Subject. This article considers the system of strategic planning documents as a scientific and practical basis for achieving the goal of improving the well-being of the population by increasing investment activity and the competitiveness of the regional economy. Objectives. The article aims to explore the possibilities and features of the application of marketing technologies in the effective management of the development of the Russian Federation constituent entities. Methods. For the study, we used the methods of general scientific and statistical research, content analysis, and data visualization techniques. Results. The article presents a brief analytical overview of strategic planning documents and analysis of the possibilities of using modern marketing tools. The article also highlights the use of marketing to improve the competitiveness of a particular area, taking into account the experience of leader regions. Conclusions. Modern strategic documents regulating the development of regions have some contradictions in terms of the characteristics of the state of the Russian Federation subjects concerning various indicators of development. The problems and practicalities of addressing them need to be more clearly identified. The results of the study can be used by regional and municipal authorities to develop plans to improve the strategic management of the areas' development.

The purpose of the article is consider in research of statistical methodology for studying regions of the Russian Federation in terms of investment attractiveness. The world practice shows that investment growth ensure the economy growth both at national level and regional level. The maxim is proved by the experience of most countries which have committed in the past decade a sharp spurt in its economic development. This realization has led to the fact that both developed and emerging economies try to attract investment in the economy on a national and regional scale and it is considered as one of the priorities of economic policy In the context of geopolitical instability, deteriorating economic conditions, the weakening of the Russian Federation in the global market need to pay more attention to the investment policy and the attractiveness of the regions. Investment activity and attractiveness of territories today – a reserve of development and real way to achieve strategic objectives. An important factor in the development of regions is their investment  attractiveness. Meanwhile, at present there is no method of statistical research of investment attractiveness adapted to regional features. Regions of the Russian Federation have significant differences in investment attractiveness by various factors. The article analyzes factors which influence the inflow of investments in the regions of Russia and identifies groups of regions with similar characteristics of investment attractiveness. Materials and methods. The methods of evaluation of investment attractiveness of territories (regions and cities) are discussed. The reasons for the investment is proposed to be assessed by the production potential of the regional economy, the domestic market of the region, sectoral types of economy (agriculture, extraction of natural resources), and the infrastructure of the region. The methodological basis of the study consists of works on regional statistics, mathematical modeling, and econometrics. Graphic and tabular methods of visualization of research results, statistical methods of analysis of economic phenomena were used. To solve the tasks of the study, application packages SPSS, Statistica were used. Results. This paper provides an analysis of Russia’s investment attractiveness and demonstrates current investment situation in the country. In conclusion, this report addresses key challenges of attracting investment in Russia, clarified the essence of investment attractiveness as an object of statistical research; revealed features of the regions; recommendations on the formation of a system of statistical indicators characterizing the investment attractiveness of the region; identified groups of regions with similar characteristics of investment attractiveness. Conclusion. The article discusses differentiation of Russian regions in their investment activity, analyses the factors led to this differentiation. The heterogeneity of investment space in Russia is one of the features of its economy. High investment attractiveness is a key factor in improving the competitiveness of the country, a significant and sustained financial growth. Identification of regions with similar characteristics of investment attractiveness allows us to develop management solutions adapted to regional characteristics.

The article analyzes efficiency of management by objectives planning in supporting sanitary epidemiological well-being of population and defense of rights of consumers in the subject of the Russian Federation. Within the framework of this analysis a characteristic is given concerning supporting sanitary epidemiological well-being of population and defense of rights of consumers according sectoral target programs in the subject of the Russian Federation. The results of analysis of social economic efficiency of management by objectives are presented. The sociological survey is implemented concerning issues of quality and accessibility of public services provided by Rospotrebnadzor and effective management of sanitary epidemiological well-being of population. The originally elaborated technique of evaluation of efficiency of management by objectives is presented within the framework of achieving strategic targets of Rospotrebnadzor in the subject of the Russian Federation.

The scientific article is dedicated to the study of existing regulatory and legal barriers that prevent the digitalization of the regional economy. The relevance of this study is determined by the need to create a favorable legal environment for the digitalization project development. In addition, the significance of the research topic is determined by the possible occurrence of national state interests’ threats. The general scientific research methods were used when writing the article, such as the analysis of normative legal acts, the study and generalization of information, classification. The article contains a conclusion about the current normative project activity trends of regional economy digitalization in the Russian Federation. By the end of 2019, less than half of the Russian Federation’s regions have developed economy digitalization programs. This fact is based on the lack of understanding of economy transformation concept among the authorities. Moreover, this situation is caused by the imperfectness of the methodological base. The article also identifies the “weak spots” of the domestic industry legislation that hinder the “digital economy” development and lead to the occurrence of threat to national state interests. Particular importance in the context of ensuring the national interests of the Russian Federation have legislative gaps on the use of citizens’ personal data as well as the information constituting state, banking, and medical secrets. The conducted research will allow participants of strategic planning at all levels of administration and subjects of law-making in the Russian Federation to form draft normative legal acts containing necessary provisions for the effective economy transformation in the context of digitalization.

Предложен механизм модернизации организационных основ стратегического планирования устойчивого развития региона в Российской Федерации. Авторами обозначены проблемы развития региональной экономики на современном этапе. Определены приоритеты и перспективы модернизации организационных механизмов стратегического планирования устойчивого развития региона. Также авторы предложили основные принципы совершенствования организационных механизмов стратегического планирования устойчивого развития региона. In the article, the authors consider in detail and characterize the basics of strategic planning for the sustainable development of the region. Certain conditions and factors that shape the dynamics of the regional economy development at the present stage are identified. A mechanism for modernizing the organizational foundations of strategic planning for the sustainable development of the region in the Russian Federation is proposed. The authors identify the problems of the development of the regional economy at the present stage. Priorities and prospects of modernization of organizational mechanisms of strategic planning of sustainable development of the region are defined. The authors also proposed the main principles for improving the organizational mechanisms of strategic planning for the sustainable development of the region.

The subject. The implementation of external municipal financial control cannot be called fully competent in Russia. Many practical problems are currently being addressed mainly through the transfer of powers to implement external financial control to a higher level. Amendment to Art. 131–133 of the Russian Federation's Constitution in terms of clarifying the powers of local self-government and incorporating it into public authority, predetermines subsequent amendments to the legislation on local self-government, which can be aimed, among other things, at improving the system of external municipal financial control. The aim of the article is to confirm or disprove the following hypothesis. The reform of public authority will lead to a change in the system of external municipal financial control. Therefore it is possible to propose ways to improve the activities of municipal auditing and accounting authorities on the basis of constitutional novels and the analysis of the existing problems of implementing external municipal financial control. The methodology. The authors apply general scientific methods of comparative, logical and statistical research. The study is based on the analysis of academic literature, statistical data about the practice of the auditing and accounting bodies of municipalities. Russian judicial practice is also analyzed. The main results, scope of application. The organization of a modern system of external municipal financial control shows that it actually works only at the level of urban districts and municipal regions, and that is not always effective. Municipal control and accounting bodies are not created in settlements and the authority to exercise external financial control is transferred either to the level of the municipal district or to the level of the region of the Russian Federation. Conclusion. The municipal auditing and accounting body should retain the authority to exercise control without transferring it to the level of the constituent entity of the Russian Federation. However, at the same time, its role should be strengthened by increasing its status (for example, fixing at the federal level the criteria for the number of employees of the control and accounting body, financial support guarantees).

Aim. The presented study aims to substantiate the content of the problem of improving the strategic planning of production and implementation of cloud software products (CSPs).Tasks. The author analyzes the demand for cloud software products from the strategic perspective; analyzes the theoretical foundations of strategic planning; substantiates major enterprise goals in the development of SCPs in accordance with the goals and objectives of the national projects of the Russian Federation and the needs of user enterprises; classifies informatization enterprises engaged in the development of SCPs, making it possible to conduct a comparative audit of enterprises engaged in SCP development; develops the concept of strategic planning for informatization enterprises engaged in the development and implementation of SCPs.Methods. This study uses strategic planning tools, statistical analysis of the development of digitalization enterprises based on cloud software products, the systems approach, theory of the efficiency of strategic planning of SCP development and implementation, theory of emergence in the assessment of the activities of an interconnected chain of cloud digitalization enterprises, mechanisms for coordinating economic interests based on the theory of collective decision-making.Results. The pace of cloud digitalization of the Russian economy is insufficient and requires scientific, methodological, and government support. Well-known theoretical and methodological studies of strategic planning do not make allowance for the specific aspects of the activities of enterprises engaged in the production and implementation of SCPs and need to be further developed in this direction. The existing classification of SCPs does not fully meet the objectives of the national projects of the Russian Federation and the requirements of user enterprises. Enterprises engaged in the development and implementation of SCPs are classified to enable audit of the quality of their activities. The author proposes an original concept of improving the strategic planning of enterprises engaged in the development and implementation of SCPs.Conclusions. Resolving the issues identified by the author is an important national economic objective for improving the strategic planning of the activities of informatization enterprises engaged in the development and implementation of SCPs. Solving this problem is key to increasing the economic efficiency of both informatization enterprises and SCP user enterprises in the context of cloud information systems, improving the efficiency of digitalization of the country’s economy as a whole.

The relevance of the publication topic is argued by the need for an in-depth study of the globalization process, which is global financial, political and cultural integration, unification, the global division of labour, the planetary migration of capital, human and productive resources, standardization of legislation, and interference of cultures of the world community. The theoretical and practical goals of the publication are to study causal algorithms for the formation of a negative scientific and production balance of the Russian Federation and an increase in disproportions between the import and export of high-tech products, as well as a comparative description of global development as a symbiosis of contradictory trends in the subordination of the world economy to the interests of transnational capital. The theoretical and methodological basis of the publication was the scientific works of domestic and foreign scientists studying the globalization of the industrial economy due to the intensification of international scientific and technological competition and the expansion of the innovation market, deepening of specialization and division of labour, and the increase in the risks of producing high-tech products at the national and world levels. Scientific novelty lies in the authors’ interpretation of such socio-economic advantages of globalization as economies of scale, stimulation of labour productivity, rationalization of production at the interstate level and the spread of innovative technologies, cost reduction, price regression, achieving sustainable growth in the well-being of society, on the basis of which the development is confirmed global industrial economy on a research basis characterized by such attributes interdependence, asymmetry, regionalization and diversification, regression efficiency, inclusiveness, resource and raw material demarcation, a high degree of uncertainty and of the economic risk. The practical significance of the results obtained is determined by an in-depth analysis of the American (based on differentiation of labor and specialization of personnel, demarcation of labor duties, concentration of scientific and production efforts on a purely economic result) and Eurasian (characterized by mobility and compactness of production processes, saving transaction costs, adaptability to market conditions and availability of labour-tolerant staff) strategies for innovative development of industrial economics. Based on a critical rethinking of the American and Eurasian strategies, proposals and recommendations are formulated on the formation of the scientific and technical policy of the Russian Federation

In 2019 The Ministry of Health of the Russian Federation together with experts of the National Research Center of Therapy and Preventive Medicine of the Ministry of Health of the Russian Federation has developed programs to strengthen the health of employees, which include behavioral medicine practices aimed at changing lifestyle and correcting risk factors. Scientific evidence shows the effectiveness of such programs, and new components of programs aimed at improving the well-being of employees can increase the effectiveness of preventive measures. In this article, we will review the domestic and international experience of using comprehensive health and well-being promotion programs to improve the health of employees in Russia.
