Japan’s Relationship with Southeast Asia

In many ways Japan is the perpetual potential partner for Southeast Asia. A relatively close economic relationship exists, and Japan has expressed a voice of partnership or leadership at various times in the past several decades. And yet neither the economic nor the strategic relationship is as strong as might be imagined given Japan’s geographical proximity and the strength of economic ties. Prime Minister Shinzo Abe, in office since the beginning of 2013, has made a concerted effort to raise Japan’s profile in the region as a strategic partner, driven by a desire to oppose China’s aggressive position on various territorial disputes it has with Japan and ASEAN. His policies appear to fundamentally alter and strengthen Japan’s relationship with the region. Nonetheless, what he can accomplish remains constrained by domestic and international factors, and his approach may not outlast his term as prime minister.

Southeast Asia was linked to the Ottoman Empire by economic ties, in particular the spice trade, but the nature of this relationship is poorly understood, especially for the seventeenth century. Its study is hampered by the lack of archival evidence, and this chapter draws on a variety of sources, both literary and archival, to investigate Southeast Asian exports to the Ottoman lands. It argues, in contrast to much existing scholarship, that direct commercial links remained important throughout the period, and that European traders such as the Dutch East India Company (VOC) remained largely excluded from this trade till the end of the seventeenth century. Ottoman exports to Southeast Asia, predominantly textiles and horses, are also examined. The chapter also considers the role of Ottoman subjects who sought to make their fortunes in Southeast Asia.

As developing programs is the core in fostering knowledge on ethnic work for cadres and civil servants under Decision No. 402/QD-TTg dated 14/3/2016 of the Prime Minister, it is urgent to build training program on ethnic minority affairs for 04 target groups in the political system from central to local by 2020 with a vision to 2030. The article highlighted basic issues of practical basis to design training program of ethnic minority affairs in the past years; suggested solutions to build the training programs in integration and globalization period.

Since the end of World War II the study of Southeast Asia has changed unrecognizably. The often bitter end of colonialism caused a sharp break with older scholarly traditions, and their tendency to see Southeast Asia as a receptacle for external influences—first Indian, Persian, Islamic or Chinese, later European. The greatest gain over the past forty years has probably been a much increased sensitivity to the cultural distinctiveness of Southeast Asia both as a whole and in its parts. If there has been a loss, on the other hand, it has been the failure of economic history to advance beyond the work of the generation of Furnivall, van Leur, Schrieke and Boeke. Perhaps because economic factors were difficult to disentangle from external factors they were seen by very few Southeast Asianists as the major challenge.

How can we understand German-Russian relations since German reunification? Both the geopolitical positions of the two states and the political and economic ties between them have been transformed over the past twentyfive years. This paper will argue, however, that the role of the two countries’ leaders in shaping these relations has been surprisingly important. Building on the tradition of “first image” analysis in international relations, this paper shows that, along with larger political and economic trends, personal relations between these leaders have helped to set the tenor of bilateral ties. When the leaders were able to build trust and personal friendships, relations improved. Yet more recently, since 2012, relations have soured sharply. While there are obviously larger reasons for this, more negative personal ties between leaders have also played an important role. In short, just as issues of trust and friendship matter in personal ties, they also matter in International Relations.

While the Suga administration has managed Japan’s foreign policy towards ASEAN (Association of Southeast Asian Nations) relatively well on the basis of the “Free and Open Indo-Pacific” that former Prime Minister Abe had envisioned, the administration left a task for the next prime minister to creatively devise a foreign policy strategy to manage the three main challenges in the Indo-Pacific region concerning ASEAN Centrality, Indo-Pacific institutional arrangement and value-based diplomacy.

For the past decade, China and Japan have been competing against each other over aid market with its implicit intention to pursue their economic interests, which turned into a rivalry between two diplomatic concepts: Chinese Belt and Road Initiative (BRI) versus Japanese Free and Open Indo-Pacific (FOIP) Strategy. The severe competition over high-speed rail (HSR) by two countries, joined by French and German competitors, has been intensified for the benefit of China, taking all of its catchup benefits with its dubious sense of rule of law. This article asks if the two initiatives can coexist with the entry of India into the game and form an equilibrium of ‘grand coalition’, benefiting all its players as ‘win-win-win’ game, which turns out to be feasible and unstable. Nevertheless, Japan still seems to have a good reason to keep India as a strategic partner of FOIP as well as a ‘gateway’ for Central and Western Asia with fragile states such as Afghanistan and Pakistan, and official development assistance (ODA) could play a significant catalyst role as ‘human security’ promoted by Professor Amartya Sen and ex-UNHCR Ms. Sadako Ogata. The COVID-19 pandemic together with the exit of the isolationist US administration may provide the world with glimmering sense of hope for the year 2021 and beyond, if and only if one becomes more aware of the complementarities of comparative advantage of China, India and Japan to pursue common interests.

Abstract The Pacific rat, R. exulans, is an major agricultural and environmental pest in parts of Southeast Asia and the Pacific. Thought to have spread with Polynesian colonists over the past several thousand years, it is now found through much of the Pacific basin, and is extensively distributed in the tropical Pacific. It poses a significant threat to indigenous wildlife, particularly ground-nesting birds, and has been linked to the extinction of several bird species. R. exulans may also transmit diseases to humans.
