As the capital of Indonesia, DKI Jakarta is classified as having the highest population density, resulting in emergent problems in transportation- specifically traffic congestion. The use of basements may be a potential alternative in solving congestion problems in DKI Jakarta. In terms of licensing the use of underground space, used by PT Mass Rapid Transit Jakarta (MRT) as the responsibility of MRT infrastructure implementation and procurement, the authorized licensing is governed through regulation. From a legal perspective, a central issue may be the lack of clear legislation regarding the use of the basement. Therefore, an analysis of the governor’s licensing mechanism is required, as well as the governor’s issue of conformity with regulations, in addition to the legislation pertaining to the crypt. With normative juridical research, this article argues that those authorized to grant permits for the use of basements in an area are public officials, rather than the laws and regulations. The results of the study indicate that the mechanism of licensing the use of basements has been in accordance with the laws, as are the regulations through the regional authority to implement the regional autonomy. <br /><div>Accessibility Study for Persons with Disabilities at Jakarta MRT Station. Public transportation is the community’s need for daily mobility. The existence of public transportation is very important, especially for city development, because it can reduce traffic congestion. DKI Jakarta, as the capital of Indonesia, is a densely populated city that has traffic congestion problems. The problem of traffic congestion in Jakarta requires an appropriate and smart solution. In 2019, the city of Jakarta had a new public transportation breakthrough namely the Jakarta MRT, short for Moda Raya Integrated Jakarta (English: Jakarta Mass Rapid Transit). It is important to realize, public transportation users are not only people with normalphysical condition, but also by people with disabilities. The Jakarta MRT, as a new public transportation in Jakarta, has already paid attention to special disability facilities. The development activities are things that every country to realize the fulfillment of the needs and welfare of the community. Limited land area is still one of the big problems in carrying out development. The land area that does not increase, followed by the need for land that continues to increase is the cause. The type of research used is the method normative and empirical juridical research which was finally analyzed using qualitative analysis methods. Regulation of the Governor of DKI Jakarta No. 167 of 2012 about underground space and the Regulation of the Minister of Public Works No. 02/PRT/M/2014 on Guidelines for Use of Space Inside the Earth, that exists today is sufficient and accommodate the implementation of the use of space underground for the construction of the Jakarta Mass Rapid Transit (MRT). However, as a step in the future use of underground space, required regulations on the use of space underground in the form of legislation that accommodates all the needs that have not been included in the current rules. The fi nancial relationship between central and local government can be defi ned as a system that regulates how some funds were divided among various levels of government as well as how to fi ndsources of local empowerment to support the activities of the public sector.Fiscal decentralization is the delegation of authority granted by the central government to theregions to make policy in the area of   fi nancial management.One of the main pillars of regional autonomy is a regional authority to independently manage thefi nancial area. State of Indonesia as a unitary state of Indonesia adheres to a combination of elementsof recognition for local authorities to independently manage fi nances combined with the element oftransferring fi scal authority and supervision of the fi scal policy area.General Allocation Fund an area allocated on the basis of the fi scal gap and basic allocation whilethe fi scal gap is reduced by the fi scal needs of local fi scal capacity. Fiscal capacity of local sources offunding that comes from the area of   regional revenue and Tax Sharing Funds outside the ReforestationFund.The results showed that the strengthening of local fi scal capacity is in line with regional autonomy.

Traffic congestion problems generally caused by the increasing use of private vehicles and public transportations. In order to overcome the situation, the optimization of public transportation’s route is required particularly the urban transportation. In this research, the performance analysis of Firefly and Tabu Search algorithm is conducted to optimize eleven public transportation’s routes in Bandung. This optimization aims to increase the dispersion of public transportation’s route by expanding the scope of route that are crossed by public transportation so that it can reach the entire Bandung city and increase the driver’s income by providing the passengers easier access to public transportations in order to get to their destinations. The optimal route is represented by the route with most roads and highest number of incomes. In this research, the comparison results between the reference route and the public transportation’s optimized route increasing the dispersion of public transportation’s route to 60,58% and increasing the driver’s income to 20,03%.

Bus rapid transit (BRT) is one of the strategies to promote improvements in urban mobility. In this study, BRT scenarios, which integrate exclusive bus lanes and bus priority signal control in mixed traffic scenarios, were modelled using a VISSIM microsimulation. Three scenarios of BRT were modelled to represent 16:84, 38:62 and 54:46 modal splits between public transport and private vehicles. It was found that Scenario 4 (the 54:46 scenario) offers better benefits in terms of delay time saving and economic benefits. In general, it was found that the BRT system enhances the functioning of the transport system and provides people with faster and better mobility facilities, resulting in attractive social and economic benefits, especially on a higher modal split of public transport. It is regarded as one strategy to alleviate traffic congestion and reduce dependency on private vehicles. The finding of this study provides an insight on the effective concept of the BRT system, which may promote the dissemination of an urban mobility solution in the city. The results can help policymakers and local authorities in the management of a transport network in order to ensure reliable and sustainable transport.

In recent years, the railway transportation system has become one of the main means of transportation. Therefore, driving safety is of great importance. However, because of the potential of multiple breaks of elastic rail clips in a fixed rail, accidents may occur when a train passes through the track. This paper presents the development of a computer visual recognition system which can detect the status of elastic rail clips. This visual recognition system can be used in mass rapid transit systems to reduce the substantial need of manpower for checking elastic rail clips at present. The visual recognition system under current development includes five components: preprocessing, identification of rail position, search of elastic rail clip regions, selection of the elastic rail clip, and recognition of the elastic rail clip. The preprocessing system transforms the colored images into grey-level images and eliminates noises. The identification of rail position system uses characteristics of the grey-level variation and confirms the rail position. The search system uses wavelet transformation to carry out the search of elastic rail clip regions. The selection system finds a suitable threshold, using techniques from morphological processing, object search and image processing. The recognition system processes characteristics and structures of elastic rail clips. Experimental testing shows the ability of the developed system to recognize both normal elastic rail clip images and broken elastic rail clip images. This result confirms the feasibility in developing such a visual recognition system.
