School bus safety has attracted widespread attention with economic development and the improvement of overall quality of the population. However, violations of school bus regulations and school bus-related crashes often occur. Limited research has been conducted on the impact of the school bus stopping process on surrounding drivers’ behavior. This study provides a driving simulator experiment to explore drivers’ behaviors during the school bus stopping process under different traffic law awareness status, traffic volume status, and initial location status. Eight variables about behavior decision and kinetic parameters were assessed for analysis by a logistic regression model and multivariate analysis of variance (MANOVA). Results show that the mean speed decreases and the number of people complying with the regulations increases after publicizing the regulations. The proportion of surrounding vehicles in the acceleration state increases, especially under the scenario that the traffic volume is large and the initial distance is far. This indicates that the enforcement of the regulations may stimulate unsafe driving behavior. The findings of this study could help policy makers to better understand the prevalence and compliance of current school bus stopping regulations among drivers and support improvements in the practical application of the regulations.

The French population census method evolved in the early 2000s. Few studies have been published on the quality of the population estimates produced by this new method, apart from a few observing sample variance resulting from the introduction of a survey in large municipalities. However, the French census is subject to numerous quality controls throughout the process: development of a housing register, preparation of the collection, the collection itself and the post-collection, adjustment and estimation operations. The extensive involvement of stakeholders (municipalities and INSEE) in the preparation and conduct of the census leads to a very good understanding of the process. The many checks carried out throughout the process guarantee that the estimates produced are of a high quality. In addition, the census benefits from a very low non-response rate (3.9% in 2019). However, some features are not yet well known. Although many instructions are included in questionnaires, the answers given by enumerated persons are imperfect due to misunderstandings, an inability to adapt questions to real-life situations, or deliberately incorrect answers.

Tourism as a driver of local development. It is also an international practice with results exhibited by countries from various latitudes. Therefore, a tourist management is imposed who allows the identification of gaps in tourist competitiveness, customer satisfaction, increased income, and an improvement in the quality of the population life. Today, city dwellers appreciate the rural world as the corner where tranquility, authenticity, nature, traditions, among other riches, are treasured. This new concept of rural tourism makes it possible for the great tourist currents to seek other spaces that are not only sun and beach destinations, as well as representing an attractive alternative for tourists. The following article makes a reflection on the basis of the main concepts and trends linked to agrotourism as local development strategies in order to facilitate the correct management of this tourism modality. Hence, theoretical methods were used such as analysis and synthesis, historical-logical, systemic structural; and empirical ones such as scientific observation, interview, study of normative documents, among others. As a result, the bases were laid for the theoretical-practical deepening of the research and a group of conditions are proposed that allow rural tourism to develop as an outstanding framework of the agricultural sector, and diversify the offer so that it behaves as a decisive factor in local development. The study has been validated and presented at national and international scientific events with positive results.

Around the year 1900, there was an emerging scientific interest in man and human behaviour. Among other things, this interest involved a concern about the quality of the population, especially regarding children. A whole scientific movement, the Child Study Movement, emerged in both the Uni­ted States and Europe, revolving around this interest in children. Different experts were united in their concern about the state of the population of children and developed a variety of models and methods to improve the characteristics and health of children. One category concerned the experts in particular: the misbehaved. Drawing on a Foucauldian perspective on biopower, this article explores how psychiatry played an important role in sorting and categorizing schoolchildren in the early welfare state during the interwar years. Society demanded new ways of controlling the population, and biopower – which is about administering the population and maximizing vitality – became a central element of this governing. This article is a contribution to the history of biopower, and this topic is discussed with the emergence and establish­ment of child and school psychiatry during 1910–1955 serving as an example. In this article, it is argued that the involvement of psychiatrists occurred in three steps: as a part of creating and defining new categories of “problem children” within the school system, due to influence from the mental health movement with the establishment of advisory clinics and, finally, through hospitalization and specialization in the 1940s.

The architectural and spatial form of organization of territories and populated areas depends on the functional content of the processes occurring in these territories, territorial resources, specialization of territories and populated areas.  Typological differences, regional features, conditions and factors of the present time make it relevant to search for directions for the most rational use of urban areas. The study aims to analyze the current directions and tasks of transforming the functional and planning structure of the region in the modern conditions, caused by the problems of the fragmentation of the territory and the planning organization of Donbass as a result of the armed conflict. For the object of analysis - the territories of the Donetsk and Lugansk regions, it is necessary to recognize the formation of a new reality, new preconditions, a new functional content of reproduction processes - which necessitate the transformation of the engineering and planning structure of the regions. The uncertainty of the factors of external influence makes the task of choosing and sequencing reconstructive measures especially difficult. Analysis of the situation shows: the conflict has been going on for the seventh year, which is comparable to the timing of the implementation of some provisions of the general plan of the city; the functional and planning structure of regions and the territory of the regions has undergone significant changes; some functions of the regional typology were changed; the whole complex of prerequisites that determine the direction of development or reconstructive transformation of territories has undergone changes. The agglomeration of the cities of Severodonetsk-Lisichansk-Rubizhne should be considered as a single territorial entity in the context of the tasks of reconstructive transformation, solving the problems of the functional and planning reconstruction. Differences and contrasts between the cities in the agglomeration can be leveled out by restoring effective mutually supportive links. This task of accompanying reconstruction at the level of urban facilities, and functional and planning reconstruction provides: preservation and creation of new jobs; reconstruction of the transport network in accordance with the needs of the territories and defense; sustainable development of the region's education system as a guarantee of the overall development of the quality of the population; implementation and support of infrastructure projects that ensure the quality of the urban environment and ecological state.

Aim. Assessment of the current specifics and level of nutritional quality of the population of the Russian Federation at the current stage of development of food production. Materials and Methods. As part of the study of the problems of nutritional quality of the population of Russia, general scientific methods of analysis, synthesis, genesis of new knowledge were used to predict the most likely change in the socio-economic situation in the field of food production, methods of statistical and economic data analysis, methods of regulatory analysis of key mandatory parameters and safety standards and the quality of food. Results. Analyzed the modern characteristics of human nutrition, which has a positive effect on health and performance. The factors of eliminating the lack of nutrients in modern food have been identified, which is associated with an increase in the quality of raw materials, ensuring the necessary production conditions and maintaining technologies for the production of food products. The main factors for maintaining a necessary and balanced diet of a person have been determined. A list of optimal measures that can provide an increase in the quality of nutrition of the population of the Russian Federation has been outlined. Conclusion. Maintaining an optimal level of food quality for the population of the Russian Federation directly depends on the level of income and expenses of citizens in certain territories, as well as strict and full compliance with the norms and standards for the production of the corresponding varieties of food products using high-quality raw materials and efficient production technologies. The conditions for the production, subsequent storage, transportation and sale of food products must fully comply with the current quality and safety standards for their production, storage and use.

The article is concerned with developing methodical recommendations for assessing the factors of influence on life quality of the population of Ukraine. The algorithm for analysis of factors of influence on life quality of the population of Ukraine is proposed, which includes the following sequence of stages: formation of an information array of data on the level and quality of life of the population in the context of Ukrainian regions; identification of the factors influencing the quality of life of the population of Ukraine (selection of the method for extraction of factors, determination of the number of factors, assessment of factor loads, rotation of factors (if necessary), interpretation of factors); development of proposals for modifications of social standards. A generalization of the results of factor analysis for 2004–2018 allowed to allocate the factors of influence on life quality of the population of Ukraine: material well-being; demographic development; safety; stratification of the population; availability of medical care; ecological security. When forming social standards, it is necessary to take into account not only the norms of material wealth (income per person) and the provision of basic needs of the population (food availability), but also the availability of medical service, educational services and secure living conditions. In Ukraine, the stratification of the population has increased, so social standards should be aimed at reducing this stratification, including in the regional context, by stabilizing local budgets. The close relationship of employment and material well-being indicators justifies the need to stimulate employment of the population. Protecting the population from the negative consequences of ecological deterioration should be one of the areas of interaction between social policy and environmental policy.

Since the last decade of the XX century, the sphere of housing maintenance and utilities has been undergoing a period of reform. Its main goal is to transfer the activities of economic entities in this area to market principles, to carry out a comprehensive modernization of its infrastructure, to ensure the economical use of all types of resources, to expand the range and to improve the quality of housing and public utility services.  The problem of the study is that in modern conditions the housing maintenance and utilities is among the key life-supporting sectors of administrative-territorial entities and acts as an objective indicator of the level and quality of the population well-being, which contradicts the low efficiency of the housing maintenance and utilities management in certain territories. In some districts of the city of Moscow, it is in sharp contrast to the general advanced innovative level of management and the state of housing maintenance and utilities in the Russian capital.

Introduction. Improving the quality of the population is an important task for socio-economic development of the Russian Federation as a whole, as well as for its individual regions. Improvements in quality characteristics of the population can only be achieved by raising the quality and standard of living. The aim of this study is to identify the dependence of the quality of the population on the level of socio-economic development in a region and on the solution of socio-demographic problems (taking the Penza Region as an example). Materials and Methods. An analysis of statistical data from the Federal State Statistics Service for the Russian Federation and the Penza Region for 2005‒2018 was carried out. The methods of systems approach, comparative and demographic analysis, generalization, and statistical analysis were used to study the quality of population at the regional level. Results. Based on the analysis of primary statistical data, a high level of dependence of the quality of population of the Penza Region on demographic and socio-economic indicators of the region’s development has been identified and substantiated. The quality of the population of the Penza Region has been compared with other regions of Russia at the current stage and over time. The changes in the quality of population have revealed positive trends: an increase in the overall birth rate, reduction in the overall mortality rate, increasing natural growth rate of the population and life expectancy, growth of educational level of the population. At the same time, the natural growth rate of the population of the Penza Region has been much lower than the average level in Russia and below the indicators in the majority of constituent entities of the Volga Federal District, which is the most acute problem. Discussion and Conclusion. To date, the quality of the population of the Penza Region is a consequence of the increase in the level and quality of life in the region over the past 15 years, but in many respects it remains below the average Russian level. The results of this study can be used by the government of the Penza Region and other constituent entities of the Russian Federation when making decisions in the field of demographic and socio-economic policies.
