Neorealism gives us clues to how States -the main actor in international relations- interact with each other, and being their main mission their own survival, develops specific strategies to ensure it, the reasons for choosing between them, and the actions that they ensure the end goal. It will be within this theoretical framework that an attempt will be made to revisit the special relationship between Russia and China. Once ideological partners, other adversaries as heads of the two largest power structures under the umbrella of socialism, and today, it seems that powers are increasingly close in their common aversion to American power. And yet ... This work tries to identify Russia's strategic options, framed in the paradigm of the realist school.

The Western originators of the multi-disciplinary social sciences and their successors, including most major Western social intellectuals, excluded religion as an explanation for the world and its affairs. They held that religion had no role to play in modern society or in rational elucidations for the way world politics or/and relations work. Expectedly, they also focused most of their studies on the West, where religion’s effect was least apparent and argued that its influence in the non-West was a primitive residue that would vanish with its modernization, the Muslim world in particular. Paradoxically, modernity has caused a resurgence or a revival of religion, including Islam. As an alternative approach to this Western-centric stance and while focusing on Islam, the paper argues that religion is not a thing of the past and that Islam has its visions of international relations between Muslim and non-Muslim states or abodes: peace, war, truce or treaty, and preaching (da’wah).

Deriving from José Esteban Muñoz’s foundational 1999 text Disidentifications: Queers of Color and the Performance of Politics, disidentification is a theoretical heuristic and performative practice that is an essential framework for thinking through, and living in, intersecting sites of marginality and oppression. In particular, disidentification is a heuristic that provides critical scholars with a framework for theorizing the relationships between subject formation, ideology, politics, and power while also offering people from marginalized communities a way to navigate intersecting forms of oppression and enact agency. Scholars use disidentification to refer to performances that minoritarian subjects engage in to survive within inhospitable spaces, while nevertheless working to subvert them. Thus, as both a theoretical framework and a performative practice, disidentification is an antiracist tool that can be utilized to theorize and respond to normative power structures including Communication Studies’ modes of disciplinary knowledge production. Indeed, the discipline of Communication Studies is diverse, but in spite of this, what coheres this expansive body of scholarship is an investment in understanding how communication produces, scaffolds, organizes, and potentially revises our world. Disidentification, by foregrounding identities and experiences of difference, offers Communication Studies researchers a way to consider how one’s life can be understood in relation to others, within the social structures that govern daily life, and within the ideological commitments that organize our experiences.

The study’s theoretical framework is explicated in this chapter. The chapter draws on the international relations, gender and politics, public administration, and African studies literatures to develop a framework that explains implementation at the national and street levels. It shows that an interplay of external and domestic factors shape implementation but specifies that domestic actors and conditions become more essential at the institutionalization stage. While high international pressure is sufficient for the creation of specialized mechanisms, domestic pressure and conditions become more important at the institutionalization state. Thus, low domestic pressure and unfavorable political and institutional conditions hinder implementation, even when combined with high international pressure.

Explaining changes in practices of sovereignty and the origins of new practices depends on a foregrounding of processes and relations in understanding the social world. This chapter develops a processual-relational approach to social analysis and contrasts it to the substantialism that dominates much international relations theory and that inherently limits analyses of novelty and change. The aim is to replace the conceptualization of actors, norms, and institutions as substantive things with an understanding of these entities as emerging through ongoing transactions and relations—an approach that also emphasizes the unavoidable intersubjectivity, and therefore normativity, of all action. This provides a foundation for the subsequent development of the key pragmatist concepts of habit, disruption, and deliberative innovation. Together, these concepts provide a general account of change in normative orientations and the emergence of novelty and help explain the historic change in the practices of sovereignty. I accompany this theoretical framework with a brief overview of the empirics.

Neste artigo, visa-se apresentar e analisar a experiência de cinco anos do Programa Globalizando, programa de rádio universitária produzido pelos alunos e professores do curso de Relações Internacionais da Universidade da Amazônia/PA. Este programa discute temas de Relações Internacionais e é transmitido via Rádio UNAMA FM 105.5 de Belém do Pará, bem como pela internet. Esta experiência universitária é analisada a partir do pensamento de Boaventura de Sousa Santos, em sua perspectiva sobre a Universidade à luz da teoria crítica e da epistemologia do Sul. Para tal, metodologicamente, realizou-se uma revisão bibliográfica sobre a importância da extensão universitária e a utilização de meios de comunicação. Para viabilizá-la, apresenta-se organização e experiência do Programa Globalizando e, analisa-se estas questões a partir do referencial teórico proposto. Palavras-chave: Programa Globalizando; Relações Internacionais; Extensão Universitária.ABSTRACTIn this article, the objective is to present and analyze the five years’ experience of Programa Globalizando, a university radio program produced by the students and professors from the course of the University of Amazonia / PA. What would it mean to construct a post-imperial discipline rather than a ‘post-Western’ one? ‘Post-imperial’ means addressing the ways in which colonial empires divided the world into separate realms of human capability and thought. The binary categories of Western and Eastern, or Western and non-Western, represent one such way of dividing the world according to an imperial imaginary. Rather than merely excluding, these divisions created justifications for local universalisms and power structures. Yet, many anti-Eurocentric scholars now make use of these categories in order to argue for fixed epistemic differences between Western and non-Western populations. Accordingly, I critique the imperial division of the world by drawing on the intellectual trajectories of two thinkers who struggled against empire in the 20th century: WEB Du Bois and Frantz Fanon. Du Bois and Fanon were both aware of how ethnic and cultural foundations for politics could reproduce imperial order, and, therefore, offer potential alternatives to Western/non-Western ontologies. This includes recognising that representations of difference are processual, determined by strategic necessity, and subject to incentives to represent difference within hierarchical institutions. This article builds on recent studies in International Relations and other disciplines to think through the legacies of empire in knowledge production, and to push towards more historical and relational approaches to world political and social inquiry.

Abstract This paper offers an original theoretical framework for the study of insults in international relations (IR). Bringing into IR the two main theoretical approaches to aggravating language, slurs and dysphemisms, we conceptualize insults’ disruptive impact on international interactions in a way that explains their logic, consequences, and risks. Specifically, we argue that insults constitute both at once tactical tools used by international actors to achieve their interests by disrupting an interaction and modifying the payoffs associated with it and linguistic artifacts constructing and sharpening self- and other identities. The components of our theoretical framework are illustrated with a wide range of empirical cases of international insults.

Poststructuralism is an International Relations (IR) theory that entered the domain of Security Studies during the Second Cold War. During this period, poststructuralists engaged with power, security, the militarization of the superpower relationship, and the dangers that the nuclear condition was believed to entail. Poststructuralism’s concern with power, structures, and the disciplining effects of knowledge seemed to resonate well with the main themes of classical realist Security Studies. At the same time, the discursive ontology and epistemology of poststructuralism set it apart not only from Strategic Studies, but from traditional peace researchers who insisted on “real world” material referents and objective conceptions of security. The unexpected end of the Cold War brought challenges as well as opportunities for poststructuralism. The most important challenge that arose was whether states needed enemies. The terrorist attacks of September 11 and “The War on Terror” also had a profound impact on poststructuralist discourse. First, poststructuralists held that “terrorism” and “terrorists” had no objective, material referent, but were signs that constituted a radical Other. They viewed the actions on September 11 as “terror,” “acts of war,” and “orchestrated,” rather than “accidents” committed by a few individuals. The construction of “terrorists” as “irrational” intersected with poststructuralist deconstructions of rational–irrational dichotomies that had also been central to Cold War discourse. These responses to “the War on Terror” demonstrated that poststructuralist theory still informs important work in Security Studies and that there are also crucial intersections between poststructuralism and other approaches in IR.
