This study extends prior Balanced Scorecard (BSC) research by examining the role of rational (cognitive) and non-rational (political power) aspect on both BSC-based performance measurement and resource allocation decision making in public sector organization. We conduct an experiment using 70 undergraduate accounting students at a large public university in Bali Province asked to assume the role of a governmental auditor whose task was to evaluate the performance of two departments in a fictitious local government in Indonesia. Participants were then requested to make recommendation about how additional bonus should be allocated to the departments. As the result, we find that cognitive aspect do have impact on performance evaluation, but not in bonus allocation, decision making. Meanwhile, political power appears to have significant effect on the resource allocation decisions based on BSC mechanism. However, it can’t be hold in performance evaluation judgement. Hence, the findings allow concluding that the process of performances measurement in public sector is more rational than resources allocation ones.

Biradari (Brotherhood) is one of the most important principles of Pakistani culture. The Biradari (Brotherhood) ties are considered very strong among south Asian communities, especially in Pakistan. It is an important cultural element of Punjabi cultural setup, considered as the strong binder in making group alliances and performs a significant role in daily life. The major objective of this research is to study the crucial role of Biradari relations in organizations and how does it affect the career growth of an individual. Academic researchers have highlighted different indicators and factors which contribute to career growth. Social networks, sifarish, and favoritism are deeply embedded dimensions of Pakistani culture. This research significantly contributes to the literature by giving the holistic view of Biradari and the importance of Biradari based networks in job selection and promotion. The research is conducted in the public sector organization of Islamabad (PIMS). The qualitative research methodology was used for this study and data was collected from fifteen (15) employees through in-depth interviews. The results of the study reveal that Biradari significantly influences the career growth of individual and it is considered as strong support for individual career growth. The results have further highlighted that in today's competitive environment individuals cannot able to achieve a successful career without using his/her networks.

This chapter will focus on the role of pilot/flightcrew training and performance evaluation in the identification and management of risk, especially while aloft and in changing conditions. The chapter will integrate different- but we posit interrelated, topic areas: First, a decision-making paradigm for flight crew’s use in the operational environment. Second, training and performance evaluation in flight simulators (FS), as well as the design and development of FS scenarios to test decision performance. Third, Relevant Federal Aviation regulations (FAR’s) and approved programs in current pilot/flightcrew training. Fourth, accident investigations; the role and use-value of accident investigation data in flying safety. Finally, the authors will present recommendations for the next steps in the development and use of new and emerging technologies for maximum pilot/flight crew decision performance and safety. This will be done via a collaborative ground-air, automated system and is what we propose to achieve our goal, increasing safety of flight.

Knowledge Management (KM) is known to enhance an organization’s performance and innovation via the knowledge sharing both explicitly and tacitly. Moreover, Communities of Practice (CoPs) has been accepted as an effective way to retrieve and facilitate tacit knowledge particularly. Performance Evaluation of CoPs will significantly impact an organization’s strategic focus, knowledge transfer, resource allocation, and management performance. Meanwhile, proper measurement and decision making processes are critical for KM and CoPs success. However, the ultimate performance of CoPs implementation is uneasy to measure correctly. This chapter attempts to analyze how to establish a feasible framework to assess CoPs performance to meet organizational demands. This framework contains four dimensions and sixteen criteria built from review of existing literature and experts’ interviews in a large R &D organization. Therefore, this chapter tends to discuss the CoPs and its performance evaluation from a theoretical and practical perspective.

Objective:Technological change accounts for approximately 25 percent of health expenditure growth. To date, limited research has been published on case studies of disinvestment and resource allocation decision making in clinical practice. Our research objective is to systematically review and catalogue the application of frameworks and tools for disinvestment and resource allocation decision making in health care.Methods:An electronic literature search was executed for studies on disinvestment, obsolete and ineffective technologies, and priority healthcare setting, published from January 1990 until January 2012. Databases searched were MEDLINE, MEDLINE In-Process and Other Non-Indexed Citations, Embase, The Cochrane Library, PubMed, and HEED.Results:Fourteen case studies on the application of frameworks and tools for disinvestment and resource allocation decisions were included. Most studies described the application of program budgeting and marginal analysis (PBMA), and two reports used health technology assessment (HTA) methods for coverage decisions in a national fee-for-service structure. Numerous healthcare technologies and services were covered across the studies. We describe the multiple criteria considered for decision making, and the strengths and limitations of these frameworks and tools are highlighted.Conclusions:Disinvestment and resource allocation decisions require evidence to ensure their transparency and objectivity. PBMA was used to assess resource allocation of health services and technologies in a fixed budget jurisdiction, while HTA reviews focused on specific technologies, principally in fee-for-service structures. Future research can review the data requirements and explore opportunities to increase the quantity of available evidence for disinvestment and resource allocation decisions.
