A new Model of Social Development and Conservation Economics is the main vector of Russia’s agrarian policy

Социальные вызовы и экономика - для всех это те проблемы, которые должны решаться государством совместно с предпринимательским сообществом в приоритетном порядке, чтобы обеспечить устойчивый экономический рост в отраслях агропромышленного и рыбохозяйственного комплексов. Анализ процессов социально-экономического развития страны необходимо рассматривать с учетом накопленных экономических дисбалансов, технологических изменений, инноваций и собственно внешнего шока неэкономической природы - пандемии коронавируса, который спровоцировал запуск разносторонних кризисных явлений, затрагивающий все стороны жизни общества. Чтобы изменить устоявшуюся тенденцию либеральной модели развития экономки, необходимо, чтобы роль государства при переходе к новой модели развития была усилена, что обусловлено необходимостью сохранения продовольственной безопасности и целостности территории Российской Федерации. Для стимулирования инновационной и инвестиционной деятельности, повышения технико-технологического уровня производства необходимо в рамках принятых программных документов выделять основные приоритеты и необходимые для этих направлений ресурсы, осуществляя постоянный мониторинг принимаемых решений. Выстраивание новой системы государственного управления для реализации программных документов в сфере развития АПК и рыбохозяйственного комплекса станет гарантией достижения поставленных государством целей в установленные сроки. Social challenges and the economy - for all these are the problems that must be addressed by the state together with the business community as a priority in order to ensure sustainable economic growth in the agricultural and fishery sectors. The analysis of the processes of the country's socio-economic development should be considered taking into account the accumulated economic imbalances, technological changes, innovations and the actual external shock of a non-economic nature - the coronavirus pandemic, which triggered the launch of various crisis phenomena affecting all aspects of society. In order to change the established trend of the liberal model of economic development, it is necessary that the role of the state in the transition to a new development model be strengthened, which is due to the need to preserve food security and the integrity of the territory of the Russian Federation. To stimulate innovation and investment activities, to increase the technical and technological level of production, it is necessary, within the framework of the adopted program documents, to allocate the main priorities and the resources necessary for these areas, carrying out constant monitoring of the decisions made. Building a new system of public administration for the implementation of program documents in the development of the agro-industrial complex and the fishery complex will guarantee the achievement of the goals set by the state in a timely manner.

The performance of agriculture in Russia remains unsatisfactory, which requires the state to take active measures to support and develop it. In recent years, government policy has been focused on the formation of a high-tech agro-industrial complex, the introduction of digital means and ensuring food security. At the same time, the measures which are taken by the state do not form a single integrated system and do not ensure the achievement of the desired effect. The publication analyzes the current state of legislation in the field of agro-industrial complex support. Particular attention is paid to the Federal Scientific and Technical Program for the Development of Agriculture for 2017 - 2025. Based on the results of the research, conclusions about the need to adopt a comprehensive federal law and strengthen the role of the State Council of the Russian Federation in the development of a national agrarian policy are drawn, measures to improve legislation in the field of supporting the innovative development of agriculture are substantiated, and additional measures of state support for the agro-industrial complex in the Russian Federation are proposed.

The role of the state in economic development is one of the oldest topics in economics, yet controversies rage with similar passion and camps are divided on lines today broadly similar to the early writings. Though the authors of the papers in this symposium present different views, they all refuse to pose the question as a simple choice between the market mechanism and state intervention. Larry Westphal and Albert Fishlow evaluate the South Korean and the Latin American experience, respectively, in their essential complexity. Mrinal Datta-Chaudhuri draws upon a comparative study of the Indian and East Asian cases to bring out the contradictions and complementaries in the relationship between the state and the economy. Anne Krueger's paper reflects on how the comparative advantages and disadvantages of state action flow from its organizational and incentive characteristics.

This article examines shifts in Soviet ideas about the economic and political role of the state. Drawing on documents from Russian archives as well as published debates, the article traces Soviet ideas about how states operate. Examining the role of writers such as Fedor Burlatsky and Karen Brutents, the article suggests that by the 1970s and 1980s, Soviet analysts increasingly believed that state structures could be self-interested, functioning as a type of class. Soviet scholars concluded that such self-interested state structures explained some of what they perceived as the failures of third-world economic development—as well as some of the pathologies of the USSR’s own politics.

Social and economic development of the country is still relevant to activate the transition to a healthy lifestyle of the Russian population. The reseearch shows that this is a factor that contributes to the increase in the efficiency of citizens and ensures the extension of the healthy life of people. The key task is to provide the population with the necessary conditions for comfortable physical education and sports training. The current form of training is fitness, a number of areas and techniques that allow you to work with people who have health restrictions. A key problem in the development of mass sports in the country through the activation of the fitness industry is the payment of these services, which are not available in terms of price and territorial factors for all segments of the population. At the same time, the state focuses on young people studying in educational institutions, while older people do not have access to free sports services everywhere. The situation is aggravated by the current socio-economic situation due to the pandemic, as a result of which it is not possible to use all the capacities of the fitness industry, while reducing the real disposable income of the population. An alternative to fitness centers in recent years has been home training through the purchase of content, but this also has limitations for the General public due to its fee and technical requirements. The role of the state in these conditions should increase, since the fitness industry is now not only an element of ensuring the transition of the population to a healthy lifestyle, but also a large number of jobs. We should also continue to increase funding for projects to provide an accessible environment for mass sports for the population.
