One of the solutions to the problem of spatio-temporal data anisotropy is the use of a multilevel system of digital twins based on the corresponding industry models and the updated archive data base. The application of this approach has successfully proved itself in information systems for monitoring the parameters of the geomagnetic field and its variations, providing spatio-temporal interpolation of geomagnetic data with an accuracy of 0.81 nT in magnetically quiet periods. At the same time, the problem of information interaction between the levels of the system of digital twins remained unresolved, which is greatly aggravated by the constantly growing volume of data and their heterogeneous nature. The paper proposes a solution to the indicated problem by means of a formalized mechanism for packaging space-time information, in which the identification of data sources is performed on the basis of a hierarchical binary tokenization system. In addition, the proposed software implementation of such an approach is considered, a distinctive feature of which is the combination of traditional clientserver and innovative serverless architectures to implement a highly loaded reactive web application for working with analyzed data. The main stages of the implementation of information interaction are highlighted and programmatically formalized - from obtaining initial information from its sources to verifying data, analyzing them, processing and forming the output information flow of the system. The results of the computational experiments carried out on the example of the problem of monitoring the parameters of the Earth's magnetic field and its variations confirmed the effectiveness of the proposed solutions, expressed both in increasing the reactivity of web-based applications and in increasing the computational speed of formation and filling of information storages that aggregate information from distributed heterogeneous sources.

Currently, there are about 200 ski resorts in Russia from Smolensk to Chukotka, which are located both in the low mountains (GC "Tyagacheva", "Sarochany", etc.), and in the middle mountains ("Abzakovo", "Bannoe Lake", etc. ) and highlands (regions of the Elbrus region, Dombay, Krasnaya Polyana, etc.). More than six million Russians go downhill skiing and snowboarding every year. Over the years, the quality of sports equipment and track equipment has changed significantly, which has led to an increase in speeds, an increase in injuries and a change in teaching methods. Currently, a large number of people die and are seriously injured at ski resorts every year due to the low quality of training in safe skiing, lack of control over the work of instructors, and the irresponsible attitude of the holders of ski resorts to the safety of providing services on the ski slopes.

The creation of information models requires the use of known methods and the development of new methods of formalizing the pre-design research process. The modeling process consists of four stages: data collection on the object of management - pre-project research; creation of a graphical model of business processes taking place in the enterprise; development of a formal model of business processes; business research by optimizing the formal model. To support the creation of workflow management services and systems, the complex offers methodologies, standards and specialized software that make up the developer's tools. This can be ensured only by modern automated methods based on information systems. It is important that the information collected is structured to meet the needs of potential users and stored in a form that allows the use of modern access technologies. Before discussing the effectiveness of FIM, it should be noted that the basic concept of information itself is still not the same. In a pragmatic way, it is a set of messages in the form of an important document for the system. Information can be evaluated not only by volume, but also by various parameters, the most important of which are: timeliness, relevance, value, aging, accuracy, etc. in addition, the information may be clear, probable and accurate. The methods of its reception and processing are different in each case.

Аннотация: В современном развивающемся обществе все больше расширяется роль и значение информации. Информация становится ключевым фактором развития человеческой цивилизации. В этих условиях важное место в структуре личности принадлежит ее информационной культуре, предполагающей владение источниками информации, способностью к ее поиску и активному использованию в жизненных процессах. В овладении молодежью информационной культуры важная роль принадлежит вузам и вузовским библиотекам. В статье показаны актуальность рассматриваемой проблемы, значение этих факторов становлении информационной культуры молодых поколений в период получения высшего образования, когда идет формирование всей культуры личности в целом. Раскрывается содержание понятия информационной культуры, кратко характеризуется современное состояние формирования информационной культуры в вузах Кыргызстана, определяется роль вузовских библиотек в воспитании информационной культуры студентов. Introduction. The lack of a coherent systemology law does not enable the use of evidence-based formalization to solve the basic theoretical problems of law interpretation and enforcement. The development of an appropriate formal-theoretical apparatus is possible on the basis of a productive systemological concept. The justification of this concept is based on the study of philosophical bases and fundamental principles (integrity, dynamic equilibrium, feedback, etc.) and the use of logical and linguistic methods of problem-oriented system approach. Theoretical Basis. Methods. The conceptual and logical modeling of legal ergasystems, the systems analysis and resolution of the theory-applied base of technology of two-tier legal regulation; the synthesis and modification of private scientific results of the author published in 2000–2019, with copyright in the author’s scientific works and educational publications. Results. The contemporary conceptual variant of combined “ICS”-approach (“information, cybernetic and synergetic”) as a general methodology of analysis and optimization of legal ergasystems, as characterized by the following conditions: the substantiation of the appropriate three-part set of methodological research principles, corresponding to the triple-aspect physical nature of the study of complex legal systems as ergasystems; the clarification of the conceptual and logical model of the legal ergasystem taking into account the fundamental feedback principle; the definition of the law of necessary diversity of William R. Ashby is justified and corresponding conditions of realize of effective technology of two-level (normative and individual) legal regulation; the definition of basic concepts and methodological principles of modern systemology of legal regulation; the justification of the functional organization of the Invariant Rational Control Loop. Discussion and Conclusion. A developed conceptual object-oriented version of combined “ICS”-approach for analysis and optimization of legal ergasystems is a methodological basis for the development of a working formal-theoretical apparatus of legal regulation systemology. This will formalize the decisions of the main theoretical problems of law interpretation and enforcement, as well as developing and implementing special information and legal technologies based on the concept of information and functional databases and knowledge. This will in turn ensure the information increases the effectiveness of the system of legal regulation of public relations as an information and cybernetic system subject to the subjective organizing process of human activity and the objective synergetic processes of disorganization.
