Community empowerment needs to be the main priority of the central government and regional governments, especially local people who live in villages far from remote villages, increasing community empowerment will improve welfare and sustainable development, through social culture, government policies, and human resource capacity. The purpose of this article is how the influence of government policy, human resource capacity on the empowerment of local communities in Merauke Regency, using the method of multiple regression analysis. The results of the study illustrate that the government program is very positive and significant, with a variety of program policies to the villages with various activities and financial assistance to the village. While the influence of community resource capacity is insignificant, there are still many local village communities that still lack education levels and health levels that are still high and socio-cultural which are still strong.

The purpose of this study was to determine the role of the village government of Jambi luar kota in empowering rural communities in rural independence and development. As we know, The Village autonomy is genuine, round, and complete autonomy and is not a gift from the government. Instead, the government is obliged to respect the original autonomy held by the village. As a form of democracy, a village consultative body was formed in the village which functioned as a legislative and supervisory body for the implementation of village regulations, village income and expenditure budgets, and village head decisions. The village budget includes original village income, APBN allocation known as the Village Fund, part of the district/city revenue and tax, village fund allocation which is part of the balance funds received by the district/city, financial assistance from the provincial APBD and district / APBD cities, grants and non-binding donations from third parties. With so many funds for village development above, can the village government implement an independent village development and support the village development program launched by the central government or vice versa. This study was conducted using a qualitative research approach. This research was conducted in Jambi Luar Kota and in Muaro Jambi Regency. The results of this study found that the empowerment of Village Communities in Self-Reliance and Development in Jambi Luar Kota District even though it has been done, the results are not yet optimal. it is due to several factors: 1). The village government is at the forefront of implementing public services to ensure the welfare of the community, which is a determining factor for the success of government programs. Increasing the capacity of village officials is an action to create a prosperous society. The village government must make efforts to increase the capacity of its village apparatus considering that the quality of human resources in various villages is generally still low. Therefore, the purpose of this study is to describe the development of the capacity of the apparatus in the dimension of developing the capacity of the human resources of the apparatus. Data collection in this qualitative research was carried out through participant observation, in-depth interviews, and documentation. The informants in this study were the Village Head and the Secretary of Kenongo Village, Tulangan District, Sidoarjo Regency. The data that has been collected will then be analyzed using the interactive analysis model of Miles and Huberman. The results showed that the development of human resource apparatus capacity was carried out through technical guidance from the Village Community Empowerment Service (DPMD), the implementation of technical guidance had not been accompanied by enthusiasm from the Kenongo Village government apparatus. Apparatus capacity development in the IT field has also been carried out, but not accompanied by monitoring and evaluation stages, so that IT training only evaporates without soft skills for Kenongo Village Apparatus. The findings also show that the development of the human resource capacity of village heads also needs to be improved, especially in terms of the ability to communicate with village apparatus staff to create a conducive working climate in government administration. The obstacles in carrying out the development of the capacity of the Village apparatus human resources are the lack of enthusiasm of the village apparatus in following technical guidance, the disinterest / curiosity of the village apparatus in using IT, the existence of passive village officials in planning work programs, and the morale of the apparatus is decreasing, because the salary received is used up for pay bank installments.

Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.

Kampung and tourism villages in Indonesia are a positive phenomenon that can function as an effort to increase the income of the village or village community directly and indirectly for local and central government. Efforts to present the local wealth of the region as an added value of an area, so that the growth rate of tourist visits in an area in Indonesia is increasing from the past. The number of village and tourist village destinations in Indonesia has also increased from the past and entrepreneurial activities have become an option for most members of village and tourism village communities in various forms. Efforts to explore and develop local capabilities and wealth will provide optimal results when the government provides full support for the capabilities and creativity of local communities in all matters, including training for community members who are interested and have a desire to increase knowledge and increase their creative abilities, so that they can become human resources who are able to compete in the future and have character. This support is carried out continuously because villages and tourist villages in Indonesia currently also have an educational function for all ages and levels of education.

The limitations of the village in management in various sectors, both in the economic, health, education and infrastructure sectors make the village the main focus of the government in implementing development. Based on Law Number 6 of 2014 concerning villages, making villages have an important role in the implementation of development and empowerment. One of the implementations of the village law is by issuing village fund programs that are prioritized in achieving sustainable development goals (SDGs). To assist the government in accelerating the achievement of the SDGs, the Minister of Villages, Development of Disadvantaged Regions and Transmigration Regulations Number 19 of 2020 concerning Amendments to the Regulation of the Minister of Villages, Development of Disadvantaged Regions and Transmigration Number 18 of 2019 concerning General Guidelines for Assisting Village Communities has been presented. Medan Estate Village is located in Percut Sei Tuan District, Deli Serdang Regency. Community empowerment can be carried out by local village assistants who assist in facilitating the achievement of SDGs data collection starting from socialization to inputting data on applications. The purpose of this study was to determine the role of local village facilitators in assisting empowerment activities in Medan Estate Village. This research method is descriptive qualitative research. The results of this study indicate that the role of local village assistants in facilitating the village government runs according to its duties but in empowering the community it has not run optimally. The supporting factor in mentoring is the openness of the village government in establishing cooperation and the obstacle in mentoring is the lack of village community participation in village meetings. Belik Village has the potential to be developed into a tourist area or tourist village. The potential possessed by Belik Village is a spring located in a bamboo forest. Furthermore, the location of the bamboo forest is on a 4 hectare village treasury land so that the management and utilization of the spring can be used as a source of village cash receipts. The source of the springs will sound the gurgling among the bamboo forests located in Jibru Village, Belik Village so that it becomes a selling point for the development of ecotourism. The method used is descriptive qualitative and data obtained through interviews and field observations. Constraints experienced by village officials to the extent that they have not been able to establish a tourist village are caused by several things including (1) the non-establishment of a Village Regulation governing the establishment of a Bumdes; (2) there is no roadmap for tourism villages yet; (3) inadequate human resource capacity; and (4) limited innovations that support the tourism sector. Seeing the existing potential and some problems in Belik Village, Trawas District, intensive and inclusive assistance is needed to support the realization of the development of a tourism village based on the superior potential of the village. This research aims to improve knowledge of the village head and village apparatus about administering and accounting of financial transactions using accounting model village village, this type of research is the research field to the villages of recipients the village Fund, the allocation of funds, and local tax and regional levies in the Regency of Banggai Central Sulawesi Province. Sampling method was purposive sampling, while the analysis tools used are model villages, using accounting using public cash book, daily maid, cash book bank book, book, book inventory tax village, books supplies, books capital books, accounts receivable, and the book debts. Results of the study consist of APB Village consists of income of the village, which is a fund transfer from the Central Government, i.e. the village Fund, and the allocation of funds and village tax areas and regional retribution from the local government as well as financial assistance from the Government the counties and provinces,while shopping the village consists of the 56th Government field shopping village, shopping areas of implementation of the development of the village, shopping areas of civic construction, shopping areas, community empowerment and unexpected expenditures. Accounting model villages will produce financial laporaan village consisting of APB Village, reports, reports on the realization of the budget, the early village-owned wealth report, balance sheet and notes to financial statements.

The enactment of Republic of Indonesia’s Law Number 25 of 2009 about Public Service gave the community the opportunity to participate in improving the delivery of public servicesand lodging complaints.  Each innovation of public service-complain mechanism had some challenges. Community empowerment-based complaint mechanism faced the challenges in building public awareness of their rights to efficient public service.  One of the challenges to improving the IT-based complaint mechanism conducted by PATTIRO Surakarta and Inspectorate of Surakarta City is limited by budget commitment, human trust, and human resource capacity in accessing IT.  This paper examines the challenges to the innovation of public service complaint mechanism.

Development is carried out to improve the standard of living of its citizens. Development is also carried out so that there is no disparity between villages and cities. The rapid development in urban areas which has triggered a wave of urbanization has made the villages increasingly marginalized. Urbanization flows are difficult to stem because the village mindset assumes that in the city they will get jobs so they can improve their standard of living. With this phenomenon, the Government rolled out the Village Fund Policy. The Village Fund Policy opens employment opportunities in the village so that the community can be empowered through development programs in the village. The purpose of this paper is to describe the empowerment of rural communities through the Village Fund so that they can improve the living standard of rural communities. This paper uses a type of library research through documents analysis such as data contained in various media, books and other documents. The use of the Village Fund is significant to prevent the flow of urbanization. The use of Village Funds is not appropriate and there are still problems so that it has not reduced the poverty rate, this is because the guidance is not maximized by the Belu Regency PMD Office. This study aims to analyze performance of the Community and Village Empowerment Service in realizing community empowerment through the use of Village Funds. The theory used is the performance of Sinambela Lijan (2012), with indicators of productivity, responsiveness, responsibility and accountability. The approach to data analysis is the SWOT analysis with the Litmus test. This study used qualitative research method with descriptive approach, data collection techniques: interviews (17 informants) and documentation. The findings of the study indicate that human resource capacity is still low, infrastructure is still limited, lack of cross-sectoral coordination, lack of community understanding and weak institutional capacity in the village. Conclusion: The performance of the Community and Village Empowerment Service is quite good, but there are still some problems so that the authors convey several strategic issues, namely increasing the capacity of employees as trainers and facilitators so that community empowerment is more effective and maximizes the potential in the village so that it can be used to support community empowerment activities, with the aim of realizing Village independence.
