The article examines the main problems of the innovation and investment process in Ukraine, the solution of which is necessary to raise the economic development of the state to a new level. The industrial complex is of particular importance in solving these problems, as emphasized in the article. The influence of the development of institutional processes ensures risk reduction, guarantees the fulfillment of certain expectations, satisfying needs, and obtaining certain results, will create new potential opportunities for the country.

The article investigates the possibilities of using the means of state regulation of the economy in modern Ukraine in the conditions of crisis phenomena and challenges. Among the most negative threats to the domestic economy are military aggression by Russia, the prevailing depressive business climate in the society, high levels of shadowing and corrupt schemes in economic activity, critical external debt, excessive scale and rate of loss of human capital, inconsistency of public administration and society's expectations, and in addition, the global pandemic COVID-19. The need to strengthen state influence on the domestic economy up to the use of certain elements of economic dictatorship has been clarified. The necessity of an economic dictatorship in Ukraine, i.e. the imposition of a state of economic emergency, is caused by a too long and devastating crisis that covers all spheres of society – economic, social and political and can lead to social upheaval. In the transition period, it would allow in a relatively short time to improve the structure of national production, which would contribute to its competitiveness, economic growth. After all, economic methods of state regulation and the use of market mechanisms aimed at changing the structure of production will give results only after a long period and will be accompanied by further growth of unemployment and declining economic indicators. The main tools of state influence on economic processes have been identified, namely: development of anti-crisis measures; strengthening the country's defense capabilities through the development of the military-industrial complex; forecasting and planning of economic development; control and influence on financial markets; fight against shadowing, corruption, negatives of oligarchization; control over foreign economic activity; guaranteeing the interests of external and internal investors; investing in the economy; development of various forms of public-private partnership; promoting the economic development of the regions of Ukraine. Emphasis has been placed on the positive role of centralized state regulation of the Ukrainian economy in the face of threats and challenges for the formation of civilized market relations. Tight economic policy of the state will allow directing the activities of all business structures in the legal field in order to form a real market. Only the state is able to unite the efforts of all branches of the state governance in order to develop and implement a new economic policy aimed at forming a market economy in the interests of society as a whole.

The article examines and assesses the problem of the investment deficit in the Russian economy, which has acquired particular relevance due to the coronavirus crisis caused by the pandemic. The study aims to develop practical recommendations for Russian state bodies to stimulate the investment process in the Russian economy and improve the efficiency of measures taken by the state to ensure the country’s socio-economic development. The objectives of this paper are to analyze the directions of optimization and prioritization of investment of resources during the economic recession caused by the coronavirus crisis using investment lending and project financing instruments, as well as to analyze and assess the ongoing reform of development institutions based on the state corporation “VEB.RF”. The research methodology includes an analysis of the regulatory legal framework, statistical information, official reports of state bodies, development institutions, scientific monographs and publications of Russian scientists, periodicals. The authors analyzed the trends and problems of the investment process in the Russian economy, including in the field of attracting foreign direct investment. Attention is paid to the ongoing reform of development institutions aimed at enhancing the role of the state development corporation “VEB.RF” in stimulating investment. The authors conclude that it is necessary to take a set of functional, instrumental, and institutional measures aimed at stimulating investment and ensuring sustainable socio-economic development of Russia. In particular, in the context of a shortage of domestic sources of financing for long-term investments, it is important to provide regulatory macroeconomic support for the inflow of foreign direct investment into the Russian economy. In this regard, the authors propose to change the monetary policy strategy to increase the stimulating role of refinancing of credit institutions and the projected exchange rate in attracting domestic and foreign long-term investments and ensuring sustainable development of the Russian economy. The authors also propose to increase the role of foreign exchange regulation and foreign exchange control in stimulating investment and ensuring sustainable socio-economic development of Russia.

The article attempts to outline new approaches to the study of the timber industry complex as one of the main instruments of interaction between the State and Karelia, as the Finno-Ugric region, during the second half of the 20th century. The aim of the study is to find the theories and concepts that could form the basis for the systematic analysis of the interaction. The urgency of the study is related to the fact that for many forest-producing regions of Russia, including Karelia, the result of the regional state social and economic policy during the studied period turned out to be largely negative. The research methodology is based on the use of modernization theory and the concept “center – periphery”. The article is based on the research of international and Russian scholars which interpret these concepts. The comparison of theoretical material with the historical experience of development of Karelia in the second half of the 20th century allows to draw a conclusion about the possibility of successful combination of the noted research approaches. Various interpretations of the theory of modernization made it possible draw a conclusion about the peripheral nature of the modernization processes in this region in relation to socio-economic development of Karelia. Using the concept “center – periphery”, according to which the unevenness of economic growth and the process of spatial polarization inevitably generate disparities between the so-called center and periphery, has shown its potential in the study of the peculiarities of interaction between the state and the Finno-Ugric region. Comparison of these two concepts makes it possible to draw a conclusion about the high degree of their mutual complementarity and the possibility in the long term to propose the realization of a center-peripheral model of regional modernization in the social and economic development of Karelia.

Социальные вызовы и экономика - для всех это те проблемы, которые должны решаться государством совместно с предпринимательским сообществом в приоритетном порядке, чтобы обеспечить устойчивый экономический рост в отраслях агропромышленного и рыбохозяйственного комплексов. Анализ процессов социально-экономического развития страны необходимо рассматривать с учетом накопленных экономических дисбалансов, технологических изменений, инноваций и собственно внешнего шока неэкономической природы - пандемии коронавируса, который спровоцировал запуск разносторонних кризисных явлений, затрагивающий все стороны жизни общества. Чтобы изменить устоявшуюся тенденцию либеральной модели развития экономки, необходимо, чтобы роль государства при переходе к новой модели развития была усилена, что обусловлено необходимостью сохранения продовольственной безопасности и целостности территории Российской Федерации. Для стимулирования инновационной и инвестиционной деятельности, повышения технико-технологического уровня производства необходимо в рамках принятых программных документов выделять основные приоритеты и необходимые для этих направлений ресурсы, осуществляя постоянный мониторинг принимаемых решений. Выстраивание новой системы государственного управления для реализации программных документов в сфере развития АПК и рыбохозяйственного комплекса станет гарантией достижения поставленных государством целей в установленные сроки. Social challenges and the economy - for all these are the problems that must be addressed by the state together with the business community as a priority in order to ensure sustainable economic growth in the agricultural and fishery sectors. The analysis of the processes of the country's socio-economic development should be considered taking into account the accumulated economic imbalances, technological changes, innovations and the actual external shock of a non-economic nature - the coronavirus pandemic, which triggered the launch of various crisis phenomena affecting all aspects of society. In order to change the established trend of the liberal model of economic development, it is necessary that the role of the state in the transition to a new development model be strengthened, which is due to the need to preserve food security and the integrity of the territory of the Russian Federation. To stimulate innovation and investment activities, to increase the technical and technological level of production, it is necessary, within the framework of the adopted program documents, to allocate the main priorities and the resources necessary for these areas, carrying out constant monitoring of the decisions made. Building a new system of public administration for the implementation of program documents in the development of the agro-industrial complex and the fishery complex will guarantee the achievement of the goals set by the state in a timely manner.

The article is devoted to the study of national features of realization of the State potentials in influence on economic development of subjects of agro-industrial production. The analysis is based on the decomposition of the mechanism of influence by such elements as object, subject, goals, tools. The object is represented by agro-industrial production in the multi-complexity of its structure. The subjective component of the external influence on the enterprises of the agro-industrial production system is analyzed on the basis of a detailed identification of the spheres that are not amenable to direct control by the object. The result of the decomposition was the selection of the following levels of systemic impact on the business environment: mesoeconomic, macroeconomic, supranational. The macroeconomic level of regulation/management is subjectified to the levels of governance in the system of public administration bodies. Target determination is disclosed on the basis of program documents of various levels and areas of application. The instrumental content of the State activity is studied, which is represented by a set of tools of direct impact (legislative and regulatory framework, implementation of the State programs and investment projects, tariff restrictions, non-tariff restrictions) and indirect impact (monetary, financial, and social policy; financial assistance). The role of the tax mechanism in regulating the activity of the agro-industrial sector is determined. Expenditures of the State budget to support the agro-industrial complex in 2020 have been studied. The mechanism of public procurement and instruments of social policy are considered. Attention is paid to lobbying as an institutional phenomenon, which is an exception to the principle of the impossibility of direct influence by individual actors in the structure of agro-industrial production on decision-making by management entities at the macroeconomic level. The positive and negative features of lobbying are considered. At the same time, the dialectical essence of lobbying is revealed in the perspective of the relationship of goals - the synchronicity and mismatch of individual interests of the microeconomic level with the social needs of the macroeconomic level.

The article examines the processes of inflow of investments into the economy of Ukraine, highlights the main problems and factors affecting investment activity and investment attractiveness of the country and regions. Functions of investments without which effective management and development of the economy of the state are impossible are considered. The peculiarities and tendencies of the investment activity in Ukraine are revealed, the ways to intensification of attraction of capital investments are determined. It has been found that the process of attracting capital investments in the Ukrainian economy has significantly slowed down due to the political and economic crises of recent years. As a result, the financial condition of enterprises has deteriorated, the number of unprofitable financial institutions has increased, the volume of bank lending to enterprises has decreased, the investment activity of foreign investors has decreased. Attention is drawn to the fact that the successful realization of the objectives of the socio-economic development of the regions depends on the efficiency of the organization of the investment process. The revitalization of the investment process is the main component of economic requirements, which are intended to identify real changes in the structure of the economy of the country and the region, to accelerate the transition of the economy to a qualitatively new level of industrial development, to improve the quality of domestic products and its competitiveness in the world market, to contribute to overcoming interregional disproportions, to provide growth in the state. The dynamics and structure of capital investments in Ukraine and Kharkiv region in 2017-2019 are analysed. The structure of capital investments for this period by sources of financing, types of economic activity, types of assets is studied. The conclusions on the materiality of the changes and direction that have occurred during this period have been made, the positive and unfavourable changes in the formation of capital investments have been characterized. It is determined that the socio-economic development of Ukraine is impossible without sufficient financing of capital investments. First of all, it is about modernizing the production of high-tech and competitive high-value-added goods and increasing their exports, as well as the introduction of innovative and energy-saving technologies. It is stated that the conditions for attracting investment in Ukraine are political, economic and financial stability, investment guarantees, improvement of legislative acts regulating investment activity and general improvement of the investment climate. The article considers the current state of the investment process in innovations applied to the construction companies in Russia. The subject of research: problems of investing in innovations, expansion and technological re-equipment of the construction corporation. The article covers the following topics: the study of statistical data regarding the present state of the construction sector. Object: to identify the main problems and the tendencies of development of the investment processes to provide innovations in the conditions of the transformed economy. The work carried out processing statistical information, which allowed the state to give the quantitative characteristics of the construction sector and its role in the economic development of Russia, as well as in the formation of federal budget revenues. The study used methods of system analysis, synthesis, complex approach, comparison, modeling and other methods of cognition. It is concluded that the presence of a wide range of indicators of the state of the economy in the sectoral and territorial aspects. A substantial increase in the state's share of investing activities in crisis and post-crisis period. It is concluded that the gradual transition of the Russian construction industry, the path to the updated development involves restructuring algorithms to achieve growth. A key source providing this transition should be a systematic approach to innovation. In this regard, the structure of long-term socio-economic development of the Russian Federation for the period up to 2020 shall be implemented in two successive stages.

Political democracy should be equivalent to the economic development of the quality of democracy, economic democracy if not upright, even the owner of the ruling power and money, which is parallel to force global corporatocracy. Consequently, the economic oligarchy preservation reinforces control of production and distribution from upstream to downstream and power monopoly of the market. The implication, increasingly sharp economic disparities, exclusive owner of the money and power become fertile, and the end could jeopardize the harmony of the national economy. The loss of national economic identity that makes people feel lost the “pilot of the state”. What happens then is the autopilot state. Viewing unclear direction of the economy, the national economy should clarify the true figure.
