Disability of the elderly age group of the population is the most important problem of public health and social services of all developed countries over the world without exception. In the Russian Federation, this age segment is characterized by the gain, reflecting the global process of population aging. The aim of the study was to analyze the nosological structure of the primary and secondary disability in elderly people in comparison with the main age categories of the adult population in the Russian Federation and the evaluation of rehabilitation / rehabilitation activities for disabled people. The volume of the study was 34,840,933 people aged of from 18 years and over, recognized as disabled, including the disabled elderly - 12,971,062. The subject of a special study was the nature of functional disorders, the degree of the disability, the nosological spectrum of causes of the disability of elderly people and the effectiveness of implemented measures of medical and social rehabilitation (rehabilitation and expert characterization). The study was selective, the sample size account of 370 people. The results of the research demonstrate the nosological structure of the pathology, the associated types of impairments and the nature of the disability to determine the severity of the disability in elderly people, the complexity of the formation and implementation of individual programs for the rehabilitation and rehabilitation of disabled people (IPRA). The improvement of the quality of life and integrating disabled people into the society has been and remains a difficult task for rehabilitation and habilitation activities. Rehabilitation and provision of technical means of rehabilitation, to a lesser extent - social and professional rehabilitation are the most feasible for the implementation.

The article presents the results of the analysis of the long-term dynamics of indicators of primary disability due to malignant neoplasms of the adult population in the Russian Federation. The study volume was 1919677 people aged 18 years and older. An increase in the share of newly recognized disabled people (VPI) in the structure of the total number of VPI as a result of all diseases from 17.6% in 2008 to 32.4% in 2017 (an average of 24.2% per year) was found. In the structure of the primary disability due to ZNO, elderly and middle age IDDs prevail. The level of primary disability among the middle-aged population is decreasing, while among the young and elderly age segments, is increasing. The structure of primary disability due to ZNO by severity is characterized by the predominance of VPI II and I groups of disability with a lower proportion of VPI III group. It has been established that in the Russian Federation there is a regional differentiation of subjects according to the level of disability due to EIT, which allows us to identify regions with an unfavorable situation and the need to optimize measures for primary and secondary medical and social prevention and rehabilitation.

The article analyzes the current regulatory and legal framework for the organization of social services for the elderly and disabled in social service institutions on the territory of the Russian Federation. The article reflects the shortcomings of legal documents regarding the organization of work of such institutions to improve the quality and accessibility of social care for patients receiving social services in social service organizations. The assessment of staffing standards is given.

The relevance of the development of developing experience and methodological support of the constituent entities of the Russian Federation. To organize activities to provide activities aimed at the development of the direction, the experience of St. Petersburg, as a subject of the leader in the Russian Federation in the development of technologies for accompanied accommodation, was studied and analyzed. The study was conducted on the basis of the results of the annual monitoring study of materials submitted by the executive authorities of 85 constituent entities of the Russian Federation on the organization of technologies for accompanied accommodation.As a result of the study, the main activities in the development of this direction in St. Petersburg were identified: expanding the regional list of social services provided by social service providers; assigning disabled people of working age with intellectual disabilities to a separate social group; developing recommended individual social service programs, including: for disabled people of working age with intellectual disabilities when living in social apartments, development of industry-specific technological regulations for the provision of measures to support disabled people, creation of equal opportunities to enter the social services market for both state and non-state social service organizations, implementation of infrastructure measures, identification of financial sources, etc. The use by the constituent entities of the Russian Federation of recommendations on reforming the regional regulatory legal framework and the implementation of key events will allow introducing the best practices of St. Petersburg in organizing various forms of accompanied residence.

The article presents the results of a study of the dynamics of recurrent disability due to malignant neoplasms (ZNO) of the adult population in the Chechen Republic for the period 2008-2017. in comparison with the figures for the Russian Federation. In the Russian Federation, the dynamics of re-disability of the adult population due to the ZNO in the period 2008-2017 was characterized by an increase in the number of repeatedly recognized disabled (PPI), the level of which increased from 19.9 to 27.0 per 10 thousand people. Compared to 2008 (taken as 100%), the indicator of visibility of PPI was 135%. In the PPI contingent, the elderly prevailed with a negative trend of growth in their numbers. The proportion of young and middle-aged PPI decreased. In the Chechen Republic, the epidemiological picture of the disability of the adult population due to the ZNO was characterized by different dynamics. The number of PPI due to ZNO in the country decreased. Compared to 2008 (taken as 100%), the visibility index of the PPI was 57.0%; In the structure of recurrent disability due to ZNO, middle-aged and old-aged PPI prevailed, however, their proportion declined. There is a negative growth trend in the proportion of young people.

The authorities that implement the policy in the field of physical culture and sports, which were studied in the subjects of the Russian Federation selected for the survey, should also manage the motivation of the population to engage in physical culture and sports, and the information content of sites on physical culture and sports as the governments of certain subjects of the Russian Federation has been analyzed, and their municipalities. When discussing the impact of propaganda on the population, recommendations were proposed to increase the motivation of the population to engage in physical culture and sports.

A retrospective statistical analysis of primary, repeated and General disability of the adult population in Moscow and in the Russian Federation was carried out. The observation period 20112017. Scope of the study: 31 373 disabled people (primary 11 069 and repeated 20 304), recognized as disabled due to hypertension during examination in the BMSE. The analysis of the dynamics of disability due to all classes of diseases in the Russian Federation is carried out. The total population was 324 832 people (90 808 primary and 234 024 repeated), who were recognized as disabled due to hypertension during examination in the BMSE. The observation period 20112017. The features of clinical and functional disorders and limitations of life activity in disabled people due to essential arterial hypertension (hypertension) were studied. A sample study was conducted in a cohort of disabled people (271 people due to hypertension).

The paper investigates the geographical features of demographic ageing using the age of retirement as the main definition for the old age boundary. The study is based on demographic statistics of Rosstat and the UN Population Division. The possible interdependence between population ageing and the implementation of social policies in the field of pension regulation is studied. The hypothesis about the relationship between low levels and a high pace of population ageing for countries of the world and regions of the Russian Federation was tested. A cartographic and statistical analysis of spatial data at the level of regions and municipalities made it possible to identify and describe the main geographical factors of population ageing differentiation. The ‘ethnic’ subjects of the Russian Federation, as well as the Northern regions of new development (autonomous okrugs), where a minimum proportion of the elderly of retirement age is observed, are growing older the most rapidly. At the same time, the echo of social сrises that took place during the 20th century still plays a significant part in the pace of ageing. However, over the course of this century its influence will increasingly weaken. At the local level, ethnic and rural-urban differentiation is becoming a less significant factor of population ageing in comparison with migration: the working-age population continues to concentrate in the largest urbanised areas. The main territories of the “young” population concentration are the administrative centres of Russia’s regions and areas with a high proportion of non-Russian ethnic groups with a high total fertility rate (TFR), as well as some other ‘azonic’ municipalities.

The analysis of primary disability as a result of diseases of the urinary system with the outcome of chronic kidney disease among the adult population of Moscow, the Central Federal District and the Russian Federation for the period 2015-2019 has revealed that the extensive indicators for the number of certified as disabled for the first time in Moscow is comparable in terms of primary disability in the Central Federal District and are lower than in the Russian Federation. Intensive indicators in Moscow are lower than in the Central Federal District and the Russian Federation. Extensive and intensive indicators of primary disability in Moscow, the Central Federal District, and the Russian Federation tended to increase. The age structure of the certified as disabled for the first time contingent as a result of diseases of the urinary system in Moscow, the Central Federal District and the Russian Federation do not differ significantly in values and dynamics among young and middle-aged population. The predominance of persons of retirement age was revealed with a tendency to increase their level. The severity of disability was dominated by I group of disabled people with a tendency to increase their specific weight. The second place was taken by disabled people of III group with a tendency to increase their share and a stable level of disability.

The article is devoted to considering the specifics of taking into account the elderly age of the victim of the crime when sentencing. The author has analysed a number of crimes in which older persons were victims of violence, deception or other criminal manifestations. As a result of the study, a change was proposed to article 63 of the Criminal Code of the Russian Federation, aimed at increasing the effectiveness of criminal legislation in achieving the goals of protecting older people.
