Analysis of the Main Trends in the Development of the Waste Management System in Russia: Problems and Prospects

The article is devoted to the study of problems of environmental pollution by production and consumption waste and prospects for their solution. The paper analyzes the management of production and consumption waste for five years in the Russian Federation in relation to the dynamics of economic development of the country. The dynamics of indicators of production and consumption waste generation in the Russian Federation is given. It is shown that the main contribution to the total amount of waste is made by waste of hazard classes V and IV. Analysis of the dynamics of waste generation for the main types of economic activity showed that the largest volume for the study period falls on the type of activity "mining". An analytical study of data on the growth rate of GDP, the volume of production and consumption waste generation, waste disposal and investment in environmental protection showed an increase in waste generated per unit of GDP. The paper shows that a set of measures to change the structure of the circulation system.

In the article, the authors analyze the functioning of special economic zones in the Russian Federation. Currently, based on the established world practice, special economic zones can act as a catalyst for attracting foreign investment and ensuring effective regional socio-economic development. Therefore, according to the authors, the issues of improving the functioning of the SEZ are of particular importance. The analysis of the results of the functioning of special economic zones in the Russian Federation shows that there is a significant potential for their development. Due to the fact that the functioning of special economic zones is inextricably linked with the conduct of foreign economic activity, and the SEZs themselves are a tool for integrating the country into global value chains, the issues of customs regulation of activities on their territory become important, which acts as an effective way for the state to influence foreign economic activity and have significant opportunities in stimulating the development of special economic zones in the Russia. In this regard, the study of the application of customs regulation measures as important factors in the development of special economic zones in the Russian Federation is very relevant. Special attention was paid to the study of the regulatory framework for the application of customs procedures in respect of goods imported into the territory of special economic zones and exported from such territories. According to the results of the study, it was found that there are significant gaps in the current legislative regulation of this range of legal relations. The article formulates specific measures that can contribute to improving the efficiency of the functioning of special economic zones in the Russian Federation.

Introduction. Improving the quality of the population is an important task for socio-economic development of the Russian Federation as a whole, as well as for its individual regions. Improvements in quality characteristics of the population can only be achieved by raising the quality and standard of living. The aim of this study is to identify the dependence of the quality of the population on the level of socio-economic development in a region and on the solution of socio-demographic problems (taking the Penza Region as an example). Materials and Methods. An analysis of statistical data from the Federal State Statistics Service for the Russian Federation and the Penza Region for 2005‒2018 was carried out. The methods of systems approach, comparative and demographic analysis, generalization, and statistical analysis were used to study the quality of population at the regional level. Results. Based on the analysis of primary statistical data, a high level of dependence of the quality of population of the Penza Region on demographic and socio-economic indicators of the region’s development has been identified and substantiated. The quality of the population of the Penza Region has been compared with other regions of Russia at the current stage and over time. The changes in the quality of population have revealed positive trends: an increase in the overall birth rate, reduction in the overall mortality rate, increasing natural growth rate of the population and life expectancy, growth of educational level of the population. At the same time, the natural growth rate of the population of the Penza Region has been much lower than the average level in Russia and below the indicators in the majority of constituent entities of the Volga Federal District, which is the most acute problem. Discussion and Conclusion. To date, the quality of the population of the Penza Region is a consequence of the increase in the level and quality of life in the region over the past 15 years, but in many respects it remains below the average Russian level. The results of this study can be used by the government of the Penza Region and other constituent entities of the Russian Federation when making decisions in the field of demographic and socio-economic policies.

The topic of the article is the importance and features of science financing in the Russian Federation. The results of a comparison of macroeconomic indicators of science financing in different countries have been presented. The system of indicators used in the Russian statistical practice has been considered. The sources of funding for the sectors of science have been analyzed. Particular attention has been paid to the study of domestic research and development costs in the context of various groups: by ownership, by economic activity, by type of expenditure, by areas of science, technique and technology, by socio-economic goals, areas of economic development and research areas.

Crisis phenomena in Russia stimulate interest in researching the influence of regions’ industrial specialisation on the rates and trajectories of their economic development. The paper aims to examine the transformation of industrial specialisation across the Russian regions and correlate it with their economic development. The methodological basis of the study rests on the theoretical concepts of regional and spatial economics, systems analysis, and strategic management. The authors monitor the changes in the industrial specialisation across the subjects of the Russian Federation in 2008–2016, as well as the dynamics of their economic development by using a combination of methods: dialectical, causal, comparative, structural and cluster analysis. The paper identifies the strategic challenges and priority areas for the modern development of the regions of the Russian Federation. Based on the analysis of the economy of 61 subjects of the Russian Federation, the authors draw conclusions on the transformation of regional industrial specialisation in a specific type of economic activity; on the relationship between economic development and the nature of specialisation (mono-specialisation, multi-specialisation); on the dynamics of developed regions among the groups of mono-specialised and multi-specialised ones. The study detects the types of economic activity, which affect economic development the most. The analysis of the dynamics of industrial specialisation results in the conclusion that there are regions with stable and unstable specialisation. The article proposes promising directions of the state structural policy for different types of regions. The theoretical and practical significance of the study lies in the fact that the developed method allows not only evaluating the transformations in the industrial specialisation of the regions, but also correlating them with the economic development of the subjects of the Russian Federation.

In the 21st century, not only is Siberia the most important macroregion of Russia, the most extensive in its territory and significant in terms of natural resource potential, it is also one of the key objects of Eurasian geopolitics. The article shows the “sea factor’s” significance in its influence on the formation of ideas about the external borders of Siberia, as well as substantiates the conjugation of the socio-economic development of Siberian regions with the markedly increased maritime activity in the Russian Federation since the beginning of the 2000s (first of all, with the port economy and extraction of hydrocarbons on the sea shelf). Based on the application of statistical, comparative-geographical and cartographic research methods, it is shown that it is precisely due to the post-Soviet geo-economic and geopolitical processes (including Russia’s accelerated entry into the global “oceanic” economy) that the duality of Siberia’s position in the “continental-oceanic dichotomy” is more clearly manifested. Subject/Topic. The formation of tracks of sustainable development of territories remains an important task in the implementation of regional policy. Management decisions should be based on the results of the analysis of the socio-ecological-economic situation and the emerging trends in this area. The application of the method of sustainability window analysis based on the integration of economic, environmental and social components of sustainable development makes it possible to evaluate the quality of economic growth. Goals/Objectives. To explore the boundaries of the window of sustainability of economic development of regions, and to provide a qualitative characteristic of economic growth from a sustainability point of view. Methodology. A review of scientific sources was conducted and approaches to the assessment of sustainable development were considered. Methods of statistical and comparative analysis of data were applied. Comparable indicators that reflect the components of sustainable development of regions were calculated. Calculations were made and the boundaries of sustainable development of the North-Western Federal District (NWFD) regions were quantitatively assessed using the method of sustainability window analysis. Results. The boundaries of the sustainability window were determined for the regions of North-Western Federal District using three environmental indicators. It is revealed that not all regions of the district have the characteristics of qualitative economic growth. Calculations using «atmospheric emissions» as an environmental indicator showed that in most regions of North-Western Federal District there is a tendency to increase the available sustainability window. The calculations for the indicator «volumes of polluted wastewater discharge» also show positive trends. And for the indicator «volumes of production and consumption waste generation» only two out of ten regions have an available sustainability window, which indicates a negative trend in economic development. As a result, the most problematic area, characteristic of most regions of NWFD, has been identified, which is the «formation of production and consumption waste». Conclusions/significance. The study showed the presence of imbalances in economic growth from the perspective of sustainable development in North-Western Federal District. The method of sustainability window analysis allows using various statistical indicators that reflect economic, environmental and social processes in the region and is an accessible analytical tool. Solving the problems of waste generation reduction, waste disposal and recycling will improve the quality of economic development. Application. The method of sustainability window analysis can be used as an analytical tool for assessing the quality of economic growth. The results of the study can be practically applied in the formation of regional policy and managerial decisions of the authorities in the sphere of socio-economic development on the principles of sustainability, taking into account environmental, economic and social factors.

Investments as a factor of increase in level of economic development of the country and its regions have been considered. The analysis of macroeconomic indicators, which characterize the conditions and results of investment activity, has been carried out. Special attention has been paid to studying of investment activity in regions of the Russian Federation based on the system of the indicators, reflecting the volumes of investment, their directions and structure. The results of the groupings of the subjects of the Russian Federation on average annual growth rate of investment for 2012-2017 and the amount of investment per one employed person have been adduced. The analysis of the sources of investment financing and the results of investment activity has been given. The results of a survey of organizations on estimation of the factors, which limit the investment activity in the subjects of the Russian Federation, have been reviewed.

The article presents a methodological approach to the development of a medium-term forecast of GRP growth rates in regions (subjects of the Russian Federation and Federal districts) in the context of the main types of economic activity based on the decomposition of macroeconomic forecast indicators for Russia. The key factors that have a significant impact on the dynamics of the current regional economic growth, including macroeconomic, territorial and external ones, should be taken into account in forecasts of regional development. The author mentions examples of domestic practices of scientific research in the field of forecasting in the regions of Russia according to the main macroeconomic indicators, including GRP. The paper states the methodological basis and fundamental principles of forecasting of regional indicators of the economic growth according to the main types of economic activity. As a key factor an indicator determining the dynamics of production in the sectors of regional economy, the growth rate of investments into fixed capital is used which is determined by the presence of a functional relationship between these characteristics on the basis of the multiplier ratio. On the basis of the developed methodological approach, the author estimates the growth rate of GRP of Russian regions according to the main types of economic activity for the period until 2024. The paper presents the results of the GRP forecast for Federal districts, as well as the share of GRP investments in them. The article shows the regions of the Russian Federation with the highest GRP growth rates in the medium term and trends of changes in the levels of interregional differentiation in investment and economic activity in Russia from 2000 to 2017 and for the forecasted period until 2024.

Abstract This article is devoted to the innovation activity of the regions as an analysis of one of the factors of sustainable economic development of the Russian Federation. For this purpose, it analyzes the dynamics and structure of own-produced goods shipped, works performed and services rendered in-house, including innovative ones, at the enterprises of the country’s regions. The article groups the regions and federal districts by the average annual growth coefficients of innovative goods, works, services at enterprises in the regions, which allowed to identify regional stratification by growth rate of the volume of innovative goods produced. The article provides statistical data on the analysis of the region. The analysis is carried out and a comparative characteristic of the development of the region by innovation.
