The article presents the results of a comparative analysis of the readiness of future primary school teachers (graduates of the Faculty of Education) and teachers-defectologists (graduates of the Faculty of Defectology) to implement inclusive primary education. Both groups of students showed low overall readiness, but the reasons for it are different. Taking into account the identified problems and missing competencies, a variant of the educational program aimed at training a teacher who is able to implement all modern Federal State Educational Standards is proposed

The article considers the problem of developing cultural competence of future primary school teachers during professional retraining (language teaching-learning). This problem is stated in the Federal State Educational Standards of Higher Professional Education. The author emphasizes that organizing work to develop cultural competence is a relevant pedagogical concern. Competency-based approach is a high-priority task. Its implementation is mandatory within the framework of new Federal State Educational Standards of Higher Professional Education that determine the training objectives in the form of competencies which are necessary for modern teachers in their professional activities. To address the problem the author suggests using historical documents and archives as additional methodological tools during the compulsory courses study (“Theoretical Bases and Technologies of Primary Language Education”, “Theoretical Bases of Primary Literary Education”) of the 44.03.01. Pedagogical Education (Primary Education) curriculum. According to the author, mastering linguistic disciplines will be successful, if there are vivid examples from regional texts illustrating how a language unit functions and evolves. As a result, it will lead to the developing cultural competence of future primary school teachers.

The textbook discusses the features of the formation of speech and motor functions in children, as well as their disorders. Technologies of examination of the pronouncing side of speech, lexical and grammatical structure of language and coherent speech, tempo-rhythmic organization of speech and motor functions in children are presented. The methods and techniques of diagnostics, criteria for assessing the violation of the formation of functions are described in detail. Meets the requirements of the federal state educational standards of higher education of the latest generation. For students of higher educational institutions studying in the direction of training 44.03.03 "Special (defectological) education" (bachelor's level). It may be useful for undergraduate students studying in the areas of training 44.03.02 "Psychological and pedagogical education" and 44.03.01 "Pedagogical education" - future primary school teachers. It is recommended for the examination of all components of speech and motor functions in children with various disorders.

The study is relevant in the context of global projects supported by the government and initiated by the President of the Russian Federation: the federal state educational standards, the complex project of modernization of education, national educational initiative �Our new school�, �Concept of the spiritual and moral development and education of a citizen of Russia.� In the context of extracurricular activities in the design development of the FSES becoming especially popular networking projects that brings together institutions of diff erent levels (schools, supplementary education for children, psychological urban centers, higher education institutions). The interaction of educational institutions is becoming a modern highly innovative technology that allows them to develop dynamically. The article describes a model of network interaction of educational-governmental organizations of the city of Kaluga in the framework of the extracurricular activity of younger schoolboys in the terms of realization of the FSES of primary education. Model networking educational institutions of the city of Kaluga in the framework of the extracurricular activity of younger schoolboys in the development of the FSES of primary education has been successfully tested on the basis of four elementary schools in the city of Kaluga, the study involved 177 students and 7 primary school teachers. Social partners of educational networking were: Children and Youth Space Education Center �Galaxy� of the city of Kaluga and Kaluga State University named after K.E. Tsiolkovsky. The basis of networking cooperation were programs of extracurricular activities of I.V. Ivanova. The main results of testing of the model is the development of individual students in the development of programs that increase the level of professional competence of primary school teachers in the organization of extracurricular activities of the FSES of the primary general education. The study contributes to a system of total innovative design, Further and Higher Education; It shows the possibility of the contents and forms of social and pedagogical partnership in the system of education in the introduction of the FSES of primary education. The practical signifi cance of the study consists in the possibility of using the developed model in educational practice. The study will allow to make science-based contribution to the practical implementation of the regional. Prospects for the development of research consist in the development of new models of a network of educational cooperation, attraction of new bases for cooperation. Recommendations for the design continuity of the content of basic General and secondary vocational education in the context of general and structural changes in the education in our country. On the basis of the comparative analysis of the Federal state educational standards for “Technology” and the Federal state educational standards of secondary professional education the foundation for the design continuity of the content of education in educational complexes “school — College” are set in the form of organizational-pedagogical conditions implemented in the context of personal-oriented approach, motivating students to continue studies in colleges. The methodists and teachers can use presented in the article missions for the organization of practical activities of students.
