The history of studying the crystalline basement in the Republic of Tatarstan, the state of implementation of the super-deep drilling program is given. The scientific substantiation of the replenishment of exploited oil and oil-gas fields is provided by feeding them with deep hydrocarbons through oil supply channels connecting the deep source of hydrocarbons with sedimentary cover deposits. The crystalline basement is of interest for the search for hydrocarbon deposits, but its role as a transit for replenishing deposits of hydrocarbon sedimentary cover in the process of constant degassing of the Earth is more attractive and justified. To use these processes, a fundamentally new approach to the construction of geological and hydrodynamic models of oil fields is proposed, taking into account the fundamental principles of geological science on the formation and reformation of oil deposits and the deep processes of Earth degassing. Prospects are substantiated for the development of “old” fields that are in long-term development, for the calculation of oil recovery factor taking into account oil entering the reservoir from the depths of the Earth, the need for adjusting methods for calculating and accounting reserves, changing levels of material balance, and scientific and practical suggestions for accounting when calculating reserves and designing the development of fundamental principles of field geology. Further prospects for the introduction of hydrodynamic development methods and their significant expansion due to the opening of the processes of replenishment of sedimentary basin deposits with deep hydrocarbons and the reformation of deposits at a late stage of development are shown.

The Republic of Tatarstan has accumulated vast experience in the exploration and development of oil fields of various ranks – from small and smallest to giant and supergiant. Approaches for the rational development of various groups and categories of deposits have been found. The most effective methods of prospecting, exploration and additional exploration of oil fields, the most advanced hydrodynamic methods of developing fields with active and hard-to-recover reserves, including those at the late and post-late stages of development, have been worked out. Methods of enhanced oil recovery have found wide application for various geological and physical conditions, including the extraction of residual reserves from long-term exploited fields. A great deal of experience has been accumulated in the development of complex small fields with hard-to-recover oil reserves. Research work is underway to find effective methods for the development of unconventional oil deposits (high-viscosity, ultra-high-viscosity oils and natural bitumen, in shale and similar deposits), to study the phenomenon of replenishment of sedimentary cover deposits with deep hydrocarbons through the crystalline basement. This experience of advanced development of the republic helps in the formation of the principles of a new paradigm for the development of the oil and gas industry.

The article is devoted to the problem of replenishing of oil reserves and considers it (the problem) in the aspect of deep degassing of the Earth. Based on an analysis of the results of a long-term study of the Precambrian crystalline basement in the territory of Tatarstan and adjacent areas, a number of new criteria are formulated that allow us to identify the processes of deep degassing of the Earth within the studied region. The article provides a brief overview of current views on the problem of replenishing oil reserves, considers options for possible sources and the mechanism of replenishment of hydrocarbons in the developed deposits. The arguments in favor of the modern process of deep degassing within the South Tatar arch and adjacent territories are examined, which are unequivocally confirmed by: the dynamics of the hydrochemical parameters of the deep waters of the crystalline basement obtained in the monitoring mode at five deep wells; uneven heat flux and its anomalies, recorded according to many years of research under the guidance of N.N. Khristoforova. The degassing processes are also confirmed by the dynamics of gas saturation of decompressed zones of the crystalline basement recorded in well 20009-Novoelkhovskaya, the dynamics of gas saturation of oil of the sedimentary cover and the composition of the gas dissolved in it, identified by oil studies in piezometric wells located in different areas of the Romashkinskoye field; the seismicity of the territory of Tatarstan, as well as its neotectonic activity. As criteria proving the existence of a process of replenishing the reserves of the developed oil fields of the South Tatar Arch, the features of the deep structure of the earth’s crust according to seismic data, as well as the results of geochemical studies of oils are considered.

The article gives a brief overview of the sedimentary cover of the Earth and summarizes volumes and mass of sediments contained in the Earth sedimentary layer (stratisphere). Using available data authors show unique nature of the South Caspian Basin and other rapidly subsiding basins with large amount of sediments and attenuated crust. Sedimentary, crustal and lithospheric thickness correlations are discussed.

Abstract Currently, the vast majority of the oil fields of the Republic of Belarus are at the final stage of development. In this connection, in order to expand the resource base, Belarusian oil companies are assigned with the task of searching, exploring and developing hard-to-recover reserves. In recent years, a number of geological works have been carried out to search and study the sedimentary cover rocks of the Belarusian part of the Pripyat Trough, the results of these works were the discovery of promising deposits of the Petrikov Horizon of the Upper Devonian. These deposits are represented by dense fractured carbonate rocks with ultra-low permeability (less than 0.01 mD) and low effective porosity (up to 10%). The most promising technology for the development of such reservoirs is the drilling of horizontal wells and the subsequent implementation of Multistage hydraulic fracturing. This article presents the experience of developing ultra-low-permeability reservoirs in the Republic of Belarus in the period 2014-2021, briefly describes the main technologies used, the evolution of technological solutions for effective involvement in the active development of hard-to-recover reserves.

The results of researches of the water encroachment of some offshore fields (Neft Dashlary, Guneshli, Pirallahi, Darwin Banka, Apsheron Banka, Western Apsheron, etc.) of the Republic of Azerbaijan, most of which are at a late stage of development, have been presented. These fields are represented by weakly cemented and loose reservoirs of heterogeneous structure, in which there is an uneven fluid flow. Water breakthrough occurs through high-permeability layers, and layers with low permeability are involved in development to a less extent. Subsequent attempts to involve them in the development process cause an irrational increase in the volume of injected water, which leads to product encroachment. The type of reservoir, characterized by the presence of fracture zones, contributing to the flow of water from the aquifers to the producing wells, as well as improving their hydrodynamic connection with the injection wells, also contributes to the growth of the rate of watering. The geological and technological reasons for the water encroachment have been determined. The heterogeneity of the above mentioned deposits has been proven. It is indicated that an additional reason for the early water encroachment of production wells is the violation of the annulus tightness. Maintaining high rates of oil production is achieved by bringing in new production wells, while most of the watered wells are retired from operation without having exhausted their potential. It is proposed to carry out the measures that will ensure isolation of the most washed out zones and depleted areas of the main productive layer of the field. Methods of selective water isolation and flow diversion technologies should be carried out, first of all, in wells with an increased density of current reserves in order to obtain additional oil production and increase the oil recovery factor, as well as in wells with a high fluid flow rate.

Studies have been carried out to assess the qualitative features of fluids, aimed at identifying the regularities in the differentiation of the properties of naphthides during the formation of hydrocarbon deposits outside anticlinal structures. Due to the exhaustion of hydrocarbon reserves associated with anticlinal traps, the main attention is paid to the composition of fluids confined specifically to non-anticlinal structures – to traps of a combined structure. Physicochemical properties, trace element (TE) composition, phase states of naphthides in deposits affected by hypergenetic or catagenetic processes have been analyzed using specific examples; in regions with a possible additional inflow of hydrocarbons (Romashkino group of fields in the Republic of Tatarstan); in the crystalline basement of sedimentary basins. The results of the analysis make it possible to predict the characteristic features of fluids in traps of various types at certain levels of the processes of oil formation, secondary transformation and destruction of accumulations, mainly due to the tectonic regime of the sedimentary basin. With prolonged lateral migration, at great depths with good isolation from surface weathering agents, light oils, depleted in TE, more often of nickel specialization, are found in lithologically and stratigraphically screened traps, and gas condensate accumulations are possible. At shallow depths with poor regional or local seals, heavy, highly viscous hypergene-transformed oils, natural bitumens with high concentrations of industrially significant metals V, Ni, Co, Mo Cd, U were found in traps of pinch-out zones and various types of trap screening. tectonically-screened traps) with a multiphase filling of traps and, at the same time, the influence and inflow of deep ones, i.e. more catagenically transformed fluids, it is possible to detect light oils of the nickel type or gas condensates enriched with elements of “magmatic emanations” – As, Hg, Al, B, rare earth elements. Oils filling combined traps in the crystalline basement within platform oil and gas basins, as a rule, do not differ in their compositional peculiarities in comparison with oils in overlying or adjacent parts of the sedimentary section.

Hisab dan rukyat, hakikatnya, adalah cara untuk mengetahui pergantian bulan. Kajian ini memperlihatkan beberapa temuan. Pertama, korelasi antara hadis Kuraib dan terjadinya perbedaan penetapan awal Ramadan, Syawal, dan Dzul Hijjah di Indonesia. Kementerian Agama Republik Indonesia telah menetapkan bahwa Indonesia secara keseluruhan menjadi satu wilayah hukum (wilayatul hukmi). Kedua, tentang keberhasilan rukyat al-hilal di satu kawasan yang diberlakukan bagi kawasan lain di muka bumi. Perlu diketahui bersama bahwa visibilitas pertama hilal tidak meliputi seluruh muka bumi pada hari yang sama, melainkan membelahnya menjadi dua bagian: (1) bagian sebelah Barat yang dapat melihat hilal dan (2) bagian sebelah Timur yang tidak dapat melihat hilal.Hisab and rukyat is a way to know the turn of the month. This study shows several findings. First is the correlation between Kuraib traditions and differences in the determination of the beginning of Ramadan, Shawwal, and Dhul-Hijjah in Indonesia. Ministry of Religious Affairs of the Republic of Indonesia has stated that Indonesia as a whole into a single jurisdiction (wilayatul hukmi). Second, on the success rukyat alhilal in one area that applied to other regions of earth. Important to know that the first visibility of the new moon does not cover the entire face of the earth on the same day, but splitting it into two parts: (1) part of the West to see the new moon, and (2) part of the East were not able to see the new moon.

In the Russian Federation, the problem of budget planning becomes especially relevant when the pace of economic development slows down. The article examines the features of the formation of regional budgets, using the example of the budget of the Republic of Dagestan. The analysis of incomes to the budget is carried out. The role of regional taxes in the formation of budget revenues of the Republic of Dagestan is revealed. According to the results of the study, it can be concluded that the budgetary policy of the regions at the present stage of development of the Russian economies does not contribute to a further increase in the rates of economic growth. The article offers recommendations for improving the regional budgetary policy of the Russian Federation and increasing the responsibility of regional authorities.
