Response to HIV and AIDS requires a approaches by the parties mutually integrated. Regional AIDS Commissions (KPAD) has a crucial role in the response to HIV and AIDS. This study aimed todescribe the role of KPAD well as some of the factors inhibiting the implementation of the HIV and AIDS in East Kotawaringin. Used qualitative methods to conduct a document review and in-depth interviews with all fi ve informants which is representative of several agencies that have links to the eff orts to combatHIV and AIDS, with purposive sampling method. The Results were analyzed by means of reduction, presentation, and verifi cation of data. Results showed reduction carried through socialization andeducation about HIV and AIDS in the various elements of society, the establishment of working group of the Pal 12, formed the group “Concerned citizens of AIDS” as well as the ARV (Antiretroviral) services is not limited to a minimum value of CD4. The results showed that KPAD role in response to HIV and AIDS can not be implemented to the fullest, this is due to several obstacles, namely the existence of localization is an determinant spread of cases, the unavailability of services and ARV in all health centers, the lack of cross-sectoral cooperation, fi nancial support from the government is minimal, and the lack of HIV and AIDS Regional Regulation (Perda).Keywords: Response to HIV and AIDS, AIDS Prevention and Control Commission (KPAD)

Since independence, Indian policymakers have attempted to address environmental problems by passing a number of rules and regulations as per the vision of the constitution and in response to the requirement of time. However, due to the prevalent poverty and the developmental compulsions of the nation, environment and its protection was not a priority of the government till the end of the 1960s. But, the 1972 Stockholm Conference on Human Environment brought a marked shift in India’s approach to environmental issues. The conference proved to be a turning point in India’s perception on environment and facilitated the creation of the National Committee on Environmental Planning and Co-ordination (NCEPC) in 1972. The NCEPC triggered a rise in environmental legislation, beginning with the Water (Prevention and Control of Pollution) Act of 1974, which provided for the creation of Pollution Control Boards for the control of water pollution at national and state levels and empowered them to enforce the law. The boards were later empowered to deal with air pollution by Air (Prevention and Control of Pollution) Act of 1981 and acted as regulatory mechanisms to environmental protection. This article primarily deals with the role of the Central Pollution Control Board as a regulatory authority to environmental protection and regulations in India.

The purpose of this study was to see the effect of the establishment of village-owned enterprises (BUM Desa) and the support of the local government in increasing the village's original income. This research has a research sample using the purposive sampling method, namely BUM Desa Dukuh Dempok, and BUM Desa Kemiri. Data was obtained by conducting interviews, observations, and documentation. Interviews were conducted with in-depth interviews with the chairman and management of BUM Desa in Jember. Analysis was carried out on the data and information obtained to obtain research results. Tourism BUM Desa Gumuk Watu and Tourism BUM Desa Kemiri have a role in increasing the village's original income can be seen from the function of facilitator and mediator. The two BUM Desa include the role of the community in building and developing tourism. Local government support for BUM Desa tourism is very important. BUM Desa Wisata Gumuk Watu and BUM Desa Wisata Kemiri received full support from the government in the form of capital and socialization of BUM Desa to the community. The difference in income between the BUM Desa Gumuk Watu and the BUM Desa Kemiri. Tourism BUM Desa of Kemiri experienced a decrease in income by more than 50% but Tourism BUM Desa of Gumuk Watu experienced an increase due to the entertainment needs of the community. These results indicate that BUM Desa which is engaged in tourist areas needs the role of the government in helping to increase their income in the pandemic era.

Abstract Background Novel Coronavirus is a global pandemic affecting all walks of life and it significantly changed the health system practices. Pharmacists are at the front line and have long been involved in combating this public health emergency. Therefore, the study was aimed to explore pharmacy preparedness and response to prevent and control coronavirus disease 2019 (COVID-19). Methods A qualitative study was conducted in six pharmacies in Aksum, Ethiopia in May, 2020. We conducted six in-depth interviews with purposively selected key informants. Direct observation measures were made to assess the activities made in the medicine retail outlets for the prevention and control of the pandemic. Interview data were audio-recorded, translated and transcribed verbatim. Thematic analysis was employed to analyze the data and OpenCode version 4.02 software was used to facilitate the data analysis. Results The thematic analysis has resulted in seven major themes. Good preparedness measures were undertaken to control and prevent COVID-19. Study informants had good knowledge about the pandemic disease and reported they had used different resource materials to update themselves. Preparing of alcohol-based hand-rub, availing finished sanitizers and alcohol, and advising clients to maintain physical distancing were the major counseling information being delivered to prevent the disease. Some tendencies of irrational drug use and false claims of COVID-19 were observed at the beginning of the pandemic. Interview informants had reported they were working with relevant stakeholders and appropriate patient education and support were given to combat the pandemic. Conclusion The study revealed necessary pharmacy services has been rendered to all clients. However, availability of drugs and medical supplies were scarce which negatively affected the optimal delivery of pharmacy services. The government and other responsible bodies should work together to solve such problems and contain the pandemic.

PurposeDigital economic innovation is associated with risks. The lack of a platform's profitability weakens the operation's ability to sustain innovators and increases the possibility of the business' termination. Relevant data demonstrate a significant upward trend in the exit of Chinese innovators of the digital economy. The study aims to clarify the role of an effective government and effective market in the prevention and control of the withdrawal of innovators.Design/methodology/approachBased on balanced panel data of 31 provinces and cities from 2010 to 2018, this study uses the individual fixed effect model to study the impact of the marketization level, the market's scale and government interventions on the withdrawal of innovators. Simultaneously, based on the spatial econometric model, this study examines the spatial spillover effect of the withdrawal of innovators.FindingsResults indicate that government interventions have an inhibiting effect on the withdrawal of innovators. Moreover, there was a positive “U”-shaped nonlinear relationship between the marketization level and the withdrawal of innovators, and an inverse “U”-shaped nonlinear relationship between the market size and the withdrawal of innovators.Originality/valueThe paper first studies the relationship between the exit of innovators and government intervention, marketization level and field scale; takes the lead in the research on the role of the government and effective market in the prevention and control of the exit of innovators from the perspective of the exit of innovators and puts forward policy suggestions to promote the sustainable and healthy development of fintech innovation in China from the market scale and other aspects.

Carrying out close contact tracing and immediately isolating cases and contacts, is the chosen mitigation to offset the economic and social impact of the COVID-19 pandemic. This analysis of the implementation of the close contact tracing policy and monitoring of self-isolation is an important step for input from various parties to determine better policies in the future so that the pandemic can end soon. So good communication is needed between the parties involved in implementing the policy. This study is a qualitative research with a descriptive design that aims to determine the role of communication in the implementation of close contact tracing policies and self-isolation monitoring by the comunnity health centers in Palembang City 2020 which can be seen from the transmission, clarity and consistency variables using Edward III Theory. Methods of collecting data were in-depth interviews, observation and document review. The results of the study found that the lack of socialization carried out related to guidelines for prevention and contact tracing and self-isolation of COVID-19 sufferers, the ineffectiveness of socialization of guidelines carried out virtually, as well as inconsistencies in contact tracing due to several factors, firstly patient dishonesty, community stigma, data late case release, unclear address/telephone number, uncooperative patient and changes in guidelines that occurred from revision 4 to revision 5. Suggestions from this study are to evaluate the socialization of guidelines, increase knowledge and abilities of implementors, improve coordination and cooperation of implementers, empowerment of community roles so as to reduce stigma in society.

The literature on sustainable tourism is scant, particularly in the least developed countries. Very few studies touch upon the concept and no holistic theoretical or conceptual frameworks around the idea of sustainable tourism have been formulated. This study aims at exploring the role of tour operators in developing sustainable tourism in Pakistan and how the tour operators (TOs) conceive their role in this regard. TOs were reached through phone calls, emails, and virtual sources as face-to-face interviews were not possible due to COVID-19 pandemic and restrictions on travel by the government. In-depth interviews were conducted to gather data. Results suggest that the TOs although realize the importance of social, environmental, and economic dimensions of tourism on the communities but have no management systems in place to cater accordingly. There are no incentives in place by the government facilitate TOs to design and implement such systems. The TOs do not select a destination based on Global Sustainable Tourism Council criterion, but rather the selection of destination is mostly demand-based and profit-oriented. The study suggests that corporate profit motive is the sole criterion for decision making and is one of the major causes impeding sustainable tourism in Pakistan. The role of TOs in developing sustainable tourism is vague as the TOs do not have any systems in place to implement sustainable models. The study recommends that efforts need to be put in place to incentivize sustainable tourism in Pakistan and proper laws should be set forth by the authorities to comply by the TOs. The role of TOs is important and understood, however, there is a need to put proper systems in place.
