The demographic situation and the level of socio-economic development of the Russian Federation require new consolidated solutions that can ensure the dynamic socio-economic development of the country, ensure an increase in the quality of life of the population, its well-being, and, as a result, improve the demographic situation. One of the key decisions on budget consolidation is the national projects adopted by the decree of the President of the Russian Federation dated May 7, 2018 for the period up to 2024. National projects are developed in three areas: “Human capital”, “Comfortable living environment” and “Economic growth”. Achieving the targets and additional indicators that are defined in the passports of national projects is a key aspect of the implementation of national projects. The passports refer to improving the network of health facilities (FAP and outpatient clinics), educational facilities (schools), the network of educational institutions, projects for creating a comfortable urban environment, etc. To date, Russia does not have a monitoring system based on intellectual and innovative technologies that allows a comprehensive approach to the stages of implementation of national projects, to assess the effects (including changes in the socio-demographic situation) that the implementation of projects should provoke. Such technologies include geo-information systems and modern cartography. Based on international experience in creating various monitoring systems, as well as personal experience in organizing geo-information systems for monitoring ethno-demographic and migration processes, and territorial planning, the authors propose the concept of mapping and geo-information support for national projects, which is presented in the form of “GIS-national projects”. According to the idea, this GIS will improve the quality of management decision-making at all large-scale levels (country, subject, municipal district, locality), and will make it possible to understand the effects of the implementation of national projects.

The relevance of an independent assessment of the quality of the conditions for the delivery of services (IAQ) as a tool for assessing the state of the social sphere is determined by the ability to use it to identify the expectations of a modern consumer, his needs, to detail shortcomings in the delivery of services and develop measures to eliminate them. Independent assessment acts as a form of public control, contributing to the development of civil society, allowing to eliminate problems and improve the system of providing services in the social sphere. The aim of the study is to consider the potential of using IAQ in solving problems of public administration. The research methods used in the work serve as a significant empirical base based on the results of monitoring studies of the implementation of IAQ in the regions of the Russian Federation based on surveys of government representatives and citizens who receive services, as well as on the basis of information provided on the official website for posting information about state (municipal) institutions bus.gov.ru, and have a formal and logical component in terms of conducting a comparative analysis of regulatory sources, using analytical methods of functional and statistical analysis. The choice of research tools was determined by the presence in the current database of the functioning of the IAQ from the moment of its creation in 2013 to the present. The analysis of the results of an independent quality assessment made it possible to identify key shortcomings in the social sphere, the structure of problems that are most often found in the regions and their relationship with the main directions of socio-economic development of the constituent entities of the Russian Federation. According to the results of the study, the hypothesis was confirmed that the incorporation of an independent assessment into the system of executive authorities, which allows to quickly obtain objective data on the state of the social sphere, makes it possible to put its results into practice aiming to analyze the achievement of national goals and ensuring the socio-economic development of Russia. The use of the results of the IAQ to increase the validity and efficiency of management decisions to improve the activities of public organizations for officials of state authorities of the constituent entities of the Russian Federation and representatives of public organizations responsible for their development, allows for a comprehensive impact on improving the quality of life of the population.

The article is devoted to the design idea the concept of the universal project of socio-economic development of small urban settlement on the example of single-industry towns of the South of Russia, and highlighted relevant data problems of urban agglomerations, the ways of contributing to the solution, as the demographic situation and migration of the working population, creation of new jobs through attracting investors and foreign workers to solve problems such areas having a similar nature and roots throughout the territory of the Russian Federation. The work is a strategic vector of the concept for the socio-economic development of economically unprofitable territories of the Russian Federation based on the use of the TRIZ system operator. The concept of the project allows us to demonstrate the way of possible transformation of the economy of economically unprofitable regions. The paper formulates the goal of socio-economic development for a small urban settlement, forms the ways of strategic transformation, analyzes the current situation, identifies the main problems and suggests a possible vector for the development of the territory based on the development of production, infrastructure, the quality of the urban environment and the use of the climatic and cultural features of the region.

Introduction. Improving the quality of the population is an important task for socio-economic development of the Russian Federation as a whole, as well as for its individual regions. Improvements in quality characteristics of the population can only be achieved by raising the quality and standard of living. The aim of this study is to identify the dependence of the quality of the population on the level of socio-economic development in a region and on the solution of socio-demographic problems (taking the Penza Region as an example). Materials and Methods. An analysis of statistical data from the Federal State Statistics Service for the Russian Federation and the Penza Region for 2005‒2018 was carried out. The methods of systems approach, comparative and demographic analysis, generalization, and statistical analysis were used to study the quality of population at the regional level. Results. Based on the analysis of primary statistical data, a high level of dependence of the quality of population of the Penza Region on demographic and socio-economic indicators of the region’s development has been identified and substantiated. The quality of the population of the Penza Region has been compared with other regions of Russia at the current stage and over time. The changes in the quality of population have revealed positive trends: an increase in the overall birth rate, reduction in the overall mortality rate, increasing natural growth rate of the population and life expectancy, growth of educational level of the population. At the same time, the natural growth rate of the population of the Penza Region has been much lower than the average level in Russia and below the indicators in the majority of constituent entities of the Volga Federal District, which is the most acute problem. Discussion and Conclusion. To date, the quality of the population of the Penza Region is a consequence of the increase in the level and quality of life in the region over the past 15 years, but in many respects it remains below the average Russian level. The results of this study can be used by the government of the Penza Region and other constituent entities of the Russian Federation when making decisions in the field of demographic and socio-economic policies.

To date, the Russian Federation has created and is actively developing a system of strategic planning of socio-economic development, including subjects, objects, strategic documents, tools, regulatory and methodological framework, as well as a number of other elements. Despite the institutional formation, there are still quite a few problems in this system, especially at the regional level. The subjects of the Russian Federation have strategic documents at their level, the purpose of which is the socio-economic development of the region. Despite this, the quality of strategic documents is not always at a high level. First of all, the quality of strategic documents is influenced by a set of tools that allow you to achieve your goals and objectives. Within the framework of this study, a method of correlation and regression analysis is proposed in the system of strategic planning tools at the stage of determining priority areas.

The territory of the Arctic is of interest from the point of view of the strategic development of the economy. However, the industrialization of the Arctic zone is accompanied by both a positive and a negative influence on the country’s socio-economic development. An analytical review of the research which has been published previously allows us to discuss the issue of sustainable development in the Arctic through the prism of the theory of externalities. Considering this, the paper examines some relevant issues from the standpoints of the concept of sustainable development and scientific and technological progress. Against the background of the identified problems, the purpose of the research is to clarify management decisions in the field of internalization of the externalities of economic development of the Russian Arctic zone. As research methods, the authors have applied comparative analysis, dynamic analysis, the coefficient method, correlational analysis and cluster analysis. An analytical review of scientific works, research tooling and a statistical database concerning the development of the Russian Arctic zone provided the following scientific results: the category of “externalities” in the context of industrialization of the Arctic zone’s territories and their systematization in a number of areas (environmental, innovation, investment, infrastructure, social, etc.) has been clarified; some trends in the degree of neutralization of negative environmental externalities in terms of environmental problems (pollution capture, waste disposal, recycling and wastewater treatment) have been identified; the dynamics of investment per unit of environmental pollution in the context of environmental approaches have been elucidated; the efficiency of investments in environmental preservation measures in the territories of the Russian Arctic zone have been evaluated; positive innovative externality from the investment of own funds in the fixed capital of enterprises have been revealed; the typology of the subjects of the Russian Federation that form part of the Arctic zone, according to the criteria of the intensity of costs for neutralization of negative externalities (territories with high, moderate and low intensity of costs) have been suggested; and a package of measures in order to manage the external effects of economic development of the Arctic zone of the Russian Federation in the context of sustainable development has been proposed. The practical significance of the results obtained lies in the possibility of taking all of them into account in the implementation of the state program “Socio-economic development of the Arctic zone of the Russian Federation”, contributing to the qualitative development of the territories of the Russian Arctic and improving the well-being of the population of the corresponding constituent entities of the Russian Federation.

The article examines the main strategic documents of the Russian Federation: national projects, state programs aimed at reducing the level of interregional differences in regions. The assessment of the positions of the regions of Russia in the rating by the quality of life is carried out. Conclusions are made about the effectiveness of the implementation of state programs in areas related to balanced regional development and quality of life. The main shortcomings of the strategy of spatial development of the Russian Federation are revealed and the necessity of using additional tools aimed at reducing the lag in the rates of socio–economic development for a number of regions is substantiated.

На практике данная модель реализуется в единственном, полностью представленном островами регионе - Сахалинская область. Успешность развития островной системы регионального хозяйства определяется широким спектром факторов, но базовым, по заключению авторов, является прогрессивная структурная трансформация экономики. Данная статья посвящена обоснованию императивно предопределенных факторов такой трансформации с обоснованием причинно-следственных связей и взаимосвязей The priorities of the development of the Russian Federation for the period up to 2030 continue to be-increasing the number and quality of life of the population, creating comfortable conditions for their living and revealing the talent of each individual person, and the model of advanced socio-economic development is increasingly considered as a conceptual model of strategic management in the direction of a given vector. In practice, this model is implemented in the only region fully represented by islands - the Sakhalin Region. The success of the development of the island system of regional economy is determined by a wide range of factors, but the basic one, according to the authors, is the progressive structural transformation of the economy. Purpose of research.The work is devoted to the study of socio-economic differentiation in Russia and its impact on the financial situation of the population, its subjective perception, as well as on the psychosocial well-being of individuals. To achieve this goal, the following tasks are to be solved: clustering of regions of the Russian Federation, based on socio-economic indexes; studying the interrelation between the level of socio-economic development of the region and the financial situation of residents; studying the interrelation between the level of socio-economic development of the region and the subjective perception by individuals of their financial situation; studying the interrelation between the level of socio-economic development of the region and the psychosocial well-being of individuals.Materials and methods.The information base of the study includes: regional data, published by the State Committee on Statistics in the digest “Russian Federation Regions”, household survey data “Russian monitoring of the economic situation and health of the population HSE” (RLMS-HSE). Russia Longitudinal Monitoring Survey of Higher School of Economics is a representative socio-economic survey of Russian households, in which the content structure of the used questionnaires meets the standard, adopted in the world practice.The study uses the following methods: cluster analysis (k-means method), statistical groupings, Kruskal-Wallis and Mann-Whitney statistical tests.Results. The study showed that:– the Russian Federation regions are very heterogeneous in terms of socio-economic development – specific indicators for the regions may differ significantly. It should be taken into account in the study of any social and economic problems, including the problems of income inequality;– Russian regions can be divided into four clusters. Analysis of the petal diagram of clusters made it possible to reveal their features and give them generalized characteristics. The first cluster includes regions with very high investment, fixed assets and GRP per capita. The second cluster includes regions with an average level of development. The third cluster includes regions with a high level of development. The fourth cluster includes depressive regions;– There is a clear correlation between the level of socio-economic development of the region of residence and the objective financial situation of residents: the incomes of respondents, living in the leading regions are significantly higher than the incomes of respondents of other clusters; the incomes of respondents, living in depressed regions are lower than the incomes of respondents of other clusters;– Individuals’ perception of their financial situation and their concerns are practically the same in all clusters and do not correlate with the level of socio-economic development of the region of residence;– The level of economic development of the region of residence does not have a significant direct impact on psychosocial well-being – individuals from different clusters feel almost equally satisfied with life and almost equally happy.
