The countries-members of Eurasian economic society developed legislative base of implementation of health risks evaluation. In the Russian Federation the law on sanitary epidemiological well-being includes no requirements concerning evaluation of risk while criteria of acceptable health risks are formulated and stated in guidance and methodical documents of Rospotrebnadzor. At the same time, absence of concepts of risk and risk evaluation in the law on sanitary epidemiological well-being of population results in serious legal difficulties in case of application of results of risk evaluation and management decision making on their basis. The analysis of countries-members of Eurasian economic union permitted to develop proposals concerning introduction of alterations and additions in the law on sanitary epidemiological well-being ofpopulation of Russia for assigning evaluation of risks ofpopulation health in legislation of the Russian Federation.

The demographic situation and the level of socio-economic development of the Russian Federation require new consolidated solutions that can ensure the dynamic socio-economic development of the country, ensure an increase in the quality of life of the population, its well-being, and, as a result, improve the demographic situation. One of the key decisions on budget consolidation is the national projects adopted by the decree of the President of the Russian Federation dated May 7, 2018 for the period up to 2024. National projects are developed in three areas: “Human capital”, “Comfortable living environment” and “Economic growth”. Achieving the targets and additional indicators that are defined in the passports of national projects is a key aspect of the implementation of national projects. The passports refer to improving the network of health facilities (FAP and outpatient clinics), educational facilities (schools), the network of educational institutions, projects for creating a comfortable urban environment, etc. To date, Russia does not have a monitoring system based on intellectual and innovative technologies that allows a comprehensive approach to the stages of implementation of national projects, to assess the effects (including changes in the socio-demographic situation) that the implementation of projects should provoke. Such technologies include geo-information systems and modern cartography. Based on international experience in creating various monitoring systems, as well as personal experience in organizing geo-information systems for monitoring ethno-demographic and migration processes, and territorial planning, the authors propose the concept of mapping and geo-information support for national projects, which is presented in the form of “GIS-national projects”. According to the idea, this GIS will improve the quality of management decision-making at all large-scale levels (country, subject, municipal district, locality), and will make it possible to understand the effects of the implementation of national projects.

The article considers various aspects of guardianship. As foster families often face psychological and educational problems when bringing up foster children and need appropriate assistance, proper research appears to be relevant. The authors analyzed the number of orphaned children using the data of the annual abstract of statistics of the Russian Federation. The forecast of a change in the number of orphaned children in the Russian Federation in general and in Siberian Federal District in particular is given. Although there is positive dynamics of finding families for orphaned children, their number still tends to be growing according to both the pessimistic and the optimistic forecast. The objective of this article is to build a cognitive model and to carry out a simulation experiment to reveal the most significant influencing factors.

The article studies such an important structural element of the customs regulation within the Union, as customs payments. It considers statistics on collection of customs duties separately for each member country of the Union. Analyzes the regulatory framework(with an emphasis on customs and tax law of the Russian Federation) , which regulates both the national aspects of customs duties and supranational, which forms the law of the Eurasian Economic Union. Parallels are drawn between the national acts of each member country in terms of taxation and the mechanism of customs duties collection.

In Russia, the reform of the regulatory guillotine is being implemented in the field of control and supervisory activity. It should result in a new regulatory system formed according to the principles specified in the key federal laws: «On state control (supervision) and municipal control in the Russian Federation» (Law on Control) and «On mandatory requirements in the Russian Federation» (Law on Mandatory Requirements) adopted in August 2020. In the field of industrial safety, this process was launched by the Decree of the Government of the Russian Federation № 1192, which will come into force on January 1, 2021. The main provisions are discussed in the article, which are related to the Law on Control and the Law on Mandatory Requirements. The Law on Control establishes the priority of preventive measures aimed at reducing the risk of causing harm in relation to the control activities, the grounds for carrying out control (supervisory) activities, the types of these activities in the forms of interaction with the controlled person and without such, the procedure for presentation of the results of control (supervisory) activity. The Law on Mandatory Requirements establishes that the provisions of regulatory legal acts should enter into force either from March 1 or September 1, but not earlier than 90 days after their official publication, and their validity period should not exceed 6 years. The drafts of regulatory legal acts developed by the federal executive bodies are subject to regulatory impact assessment. With a view to ensuring systematization of mandatory require ments, their register is kept. The federal executive body prepares a report on the achievement of the goals of mandatory requirements introduction. By January 1, 2021, 10 resolutions of the Government of the Russian Federation, 48 federal norms and rules in the field of industrial safety and 9 other regulatory legal acts of Rostechnadzor should be adopted. The drafts of all the documents are already prepared, some of the acts are completing the process of discussion and approval.

Subject. This article considers the system of strategic planning documents as a scientific and practical basis for achieving the goal of improving the well-being of the population by increasing investment activity and the competitiveness of the regional economy. Objectives. The article aims to explore the possibilities and features of the application of marketing technologies in the effective management of the development of the Russian Federation constituent entities. Methods. For the study, we used the methods of general scientific and statistical research, content analysis, and data visualization techniques. Results. The article presents a brief analytical overview of strategic planning documents and analysis of the possibilities of using modern marketing tools. The article also highlights the use of marketing to improve the competitiveness of a particular area, taking into account the experience of leader regions. Conclusions. Modern strategic documents regulating the development of regions have some contradictions in terms of the characteristics of the state of the Russian Federation subjects concerning various indicators of development. The problems and practicalities of addressing them need to be more clearly identified. The results of the study can be used by regional and municipal authorities to develop plans to improve the strategic management of the areas' development.
