contribute to development of demographic education.

The article discusses not only basic questions of the content of educational-methodical and didactic providing of distance teaching, but also specific features and problems, that arise in connection with the transformation of the process of development of all educational programs implemented by the University of the MIA RF in remote mode.

The article is devoted to the problematic issues of integrating professional competencies into educational programs of higher education institutions. It is substantiated that the relationship between educational and professional standards should be deepened, which will ensure a balance of knowledge of applicants obtained during training in higher education, and requirements for jobs, achieving the necessary program learning outcomes that will be implemented in the labor market as effective human capital. The object of research in the article is the professional qualification of higher education students, integrated into the educational programs of higher education. The purpose of the study is to determine the prospects for the development of the system of professional qualifications for the quality implementation of professional competencies in educational programs of higher education institutions. The article performs a theoretical and analytical analysis of the prerequisites for the introduction of professional competencies in educational programs of higher education institutions. It is determined that professional qualifications should be awarded by a higher education institution on the basis of appropriate professional standards, which in turn reflect a person's ability to perform a certain set of tasks and responsibilities defined by the relevant profession. It is established that for the assignment of a certain educational or professional qualification it is necessary to have: an appropriate standard; the state (institution) authorized to assign the appropriate qualification; rules (procedure) for assigning a qualification, which includes criteria for assessing the achieved program learning outcomes. It is determined that the current challenges for the development of professional competencies and the creation of appropriate standards are the reorientation of the labor market in connection with the emergence of new qualifications; development of lifelong learning trends; creation of new preconditions for licensing of educational activity of higher education institutions; high requirements for the quality of higher education in higher education and for professional qualifications in the labor market; the need for cross-border recognition of educational and professional qualifications; development of non-formal and informal education. The main perspective steps for the development of the system of professional qualifications for high-quality implementation in higher education curricula are outlined, which include: international recognition of the adopted the National Qualifications Framework, creation of new generation educational standards, establishment of uniform requirements for recognition of professional experience. comparison of educational and professional qualifications, adoption of the Procedure for recognition in Ukraine of professional qualifications acquired in other countries, determination of an effective mechanism for recognition of competencies acquired in nonformal and informal education, creation of an effective register of qualifications, support of dual education 70 development, monitoring of education qualifications, approximation of professional qualifications to Multilingual Classifier of European Skills, Competences, Qualifications and Professions (ESCO). The article considers the historical preconditions and prospects of professional training of specialists in the field of documentation management and information activities. The modern system of management documentation was preceded by a long period of development and formation associated with changes in socio-economic and socio-political conditions, the relevant historical forms of organization of management processes and its documentation. In turn, the complexity of record-keeping and document-making processes, the development of the document-information market formed the requirements for a document-specialist who would have a universal modern education: possessed knowledge, skills in document science and information activities, and skillfully operated in practice acquired management competencies . The formation of a modern system of documentation management and training of specialists in the relevant field in Ukraine took place in line with the general historical processes of development of our state. The peculiarities of educational programs of higher education institutions that train applicants in the specialty 029 «Information, library and archival affairs» are analyzed. It is noted that the analysis of educational programs of higher education institutions in the capital and the region shows that modern freelance students receive quality knowledge through clear new educational programs, innovative technologies, open access to information via the Internet and social institutions - libraries and archives. Future professionals are trained to work with information through new electronic tools, banks and databases. The introduction of electronic document management, the experience of leading countries, new technologies significantly increases professional requirements, encourages constant updating and improving the training of Ukrainian document specialists. In the conclusions it is generalized that document science as a science and as an academic discipline was initiated in the process of development of two branches of practical activity - office work and archival business, within which the logical development of the theory directly depended on practice; at all stages of the transformation of their historical path was directly dependent on the socio-economic demands of society and the improvement of the management segment of document science; The need for highly qualified specialists in the field of document science in the modern labor market is constantly growing, which explains the large number of free economic zones in which high-quality training of document specialists in unique educational programs.
