THE URBAN ROLES OF THE CITY OF CAROLINA ON THE AGRICULTURAL FRONTIER OF THE LEGAL AMAZONLOS PAPELES URBANOS DE LA CIUDAD DE CAROLINA EN LA FRONTERA AGRÍCOLA DE LA AMAZONIA LEGALEsse artigo teve por objetivo analisar os papéis e funções urbanas da cidade local de Carolina, situada no sul do Maranhão, frente à expansão da fronteira agrícola na Amazônia Legal. A pesquisa foi construída a partir de revisão teórica em Santos (1979, 2008), Valverde e Dias (1967), Melo (2008), Brito (2009) e Fresca (2010); levantamentos de dados sobre população, empresas por setor da economia e empregos formais e informais no Instituto Brasileiro de Geografia e Estatística (IBGE); e trabalho de campo. Constatou-se que essa cidade teve um importante papel na região sul-maranhense e norte tocantinense antes da política de integração nacional dos anos de 1960. Não sendo beneficiada por essa política, a cidade perdeu funções na rede urbana, mas não entrou em completo processo de esvaziamento demográfico e econômico. Atualmente, o comércio e os serviços de Carolina estão voltados especialmente para o atendimento da demanda da população local – rural e urbana. No segmento industrial, a cidade tem um maior protagonismo, especialmente pela atuação de duas empresas, a PIPES e a Marka Florestal. Além disso, o agronegócio da soja encontra-se em pleno processo de expansão, o que pode trazer novas dinâmicas à cidade, além de conflitos no campo.Palavras-chave: Carolina; Cidade Local; Rede Urbana; Fronteira Agrícola.ABSTRACTThis paper aimed to analyze the roles and urban functions of the local city of Carolina, located in south of Maranhão, in front of the expansion of the agricultural frontier in the Legal Amazon. The research was constructed from a theoretical review in Santos (1979, 2008), Valverde and Dias (1967), Melo (2008), Brito (2009), and Fresca (2010); surveys of data on population, companies by sector of the economy and formal and informal Jobs at the Brazilian Institute of Geography and Statistics; and field work. It was found that this city played an important role in the south Maranhão and north Tocantins region before the national integration policy of the 1960s. Not being benefited by this policy, the city lost its functions in the urban network, but did not enter into full process demographic and economic depletion. Currently, Carolina’s trade and services are geared specifically to meeting the demand of the local population – rural and urban. In the industrial segment, the city has a greater role, especially through the activities of two companies, PIPES and Marka Florestal. In addtion soybean agribusiness is in the process of expansion, which can bring new dynamics to the city, as well as conflicts in the countryside.Keywords: Carolina; Local City; Urban Network; Agricultural Frontier. RESUMENEste artículo tuvo por objetivo analizar los papeles y funciones urbanas de la ciudad local de Carolina, situada en el Sur de Maranhão, frente a la expansión de la frontera agrícola en la Amazonia Legal. La investigación fue construida a partir de revisión teórica en Santos (1979, 2008), Valverde y Días (1967), Melo (2008), Brito (2009) y Fresca (2010); de los datos sobre población, empresas por sector de la economía y empleos formales e informales en el Instituto Brasileño de Geografía y Estadística; y trabajo de campo. Se constató que esa ciudad tuvo un importante papel en la región sur-maranhense y norte tocantinense antes de la política de integración nacional de los años 1960. No siendo beneficiada por esa política, la ciudad perdió funciones en la red urbana, pero no entró en completo proceso de vaciamiento demográfico y económico. Actualmente, el comercio y los servicios de Carolina están dirigidos especialmente para atender la demanda de la población local – rural y urbana. En el segmento industrial, la ciudad tiene un mayor protagonismo, especialmente, por la actuación de dos empresas, la PIPES y la Marka Florestal. Vivemos um momento marcado pela revalorização do território e sua utilização na análise e implementação de políticas públicas, sobretudo políticas sociais. Este texto aborda os processos de exclusão social, pobreza e desigualdade na cidade de Campos dos Goytacazes. Trata-se de uma cidade importante na rede urbana do estado do Rio de Janeiro, constituindo-se num polo regional relevante na oferta de comércio e serviços. Juntamente com outras cidades do Norte Fluminense, Campos dos Goytacazes também tem sido utilizada como suporte para as atividades de exploração de petróleo na Bacia de Campos. Apesar de sua importância e da dinâmica econômica, a cidade é marcada por uma elevada exclusão social que, no tecido urbano, apresenta uma expressão territorial. Neste texto, pretendemos abordar a desigualdade sob a ótica da exclusão social, buscando contribuir com a produção e a leitura de indicadores sociais territorializados da Cidade de Campos dos Goytacazes – RJ, dando visibilidade às áreas de inclusão e exclusão social, por meio da espacialização dos dados secundários dos dois últimos censos demográficos (2000 e 2010) disponibilizados pelo Instituto Brasileiro de Geografia e Estatística (IBGE). Com base nos indicadores, espacializamos os dados e verificamos a concentração de setores marcados pela elevada exclusão ao norte da cidade, tendo como grande divisor o Rio Paraíba do Sul.   THE SPACES OF SOCIAL EXCLUSION IN THE CITY OF CAMPOS DOS GOYTACAZES-RJ ABSTRACT  We live in a moment marked by the revaluation of the territory and its use in the analysis and implementation of public policies, especially social policies. This text addresses the processes of social exclusion, poverty and inequality in the city of Campos dos Goytacazes. It is an important city in the urban network of the state of Rio de Janeiro, constituting a relevant regional center in the supply of trade and services. Like other cities in Norte Fluminense, Campos dos Goytacazes has also been used as support for oil exploration activities in the Campos Basin. Despite its importance and economic dynamics, the city is marked by a high social exclusion that, in the urban space, has a territorial expression. In this text, we intend to address inequality from the perspective of social exclusion, seeking to contribute to the production and reading of territorialized social indicators of Campos dos Goytacazes - RJ, giving visibility to the areas of social inclusion and exclusion, through the spatialization of secondary data from the last two demographic censuses (2000 and 2010) provided by the Brazilian Institute of Geography and Statistics (IBGE). Based on the indicators, we spatialized the data and verified the concentration of sectors marked by the high exclusion to the north of the city, having as great divide the Paraíba do Sul River. Keywords: Inequality, social exclusion, Campos dos Goytacazes.   LOS ESPACIOS DE EXCLUSIÓN SOCIAL EN LA CIUDAD DE CAMPOS DOS GOYTACAZES-RJ RESUMEN  Hemos vivido un momento marcado por la revaluación del territorio y su uso en el análisis e implementación de políticas públicas, especialmente de las políticas sociales. Este texto aborda los procesos de exclusión social, pobreza y desigualdad en la ciudad de Campos dos Goytacazes. Es una ciudad importante en la red urbana del estado de Río de Janeiro, constituyendo un centro regional relevante en el suministro de comercio y servicios. Al igual que otras ciudades en Norte Fluminense, Campos dos Goytacazes también ha sido utilizada para apoyar actividades de exploración petrolera en la cuenca de Campos. A pesar de su importancia y dinámica económica, la ciudad ha sido marcada por una alta exclusión social que, en el tejido urbano, tiene una expresión territorial. En este texto, intentamos abordar la desigualdad desde la perspectiva de la exclusión social, buscando contribuir a la producción y lectura de indicadores sociales territorializados de Campos dos Goytacazes - RJ, dando visibilidad a las áreas de inclusión y exclusión social, a través de la espacialización de los datos secundarios de los últimos dos censos demográficos (2000 y 2010) divulgados por el Instituto Brasileño de Geografía y Estadística (IBGE). Con base en los indicadores, espacializamos los datos y verificamos la concentración de sectores marcados por la alta exclusión al norte de la ciudad, teniendo como gran división el río Paraíba do Sul. The materials of the newspaper “Sumy Herald” published during the period of the German occupation in the city of Sumy and devoted to the German submarines’ activities are analyzed in the article. The objective of the publication is to highlight the usage of this theme by the German propaganda to influence the Ukrainian population through the local press. The author has come to the conclusion that newspapers were the most widespread and effective form of propaganda at that time on the occupied territories of the USSR and Ukraine. In comparison to the radio and cinema they were able to cover the considerable part of the rural and urban population. The reports concerning the conduct of military operations were produced centrally and did not take into consideration the specific nature of perceiving this sort of information by the local population. They reports were overloaded with digital, geographic data and specific terms. Only in the second half of 1942 the articles, maps and charts meant to explain certain issues of the undersea war were produced. The greatest attention to the German submarines’ activities was paid by the propaganda in the period from February to September 1942. This is related to the successful actions of the German troops at the Eastern coast of the North Africa. The information concerning this theme was generally published on the first page. It was printed in the headings or subheadings, the bold font was used in the text of the article. Sometimes some illustrations in the form of photos and cartoons were used. The latter were not very common in the newspapers of that period. The information about the undersea war was provided quite promptly and in general was accurate. Except the loses of Britain and its allies in separate military operations the general data concerning the tonnage of sunk ships was published. The information about the German submarines loses was not given in contrast to the loses of the planes, for example. The reports references to the names of the submarines’ captains without providing any information about their personalities had no “personification” effect. Perhaps, it might be compensated by other sources of propaganda, for example by “Die Deutsche Wochenschau” series in the cinemas. But the latter covered a considerably lesser audience in comparison to the newspapers.

THE CONSOLIDATION OF THE CITY OF RONDONÓPOLIS AS A CENTER OF HEALTH IN THE INTERMEDIATE GEOGRAPHIC REGION OF RONDONÓPOLIS – MTLA CONSOLIDACIÓN DE LA CIUDAD DE RONDONÓPOLIS COMO UN CENTRO DE SALUD EN LA REGIÓN GEOGRÁFICA INTERMEDIA DE RONDONÓPOLIS – MTRESUMOO presente artigo analisa a polarização exercida pela cidade de Rondonópolis a partir dos eventos de prestação dos serviços de saúde realizados pelo Sistema Único de Saúde (SUS), especialmente aqueles relacionados à média e alta complexidade, ou seja, as internações, no contexto da Região Geográfica Intermediária de Rondonópolis. A pesquisa recorreu aos conceitos teóricos e metodológicos que fundamentam e balizam o estudo urbano, especificamente, aqueles ligados à rede urbana, à hierarquia urbana, à centralidade urbana e às cidades médias. Como resultado, afirma-se que a cidade de Rondonópolis vem ao longo do tempo se consolidando como um importante lócus de prestação de serviços no setor da saúde, evidenciando uma clara dependência de vários municípios no seu entorno pela busca desses serviços, sobretudo, os de médias e altas complexidades.Palavras-chave: Serviços de Saúde; Polarização; Rede Urbana; Cidade Média.ABSTRACTThis article analyzes the polarization realized by Rondonópolis city from health services events provided by the Unified Health System (SUS), especially those related to medium and high complexity, that is, hospitalizations, in the context of the Intermediate Geographic Rondonópolis Region. This research applied to the theoretical and methodological concepts that underlie and guide the urban study, specifically, those linked to the urban network, urban hierarchy, urban centrality and medium cities. As a result, it shows that Rondonópolis city has been consolidated over time as an important locus of service payment in the health sector, evidencing a clear dependence on several municipalities in its surroundings. In order to search for these services, in special, those of medium and high complexities. Geográfica Intermedia de Rondonópolis. La investigación recurrió a los conceptos teóricos y metodológicos que subyacen y guían el estudio urbano, específicamente, aquellos vinculados a la red urbana, la jerarquía urbana, la centralidad urbana y las ciudades medianas. Como resultado, se afirma que la ciudad de Rondonópolis se ha consolidado con el tiempo como un importante lugar de servicios en el sector de la salud, evidenciando una clara dependencia de varios municipios a su alrededor para la búsqueda de estos servicios, especialmente aquellos de Complejidades medias y altas.Palabras clave: Servicios de Salud; Polarización; Red Urbana; Ciudad Media.

Состояние проблемы. Проблематика городской среды заявила о себе в 1960-е годы как протест против модернистских методов урбанизма и других видов проектирования. Средовое движение не случайно тогда именовали «антипрофессиональным» - оно было направлено против устоявшихся и недейственных методов работы с городом - от исследования до управления. За прошедшие десятилетия в рамках самого средового движения и его идейных наследников наработано немало методов и приемов работы, однако они до сих не подвергались анализу как пребывающая в исторической динамике целостная совокупность инструментария, альтернативного традиционному градостроительству. Результаты. Рассмотрены особенности и проблемы анализа методологического «арсенала» средового движения и урбанистики. Методы работы с городской средой впервые структурированы по типам знания. Показана близость методов исследовательского и проектного подходов в отношении городской среды. Выводы. В ближайшее время можно ожидать появления новых синтетических знаний и частных методологий, связанных как с обострением средовой проблематики, с расширением круга средовых акторов, так и с процессом профессионализации урбанистики. Statement of the problem. The urban environment paradigm emerged in the 1960s as a protest against the modernist methods of urbanism and other types of design. It was no coincidence that the environmental movement was back then called "anti-professional" as it was directed against the established and ineffective methods of working with the city, i. e., from research to management. Over the past decades, within the framework of the environmental movement and its ideological heirs, a lot of methods and have been developed. However, they have not yet been analyzed as an integral set of tools in the historical dynamics which is an alternative to traditional urban planning. Results. The features and problems of the analysis of the methodological “arsenal” of environmental movement and urban studies are considered. The methods of working with the urban environment are first structured according to the types of knowledge. The proximity of research and design approaches in the case when the urban environment is dealt with is shown. Conclusions. In the nearest future, we can expect new synthetic knowledge and particular methodologies related to both the exacerbation of environmental problems to emerge as well as the expansion of the circle of environmental actors and the process of professionalization of urbanstics.

The aim of this book has been to evaluate the relationship between Britain’s financial sector, based in the City of London, and the social democratic economic strategy of post-war Britain. The central argument presented in the book was that changes to the City during the 1960s and 1970s undermined a number of the key post-war social democratic techniques designed to sustain and develop a modern industrial economy. Financial institutionalization weakened the state’s ability to influence investment, and the labour movement was unable successfully to integrate the institutionalized funds within a renewed social democratic economic agenda. The post-war settlement in banking came under strain in the 1960s as new banking and credit institutions developed that the state struggled to manage. This was exacerbated by the decision to introduce competition among the clearing banks in 1971, which further weakened the state’s capacity to control the provision and allocation of credit to the real economy. The resurrection of an unregulated global capital market, centred on London, overwhelmed the capacity of the state to pursue domestic-focused macroeconomic policies—a problem worsened by the concurrent collapse of the Bretton Woods international monetary system. Against this background, the fundamental social democratic assumption that national prosperity could be achieved only through industry-led growth and modernization was undermined by an effective campaign to reconceptualize Britain as a fundamentally financial and commercial nation with the City of London at its heart....

The catchment area of River das Antas (Irati, Paraná, Brazil) is of high importance both for human consumption and irrigation. Within Irati, this river passes through a rural area and through the city of Irati, crossing both poor and rich neighbourhoods. We selected three study areas downstream (a rural area, poor community, and rich neighbourhood) in which we measured turbidity, the concentration of sediments and pH during rainy days. Our results showed downstream trends of increasing turbidity and concentrations of sediments with decreasing pH. The values of turbidity and of concentration of sediments were significantly different in the rural area, while the pH values were significantly different between the three study areas. These findings highlight the effect of agricultural activities in the generation of sediments and turbidity. The—presumably expected—effects of organic urban waste from the poor neighbourhood were also detected in the pH values. We conclude that efforts should be made to ensure that land planning and training/education programmes on sustainable farming practices are undertaken by the authorities to reduce water pollution and its effects on water bodies during rainfall events, since paving streets is not a feasible option in the short term due to the high costs associated with this measure.

AbstractThis paper will explore a model of best practice, the Leverkusen Model, as well as its impact on both the city and the refugees it serves by utilising key stakeholder interviews, civil servants, non-profits, and Syrian refugees living in Leverkusen. The core argument to be presented here is that the dynamic fluidity of the Leverkusen Model, where three bodies (government, Caritas, and the Refugee Council) collaborate to manage the governance responsibilities, allows for more expedited refugee integration into society. This paper utilises an analytical model of multi-level governance to demonstrate its functional processes and show why it can be considered a model of best practice. Started in 2002, the Leverkusen Model of refugee housing has not only saved the city thousands of euros per year in costs associated with refugee housing, but has aided in the cultivation of a very direct, fluid connection between government, civil society, and the refugees themselves. Leverkusen employs a different and novel governance structure of housing for refugees: with direct consultations with Caritas, the largest non-profit in Germany, as well as others, refugees who arrive in Leverkusen are allowed to search for private, decentralised housing from the moment they arrive, regardless of protection status granted by the German government. This paper fills a gap in the existing literature by addressing the adaptation of multi-level governance and collaborative governance in local refugee housing and integration management.

AbstractIn November 1966 composer and improviser Bill Dixon recorded a seventeen-minute-long “voice letter” to jazz writer Frank Kofsky. This letter may be analyzed as a critical intervention by Dixon, an attempt to change the context of interpretation around improvised music. But the voice letter may also be heard and analyzed as a kind of performance. As Dixon speaks, one can hear the rumbling and roar of the city as well as the staccato sounds of car and truck horns unfolding in dynamic counterpoint to his words. In this essay, I put the voice letter into dialogue with Dixon's personal history, his writings and interview statements, and some of his contemporaneous musical and multi-generic projects, especially his collaboration with dancer and choreographer Judith Dunn. I show how the letter maps Dixon's and Dunn's positions within a geography of intellectual circles, experimental artistic communities, and low-wage employment networks. By extension, I examine how the voice letter, as critical intervention and performance, points us to a nuanced understanding of black experimental music of the 1960s as a socially inflected, self-conscious and, ultimately, serious engagement with various modes of artistic production and thought, carried out under conditions of both precarity and inspiration.
