The article deals with the determination of the dynamic loads arising in the running wheels of a conventional (standard) and modernized design during the movement of the cargo carriage of an overhead crane. The redesigned wheel has an insert made from 7-7130 rubber compound. Also, a method for diagnosing running wheels of conventional and modernized design was determined. The ZETLAB program was chosen as a program for signal registration and analysis. This program allows not only displaying the signal in real time with the possibility of scaling, but also allows you to digitize the signal with the possibility of further processing the results in various standards. Finding out the occurrence of a defect in wheels and rails is mainly carried out by two methods, when shock pulses appear and according to an increased background of vibration. In practice, there is a process of "dry" rolling friction, and this means that the method of shock pulses for diagnosing the condition of wheels and a rail track can be used only in some cases in the form of extreme wear of the friction pairs of a wheel and a rail. That is, the method of spectral analysis of fluctuations in the power of random vibration can be successfully applied to diagnose the state of the rail track and crane wheel.  The diagnostic method based on the overall vibration level allows for an overall assessment of the technical condition. Such diagnostics makes it possible to identify defects only at the very last stage of development, when they lead or have already led to partial destruction of the rolling surface of the wheel and the surface of the rail, that is, to an increase in the overall level of vibration. The performance evaluation criteria are fully focused on the corresponding standard vibration levels for the investigated friction pair. A friction pair is considered to be defective, the vibration of which exceeds the general standard. When determining an increased overall level of vibration, maintenance personnel must make a decision to replace parts or a unit to prolong its operation. The results obtained indicate the advisability of using the wheels of the modernized design on the cargo carriage of an overhead crane.

This paper presents the results of a research of transformer oil in a visual way. The high information content of the optical radiation scattered and transmitted through the oil is shown. By the color of the radiation, it is possible to determine such characteristics of the oil as acid number, dielectric loss tangent, the presence of colloidal particles, their concentration and size, as well as the presence of aromatic compounds in the oil, changes in their molecular composition and concentration. By the presence of aromatic compounds and colloidal particles, it is possible to visually state the development of thermal and discharge defects in a transformer. This diagnostic system allows to assess the condition of power transformers without shutting them down, make decisions on their further operation without the use of expensive equipment and at the initial stage to identify the changes that are significant and necessary. This is due to the high cost of the transformer, its importance in terms of the reliability of power supply to consumers, the complexity of determining damages and defects at an early stage of development.

Problem of ensuring motion safety of empty freight cars is most acute in relation to cars on bogies of model 18-100, which is mainly due to operational wear of wheelsets, side frames and bolsters, as well as spring suspension elements. A potential threat to traffic safety arises when a train, composed of mostly empty and lightly loaded cars, moves along track sections that have deviations in the geometry of rail track of III and higher degrees or combinations and sequences of deviations of II degree. The article presents the main results of complex studies: mathematical modeling of the dynamic interaction of the track and empty freight cars of various types of bogie wear based on the Universal Mechanism software and field tests of cars on measuring sections of tangent, easement and circular curves with a radius of 350, 650, 800, 1000 and 2050 m on the section Belorechenskaya — Maykop of the North Caucasian railway. Dynamic qualities and motion stability of empty freight cars of various types are investigated depending on the parameters of the technical condition of the running gears and the deviations of the geometry of the rail track of II and III degrees of various types and combinations when moving in tangent and curved track sections. Authors provide tables and graphs of the dependences of indicators of dynamic qualities and motion stability of universal empty freight cars of various types on the motion speed in tangent sections of the track and circular curves of various radii and easement curves containing artificial deviations of the geometry of the rail track, most negatively affecting traffic safety. Recommendations are given for correcting the regulatory documents of the Russian Railways, which regulate the permissible speed of motion of empty freight cars, depending on the technical condition of the running gear.

St. Petersburg possesses a large number of bridge constructions operated throughout a long time. Mainly these are objects made of reinforced concrete. Among bridges of the city there is a set of unique constructions. Specifics of bridges maintenance in megalopolis environment are characterized by difficult climatic and technogenic conditions. It causes emergence and development of numerous defects and damages in designs. For development of scientifically based techniques of assessment and forecasting of technical condition of the operated bridge constructions (in particular, reinforced concrete) the authentic and urgent analysis of this state is necessary. It is possible to execute it, having formulated the corresponding criteria and methods of assessment, and also having created a certain methodology of the analysis, as it is executed in the present article. Six evaluation criteria on which it is possible to carry out complex diagnostics of bridges of St. Petersburg are designated. Results of the analysis confirm need of special approaches to operation of megalopolises bridges park and also on a large number of constructions with extremely unsatisfactory technical condition.

The article discusses the approach to the implementation and use of an expert system for servicing passenger cars using the example of Mercedes cars. After analyzing the development of trends in artificial intelligence, we came to the conclusion that one of the main directions in this area is real-time expert systems. The direction of expert systems is the development of programs that, when solving difficult tasks for a human expert, obtain results that are not inferior in quality and efficiency of solutions obtained by an expert. This approach allows you to create almost any online diagnostic complexes faster than using traditional methods. An important direction in the automotive industry is an accurate and reliable forecast assessment of the main indicators of reliability and serviceability of the car as a whole. Technical diagnostics is an integral part of the technological processes of acceptance, maintenance and repair of vehicles at service stations and is a process of determining the technical condition of the object of diagnosis with a certain accuracy. Purpose of the work: to reveal the essence of the expert approach at the present stage of development of diagnostic systems when servicing passenger cars. The theme of the work is revealed by the example of a modern diagnostic complex with elements of an expert system for diagnosing Mercedes cars. In particular, the work of Star Diagnosis software, which ensures the success of car diagnostics, is considered. A complex, a service specialist, or an expert system has the ability to analyze the condition of the car, the severity of the malfunction, and select methods for repairing the car without having a car at the service station. Ultimately, based on the development of electronic systems and the number of executing elements of various control units in the car, if possible, output a huge amount of information that we can use when servicing it, we can conclude that today the prospect of the development of expert methods and means of diagnosing cars using expert systems is very promising.

. In the era of globalization, the development of countries with a small open economy largely depends on the intensity of using various forms of international economic relations, among which the competitiveness of each country plays a special role. At the present stage of development, the problem of competitiveness is central to the economic policy of the state. Creating competitive advantages over an opponent becomes a strategic direction of the state and its bodies and applies to all levels of the hierarchy: products (goods and services), enterprises, industries, regions and the country as a whole, but the country's competitiveness is of particular importance. The competiti-veness of the region is determined in comparison with other similar facilities. This characteristic refers to estimated indicators, therefore, it assumes, along with the subject and subject of the assessment, the presence of certain criteria. Evaluation criteria (goals) may be the market position, the pace of development, the ability to pay for the borrowed funds received, consumer properties in relation to the price of the goods, etc.
