The enactment of Republic of Indonesia’s Law Number 25 of 2009 about Public Service gave the community the opportunity to participate in improving the delivery of public servicesand lodging complaints.  Each innovation of public service-complain mechanism had some challenges. Community empowerment-based complaint mechanism faced the challenges in building public awareness of their rights to efficient public service.  One of the challenges to improving the IT-based complaint mechanism conducted by PATTIRO Surakarta and Inspectorate of Surakarta City is limited by budget commitment, human trust, and human resource capacity in accessing IT.  This paper examines the challenges to the innovation of public service complaint mechanism.

Community empowerment needs to be the main priority of the central government and regional governments, especially local people who live in villages far from remote villages, increasing community empowerment will improve welfare and sustainable development, through social culture, government policies, and human resource capacity. The purpose of this article is how the influence of government policy, human resource capacity on the empowerment of local communities in Merauke Regency, using the method of multiple regression analysis. The results of the study illustrate that the government program is very positive and significant, with a variety of program policies to the villages with various activities and financial assistance to the village. While the influence of community resource capacity is insignificant, there are still many local village communities that still lack education levels and health levels that are still high and socio-cultural which are still strong.

The handling of slums based on urban farming and community empowerment is oriented toward improving the welfare and independence of the community. This study aimed to (1) analyze the influence of business motivation, human resource capacity, community participation, and economic business management on the economic empowerment in the handling of slums; (2) analyze the direct and indirect effects of urban farming, community capacity, and capital support efforts to improve the welfare and independence of the community; and (3) formulate a sustainability model for community-based slum management in the Metro Tanjung Bunga area. The research approach used was a sequential explanatory design, which is a combination of quantitative and qualitative research, and data were obtained through observation, surveys, in-depth interviews, and documentation. The research findings show that business motivation, human resource capacity, community participation, and economic business management have a significant effect on economic empowerment. The direct influence of urban farming increases the welfare of the community by 27.66%, strengthens the capacity of the community to increase welfare by 55.95%, and provides business capital support to improve community welfare by 36.72%. Urban farming, community capacity-building, and business capital support provide a positive effect on improving the welfare and independence of the community in slums. Sustainability in slum settlements includes infrastructure, developing economic potential, and community participation.

Abstract This chapter provides an assessment of trends in institutional and human-resource capacity in Africa's tertiary education sector and, specifically, in its tertiary agricultural education (TAE) sector. Sections 5.2 and 5.3 focus on the changing institutional landscape since the 1970s, including an analysis of whether more recent TAE expansion mirrors overall growth in the tertiary education sector. Sections 5.4 and 5.5 present an overview of growth in enrolments within Africa's tertiary education sector, along with information on student populations for sample countries and institutions for which TAE data are available. Section 5.6 provides an overview of developments in TAE teaching capacity across these sample countries, both over time and by various demographic indicators. The chapter concludes with an analysis of estimated future demand for PhD graduates in TAE compared with the potential supply, followed by a discussion of implications and recommendations.
