The new pandemic times reveal, besides the dysfunctions of the health system, a profound and prolonged shortage of material and human resources, as well as psychical blockages, fears and all kinds of weaknesses that we are now forced to confront, being alone with ourselves and inside ourselves. And what is it that causes these meetings, these long adjourned encounters? If it is true that being political means integrating into the superstructure of political consciousness of a state, then solidarity can be considered the first political gesture of the Academic Artistic Community in Iasi. At the end of the pandemic, the main function of this facility will be to recover the memory of an event that took place on a global scale. Equally, it could be the beginning of the study in a new type of theatrical performance, addressing post-pandemically people massively affected mentally, emotionally, physically, and cognitively.

The article makes a comprehensive attempt to classify the cultural war as a semantic manipulative phenomenon in a new type of information society. The features and causes of development of identity crisis in the context of semantic manipulations of media reality are outlined. The urgency of the research is that a new information age is filled with insidious meanings that offers a system of the same insidious information procedural “performances”. In its turn they are embodied in long held images, forming an entirely new semantic system, and creating a space of permanent action, in which the choice remains for a person of a new information age, who reveals a considerable level of intellectual skill through dialogue or protest, or, on the contrary, acts according to normalized, “dictated”, imposed cult, from which the principles of whole culture are emerging. The result of individual outbreaks of resistance to “information performances” through the collective will of the nation, which seems to be a muscle, which is intensively practiced in the light of the Rusian-Ukrainian war, is justified by the need to preserve the skills of the society to create the nation, or the nation’s identity. One can concede that at the level of nation there is emergence of greatest amount of conflicts associated with the attempt to destroy the cultural core (the nucleus of the nation), which is formed from the norms, standards, values of a certain ethnic group. The main function of such a nucleus is providing for a system of formed cultural codes in order to preserve the nation’s identity. Summing up the results of the research, the author comes to the conclusion that the typology of the cultural war proposed is conditional, but it gives grounds to talk about the symptomatic appearance of semantic disorientation and the identity crisis. In this situation, understanding and differentiation on the basis of own “mental identifier” will become extremely important in order to consolidate the individuals in terms of new conditions.

This chapter focuses on governance, a key building block of a health system. A government is responsible for the health of its people. It sets the health strategy and oversees the implementation of health programs. External forces and actors influence the governance of the health sector. This chapter explores governance of health from the perspective of the nation-state coordinating its own health system (sometimes called governance for global health). The chapter examines the internal and external forces that influence national governance for global health. The chapter also looks beyond the level of the nation-state to explore the concept of global governance for health. In the interconnected and globalized world, global governance for health is needed to coordinate the geopolitical forces that impact health and its social determinants.

Abstract Background Direct out-of-pocket payments (OOP) are among the most important financing mechanisms in many health systems, especially in developing countries, adversely affecting equality and leading vulnerable groups to poverty. Therefore, this scoping review study was conducted to identify the strategies involving OOP reduction in health systems. Methods Articles published in English on strategies related to out-of-pocket payments were Searched and retrieved in the Web of Science, Scopus, PubMed, and Embase databases between January 2000 and November 2020, following PRISMA guidelines. As a result, 3710 papers were retrieved initially, and 40 were selected for full-text assessment. Results Out of 40 papers included, 22 (55%) and 18 (45%) of the study were conducted in developing and developed countries, respectively. The strategies were divided into four categories based on health system functions: health system stewardship, creating resources, health financing mechanisms, and delivering health services. As well, developing and developed countries applied different types of strategies to reduce OOP. Conclusion The present review identified some strategies that affect the OOP payments According to the health system functions framework. Considering the importance of stewardship, creating resources, the health financing mechanisms, and delivering health services in reducing OOP, this study could help policymakers make better decisions for reducing OOP expenditures.

Abstract Background Cardiovascular diseases (CVDs) are the leading cause of deaths and disability in Nepal. Health systems can improve CVD health outcomes even in resource-limited settings by directing efforts to meet critical system gaps. This study aimed to identify Nepal’s health systems gaps to prevent and manage CVDs. Methods We formed a task force composed of the government and non-government representatives and assessed health system performance across six building blocks: governance, service delivery, human resources, medical products, information system, and financing in terms of equity, access, coverage, efficiency, quality, safety and sustainability. We reviewed 125 national health policies, plans, strategies, guidelines, reports and websites and conducted 52 key informant interviews. We grouped notes from desk review and transcripts’ codes into equity, access, coverage, efficiency, quality, safety and sustainability of the health system. Results National health insurance covers less than 10% of the population; and more than 50% of the health spending is out of pocket. The efficiency of CVDs prevention and management programs in Nepal is affected by the shortage of human resources, weak monitoring and supervision, and inadequate engagement of stakeholders. There are policies and strategies in place to ensure quality of care, however their implementation and supervision is weak. The total budget on health has been increasing over the past five years. However, the funding on CVDs is negligible. Conclusion Governments at the federal, provincial and local levels should prioritize CVDs care and partner with non-government organizations to improve preventive and curative CVDs services.

Plus if something goes wrong making salary calculations inaccurate. This makes the payroll system needs to be supported by a good information system. The research methodology used by the author in this research is the System Development Life Sycle (SDLC) Waterfall method. The development of research methodology has several sequential stages, namely: planning (modeling), modeling (modeling), construction (construction), and the delivery of the system to the customers / users (deployment). Based on the problems found, The author proposes to PT Bank Perkreditan Rakyat (BPR) Sanggabuana Agung Karawang to use VB.Net, it is expected that with the proposed system can improve Payroll problems that occur at PT Bank Perkreditan Rakyat (BPR) Sanggabuana Agung.
