With the rapid development of applications for mobile platforms, developers from around the world already understand the need to impress with new technologies and the creation of such applications, with which the consumer will plunge into the world of virtual or augmented reality. Some of the world’s most popular mobile operating systems, Android and iOS, already have some well-known tools to make it easier to work with the machine learning industry and augmented reality technology. However, it cannot be said that their use has already reached its peak, as these technologies are at the stage of active study and development. Every year the demand for mobile application developers increases, and therefore more questions arise as to how and from which side it is better to approach immersion in augmented reality and machine learning. From a tourist point of view, there are already many applications that, with the help of these technologies, will provide more information simply by pointing the camera at a specific object.Augmented Reality (AR) is a technology that allows you to see the real environment right in front of us with a digital complement superimposed on it. Thanks to Ivan Sutherland’s first display, created in 1968 under the name «Sword of Damocles», paved the way for the development of AR, which is still used today.Augmented reality can be divided into two forms: based on location and based on vision. Location-based reality provides a digital picture to the user when moving through a physical area thanks to a GPS-enabled device. With a story or information, you can learn more details about a particular location. If you use AR based on vision, certain user actions will only be performed when the camera is aimed at the target object.Thanks to advances in technology that are happening every day, easy access to smart devices can be seen as the main engine of AR technology. As the smartphone market continues to grow, consumers have the opportunity to use their devices to interact with all types of digital information. The experience of using a smartphone to combine the real and digital world is becoming more common. The success of AR applications in the last decade has been due to the proliferation and use of smartphones that have the capabilities needed to work with the application itself. If companies want to remain competitive in their field, it is advisable to consider work that will be related to AR.However, analyzing the market, one can see that there are no such applications for future entrants to higher education institutions. This means that anyone can bring a camera to the university building and learn important information. The UniApp application based on the existing Swift and Watson Studio technologies was developed to simplify obtaining information on higher education institutions.

The article deals with the theoretical analysis of the problem of internationalization of higher education in the context of introducing reforms of the Bologna process in the European region and, in particular, in Ukraine; the historical periods of formation of the internationalization of higher education from the moment of the first European universities emerged; it was determined that universities at their institutional level are important participants in internationalization and, in accordance with local specifics, their understanding of the objectives of ensuring the quality of education and development priorities must develop their own strategies for internationalization; on the example of the Grinchenko University it is substantiated that the development of the institutional strategy of internationalization is one of the key priorities of the development of university education in Ukraine. Modern information and communication technologies, the rapid development of distance learning, the growing popularity of Internet universities form a single world educational market in which higher education institutions from different countries of the world, without restricting themselves national borders, offer their services in conditions of strict international competition. The processes of Ukraine’s integration into the world educational space, in particular its accession to the Bologna Process, determine the creation of a competitive sphere of Ukrainian higher education. The urgency of the problem of internationalization, which reflects the idea of openness of education and science in the world and has significant modernizing potential, lays the foundation for its scientific reflection on the integration into the national context of the best international standards of higher education quality. These imperatives should serve as a guideline for the institutional strategy of internationalization as a key priority for the development of university education in Ukraine in order to increase the competitiveness of Ukrainian higher education institutions and their integration into the European educational space.

The song “There’s a kind of hush all over the world”, made famous worldwide by the Herman Hermits’ cover version in 1967 comes to mind after the last year’s hype of the “MOOC”-phenomenon. The hush – or peculiar silence after the “big noise” is less of a silence than a counter attack from the more sober participants in the discourses of lifelong learning. The editor of this journal took part in the 25Th ICDE World Conference in Tianjin, China in mid-October. We experienced the excited audience that is optimistic for when the MOOCs will swipe over the higher education sector in the developing world and provide access to top quality higher education. However, we also heard the voices of the experienced group of providers of higher education who have worked intensely for the same purpose for as long as the ICDE has existed: 75 years. The irony they express is that while authorities and politicians in all industrialized countries have urged higher education institutions to move in this direction, the adoption of policies and practices has been slow. Many countries have set up their own “Open universities” to bypass some of the most obstructive forces. The most obstructive ones have been institutions that are prestigious, private or simply too protective of their own privileges. The lifelong learning entrepreneurs have always emerged from social agents who primarily argue for the humanist values of education and- gradually - more and more intertwined by human capital arguments. And suddenly – inspired by the social media, by YouTube, Khan and a number of emerging new technologies, the previously most obstructive higher education institutions are on the pathway to “revolutionize” learning, make the best teaching available to everybody and “save” the rest of the world. Five of the highest ranked Chinese universities have now contracted “Coursera” software to “deliver” their Chinese courses to the “masses”. Many, many other universities, world wide, are about to follow their example. Main universities, who traditionally have failed to take interest in provide mass education, are now, all of a sudden, at the front of “the development”.In the aftermath – or hush – second thoughts start to come to the fore. One of the main entrepreneurs of “MOOC”s, Sebastian Thrun, named “the Godfather” of MOOC, and CEO of Udacity, admits the failure of the project ran with San Jose State University. He blames the poor academic quality of the students for the failure. Rebecca Schuman, a widely acclaimed columnist and educational experts comments that the MOOCs seem to fail exactly the group of students who, allegedly, would benefit the most from this way of teaching and learning. This brings us all back to square one, and underlines what veterans in the field always have said. This is a difficult enterprise. There is no salvations provided by a new technology. I would like to add: thanks for the enthusiasm, and I look forward to what comes after “the hush”.In this issue we bring a new article from Professor Theo Hug from the University of Innsbruck, Austria. This is an analytical paper that provides us with profound perspectives about what communication related to teaching and learning with media is all about. It claims that when enthusiasts, such as the those providing MOOCs, go about and introduce new trends, they are often helpless in understanding the elementary dimension of media education, or the epistemological issues of the field. Hug sums up his contribution by arguing for polylogical design principles for an educational knowledge organization.In the paper by Michaela Rizzolli, also from the University of Innsbruck, Austria, we bring another contribution aiming at shedding light on the very foundations of media education. Ms. Rizzolli studies online playgrounds and introduces us to the problems we encounter when we stick to dichotomies in our thinking about this phenomenon. She argues for the need to think wider and inclusively when describing phenomena theoretically and empirically.In the third paper, Professors Kari Nes and Gerd Wikan of Hedmark University College, Norway report from a project involving interactive whiteboards (IWB) in teaching in schools. In analyzing closely how seven teachers go about their interactive boards when teaching, they see that the IWBs have potentials that not all teachers are able to realize. They discuss what teachers need in order to develop their ability to stage “exploratory talks” with students.Last we bring a brief research report from Jacques Kerneis, who is a professor at ESPE (École Superiéure du Professorate et de l’éducation Bretagne), France, who outlines experiences from three differents projects aiming at defining digital-, media- and information literacy in a French speaking context. Using a particular vocabulary of « apparatus », « phenomenotechnique » and « phenomenographie » the projects aimed at providing a framework of the evolving interpretations of these phenomena.

Color appearance models have been extensively studied for characterizing and predicting the perceived color appearance of physical color stimuli under different viewing conditions. These stimuli are either surface colors reflecting illumination or self-luminous emitting radiations. With the rapid development of augmented reality (AR) and mixed reality (MR), it is critically important to understand how the color appearance of the objects that are produced by AR and MR are perceived, especially when these objects are overlaid on the real world. In this study, nine lighting conditions, with different correlated color temperature (CCT) levels and light levels, were created in a real-world environment. Under each lighting condition, human observers adjusted the color appearance of a virtual stimulus, which was overlaid on a real-world luminous environment, until it appeared the whitest. It was found that the CCT and light level of the real-world environment significantly affected the color appearance of the white stimulus, especially when the light level was high. Moreover, a lower degree of chromatic adaptation was found for viewing the virtual stimulus that was overlaid on the real world.

In doing so, one can discern the directions for reform in order to put the university system in a competitive advantage for an emerging knowledge society. This chapter looks at the current state of universities in India and highlights the initiatives under way for change and proposes required policy changes.

OverviewMachine learning (ML) is rapidly being adopted by archaeologists interested in analyzing a range of geospatial, material cultural, textual, natural, and artistic data. The algorithms are particularly suited toward rapid identification and classification of archaeological features and objects. The results of these new studies include identification of many new sites around the world and improved classification of large archaeological datasets. ML fits well with more traditional methods used in archaeological analysis, and it remains subject to both the benefits and difficulties of those approaches. Small datasets associated with archaeological work make ML vulnerable to hidden complexity, systemic bias, and high validation costs if not managed appropriately. ML's scalability, flexibility, and rapid development, however, make it an essential part of twenty-first-century archaeological practice. This review briefly describes what ML is, how it is being used in archaeology today, and where it might be used in the future for archaeological purposes.

The Kyrgyz higher education institutions are failing to meet the newly emerging challenges. Despite the efforts and jobs done, the effective results are not being achieved in the education and research sphere as desired. In this article, we give the examples of “Lean principles” implementations around the world as one of the solutions to the above mentioned challenge. In the last part of the article, we discuss a status quo of these principles in Kyrgyz higher education system.

PurposeThe higher education system has been entrusted globally to provide quality education, especially to the youth, and equip them with required skills and capabilities. The visionaries and policymakers of the countries around the world have been working relentlessly to improve the standard of the higher education system by establishing national and global accreditation and ranking bodies and expecting measuring performance through setting up accreditation and ranking parameters. This paper focuses on the review of Indian university accreditation and ranking system and determining its efficacy in improving academic quality for achieving good position in global quality accreditation and ranking.Design/methodology/approachThe study employed exploratory research approach to know about the accreditation and ranking issues of Indian higher education institutions to overcome the challenges for being globally competitive. The accreditation and ranking parameters and score of leading Indian universities was collected from secondary data sources. Similarly, the global ranking parameters and scores of these Indian universities with top global universities was explored. The performance gaps of Indian university in global academic quality parameter is assessed by comparing it with scores of global top universities. Further, each domestic and global accreditation and ranking parameters have been taken up for discussion.FindingsThe study identified teaching and learning, research and industry collaboration as common parameter in the accreditation and ranking by Indian and global accreditation and ranking body. Furthermore, the study revealed that Indian accreditation and ranking body assess leniently on parameters and award high scores as compared to rigorous global accreditation and ranking practice. The study revealed that “research” and “citations” are important parameters for securing prestigious position in global ranking, this is the reason Indian universities are trailing. The study exposed that Indian academic fraternity lack prominence in research, publication and citations as per need of global accreditation and ranking standards.Research limitations/implicationsThe limitation of this study is that it focused only on few Indian and global accreditation and ranking bodies. The future implication of this study will be the use of methodology designed in this study for comparing accreditation and ranking bodies’ parameters of different continents and countries in different economic development stages i.e. emerging and developed economies to know the disparity and shortcomings in their higher education system.Practical implicationsThe article is a review and comparison of national and global accreditation and ranking parameters. The article explored the important criteria and key indicators of accreditation and ranking that would provide an important and meaningful insight to academic institutions of the emerging economies of the world to develop its competitiveness. The study contributed to the literature on identifying benchmark for improving academic and higher education institution quality. This study would be further helpful in fostering new ideas toward setting up of contemporary globally viable and acceptable academic quality standard.Originality/valueThis is possibly the first study conducted with novel methodology of comparing the Indian and global accreditation and ranking parameters to identify the academic quality performance gap and suggesting ways to attain academic benchmark through continuous improvement activity and process for global competitiveness.


Due to the threat posed by COVID-19, many colleges and universities around the world opted to switch to online courses and smart working to keep their students, professors, and staff safe during the pandemic emergency. Face-to-face classes, including labs and workshops, have been canceled and substituted with online activities. New administrative procedures have also been established to support the emergency remote education. This article analyzes these changes in light of the experiences of three higher education institutions in different countries, namely Latvia, Poland, and Italy. From this analysis, some aspects have emerged that have stimulated a deeper reflection on the use of digital technology in higher education. .

In the past decade, however, accountability has become a major concern in most parts of the world. Governments, parliaments, and society at large are increasingly asking universities to justify the use of public resources and account more thoroughly for their teaching and research results. The universal push for increased accountability has made the role of university leaders much more demanding. The successful evolution of higher education institutions will hinge on finding an appropriate balance between credible accountability practices and favorable autonomy conditions.

The key role of the education system in the formation of a knowledge society is raising the issue of improving its financing. In the face of new challenges and aggravation of global competition, the mechanism for financing the higher education system is being transformed. The need to increase funding is manifested in expanding financial sources and improving the management of various financial flows. Increasing the effectiveness of public funding is becoming an important issue, which remains the main source of financial revenues for institutions of higher education in countries of the world. A promising practice in the world is the use of funding based on the results of activity, which is becoming more widespread in various areas of economic activity. The purpose of this article is to study the current world-wide practice of applying results-based financing of higher education and defining promising directions for its implementation in Ukraine. The essence and features of RBF - Result Based Financing (RBF) method, including in the system of higher education, are revealed. The existing approaches to financing higher education institutions in the world based on results are systematized, the main criteria for their definition are identified: on the basis of inputs, process, output, output. The world practice of using higher education institutions financing based on the results, positive and negative consequences of its implementation is highlighted and summarized. The necessity of using RBF funding in the system of native education is proved, the main directions and areas of its use are determined. The application of a two-tier model of financing higher education institutions in Ukraine is proposed, which combines the traditional cost-oriented approach and funding based on the results of the activity.
