The purpose of the article is, based on the analysis of global trends in the development of the world automotive industry, to identify the development problems of the Russian automotive industry, to formulate key aspects of improving the strategic management of the industry development. The COVID‑19 pandemic has demonstrated the vulnerability of globalized supply chains, accelerated the digital transformation of the economy, and the development of CASE (Connected, Autonomous, Shared & Services, Electric) technologies in the automotive industry. Russia lags far behind other countries in readiness to use such technologies. It is obvious that the global pandemic will lead to the emergence of different car markets, the Russian market by the world’s leading car manufacturers in the long term will be considered as a market for cars with gasoline and diesel engines. The global challenges caused by the COVID‑19 pandemic, the development of new technologies, the existing imbalance between production capacities and the demand for automotive equipment, a low level of localization of production, and low export potential of the Russian automotive industry actualize the issues of improving the strategic management of the industry development. The analysis of strategies and programs for the development of the automotive industry indicates a weak account of the economic potential and risks of the industry development, weak coordination of hierarchically related state, regional, cluster and corporate strategies and development programs. The paper proposes a hierarchical approach to the process of strategic planning for the development of the automotive industry, based on the principles of consistency and subordination of state programs, sectoral, regional, cluster and corporate strategic development plans, which allows balancing the interests of federal and regional governments and automotive corporations, resources and development projects. Coordination of strategic plans and programs for the development of the automotive industry consists in the coordination of: target indicators of strategies and programs of different hierarchical levels of management; activities and timing of programs; conditions for the provision of funds from the federal and regional budgets to finance programs; mechanisms for the implementation of strategies and programs. Given the global challenges, strategic documents at the national, sectoral and corporate levels should be focused not only on overcoming the consequences of economic crises, but also on ensuring sustainable development in the long term. Thus, it is advisable to talk about the formation of not just a strategy for the development of the automotive industry in Russia, but about strategies for the sustainable development of this industry and corporations within it, developed in accordance with national and international documents.

The aim of the paper is to provide a new view on the practice of concept development and the implementation of strategic management in the context of the return of some agricultural enterprises to the principles of a planned economy. Lack of research on this direction makes a topic of the paper is promising for consideration. This paper provides evidence-based explanations of the problem. As a result of research followed steps were made: the components of the algorithm of actions for the main executor of the strategy are singled out; the scheme of realization of strategic planning is offered; a list of predictive calculations has been compiled, which underlie modeling of the main directions of the industry development and are necessary for forecasting the development of agriculture; the criteria and principles of sustainable regional development have been determined and a scheme for its implementation has been developed.

In article experience of diversification of economy of the countries which economic complex is based on production of natural resources is investigated. In the context of the problems facing economy of Azerbaijan and in comparison to foreign countries the course and results of transformations, a role of non-oil sector in development of economy, the potential of positive impacts on country modernization and barriers on the way of realization are considered. The complex of factors – new technologies, institutional reforms, structural changes which in close interference significantly strengthened action of long-term sources of the advancing growth of branches of non-oil sector and its general economy role during the considered period is analyzed. Most important parties of transformation and diversification of economy are defined: transition of branches to modern technological base, functional complication of production, integration into the global markets. Mechanisms of achievement of sustainable development of non-oil branches of economy are characterized, influence of transformations is estimated. Need of development of the concept of sustainable development of not oil sector is noted. The purpose of article is the research of foreign experience of transformation and diversification of economy and development of recommendations about improvement of mechanisms and methods of achievement of sustainable development of non-oil branches of economy of Azerbaijan. In the context of transition of Azerbaijan to a way of innovative development it is important to compare the reached parameters of the considered sphere, to reveal common features and distinctions, to define weak links and comparative advantages of Azerbaijani non-oil sector.

The generics industry is at a crossroads. Fundamental growth drivers remain unchanged, and should result in sustained long-term growth. However, growing cost and pricing pressures mean the industry of the future will look very different and the longer term impact of the financial crisis is still unclear. Future industry structure will also be determined by the extent to which genuine competition is allowed to emerge and to overcome the trend towards nationalist protectionist policies. The companies that succeed will be those that excel in four key areas: launches, differentiation, geographic presence and operational excellence. They will implement variations on three basic strategies: leveraging fixed costs/economies of scale, using new technologies and focusing on value products. Although many questions remain to be answered, including the future role of Europe, several global trends are clear, including ongoing industry consolidation and the growing importance of biosimilars. Otherwise, much will depend on developments in the European Union (EU), the world's largest single market. The EU offers an object lesson in the need for political leadership not only from the top but also at the national level, where varying approaches can have make-or-break importance for generic penetration rates and thus for the industry as a whole.

The transition to the “green” model of the economy is a complex strategic task that requires a combination of two development vectors: maintaining dynamic economic growth and long-term preservation of the natural environment. One of the key directions for resolving existing environmental problems is associated with decarbonization and improving the eco-friendliness of vehicles. Almost all the world’s automobile corporations are actively developing electric transport technologies and launching an increasing number of new models into mass production, offering alternative fuel sources. This paper investigates trends in the greening of the global automotive industry, the resulting threats and risks of the development of the national automotive industry, identifies the reasons for the environmental instability of the Russian automotive industry.

Numerous studies demonstrate that the goals of economic growth frequently take precedence over addressing social problems and problems of environmental degradation. The manifestations of this imbalance differ from country to country depending on the stage of development of the productive forces, and institutional framework that ensures the creation and adoption of new practices and approaches to exploitation of natural resources. This problem is entirely inherent into the economies of resource regions. The paper aims to examine the impact of the extraction of raw materials demanded by the national economy on the problems and prospects of the long-term sustainable development of northern Russian localities. Methodologically, the research rests on the theory of inclusive development and evolutionary economic geography. The comparative analysis of the formation of local budgets and dynamics of the Okrug in Russia reveals that the degree of their financial sufficiency depends insignificantly on the scales and dynamics of raw material production. The legislation on assigning revenues to local budgets takes into account the specifics of the northern oiland gas-producing territories rather poorly. The financial capabilities of local communities do not allow handling existing ecological problems. The growth in hydrocarbon production in current institutional conditions does not guarantee sustainable long-term development for such territories. Addressing environmental issues requires instituting serious changes at federal and regional levels, including making the alterations to the articles of the Tax Code of the Russian Federation. It is also crucially important to give financial incentives to introduce new technologies, provide research grants, lower labour taxes, and raise taxes on the use of natural resources.

Research background: Research in this paper is based on analysis of data and documents published by official institutions and relevant studies and papers. Purpose of the article: This paper assesses how the pandemic situation influenced automotive sector in countries of Europe. It evaluates differences between European countries, in terms of automotive industry operation after COVID-19 crisis. It also outlines global trends and challenges for future industry development. Methods: In the research, we use mainly general methods, especially analysis, synthesis and comparison. Among the specific methods, we use statistical methods to obtain, process, explain and interpret data. Findings & Value added: In the findings we present the impact of COVID-19 on automotive industry in European countries. In the end, we present thoughts on globalization challenges for automotive industry, and possible ways for its future development.

This opinion paper discusses some of the challenges and opportunities that earth scientists face today in connection with environmental problems. It focuses on aspects that are related to the role of geocomputational approaches and new technologies for geoenvironmental analysis in the context of sustainable development. The paper also points out a “data imbalance” effect, a key issue in the analysis of environmental evolution and of geosphere-anthroposphere interactions in the long-term. In connection with this, it stresses the importance of geoenvironmental information which can be derived from environmental humanities and related disciplines, such as history and archeology. In this context, the complexities and potentialities of a dialogue between earth sciences and the humanities are outlined.

The European Union Sustainable Development Strategy stated that sustainable development was a long‐term European Union's strategy safeguarding clean and healthy environment and better quality of life for the present and future generations. People with disabilities are perhaps the single segment of society with the most to gain from the new technologies of the electronic age. Yet they are among the lowest rates of use of these technologies. As a result, the potential benefits of computers and the Internet to the disability community are a long way from being realized. Computer technology and the Internet have a tremendous potential to broaden the lives and increase the independence of people with disabilities. Those who have difficulty leaving their homes can now log in and order groceries, shop for appliances, research health questions, participate in online discussions, catch up with friends, or make new ones. Development of information society is one of main three Lithuanian state priorities stated in State long‐term strategy. It fits aims of the European Union. Lithuanian information society development's aims are coordinated with norms of Lisbon strategy and initiative “e‐Europe – information society for all”. It is quite important that disabled persons could use IT opportunities. Research presents analysis of the main state Internet sites with purpose to establish how these sites are fitted to demands of disabled persons. Santrauka Europos Sąjungos darnaus vystymosi strategijos pagrindą sudaro aplinkosauga, ekonominis ir socialinis vystymasis, siekiant sukurti sveiką aplinką ir geresnę gyvenimo kokybę dabartinėms ir ateinančioms kartoms. Pereinant prie informacinės visuomenės, gausi informacia tampa prieinama naujais, įvairiais formatais ir gali būti pateiktas nepriklausomai nuo vietos ir laiko bei pritaikoma pagal atskirų asmenų poreikius ir reikalavimus. Informacinės visuomenės kūrimas yra pirmasis iš trijų Lietuvos valstybės prioritetų, įtvirtintų Valstybės ilgalaikės raidos strategijoje, tai atitinka Europos Sąjungos siekius. Lietuvos informacinės visuomenės plėtros tikslai yra suderinti su Lisabonos strategija bei iniciatyvos „e-Europe – informacinė visuomenė visiems“ nuostatomis bei reikalavimais. Tobulinant e. valdžią, svarbu skatinti paslaugų teikimą elektroniniais būdais, užtikrinti gyventojams galimybę naudotis šiomis paslaugomis. Sprendžiant šį uždavinį, svarbu užtikrinti prieigą prie šiuolaikinių technologijų visiems norintiesiems. Lygių galimybių principo įgyvendinimas socialinės atskirties gyventojų grupėms turi užtikrinti galimybę rinktis ir paveikti svarbiausius gyvenimo sprendimus. Žmonės, kurie negali naudotis informacinėmis technologijomis, praranda galimybę gauti tam tikrą informaciją ir viešąsias paslaugas. Neįgalusis dėl nepritaikytos fizinės aplinkos dažnai neturi galimybių pasinaudoti sveikajai visuomenės daliai prieinama informacija ir pasiekti informacijos šaltinį. Viena iš svarbių prielaidų neįgaliųjų atskirčiai mažinti yra interneto informacinės aplinkos pritaikymas žmonėms, turintiems negalią. Straipsnyje pateikiama svarbiausių Lietuvos valstybinio valdymo institucijų interneto svetainių analizė siekiant nustatyti, kaipšios svetainės yra pritaikytos neįgaliesiems.
