The political crisis in Belarus is connected with the society’s demand for change. The main reason for the mass protests after the presidential elections was the lack of confidence in the electoral system of the republic. The recent history of the republic has not yet known such an intense and long protest marathon. Nevertheless by the beginning of 2021, the protest potential was almost exhausted. In the republic, the preparation of a constitutional reform for the implementation of the transit of power has begun.

The article analyzes the role of the Russian policy, President and Ministry of Foreign Affairs in trying to find a way out of the Belarusian political crisis and to preserve the political stability in the Republic of Belarus. The key drivers for the protest voting during the August 9, 2020 presidential elections are analyzed, as well as the role of Russia-Belarus integration as a factor influencing attitudes of the Belarusian electorate. Moscow’s reaction to the anti-Russian presidential campaign of Alexander Lukashenko and reasons why Russia recognized the results of voting on 9 August 2020 are explored. Efforts by Russian authorities to promote the constitutional reform in Belarus are addressed. The article also analyses a specter of views of the Russian researchers on the Belarus-Russia relations.

The protest activity after the presidential elections in 2020 caused a large-scale internal political crisis in Belarus. Currently, preparation for a constitutional reform is at the center of the political agenda in the republic. This scenario of an internal political settlement should create conditions for the transfer of power. Western sanctions against the Belarusian leadership have intensified the integration process within the Union State.

ABSTRACTConstitutions in Africa are often considered fragile. Mali is an example of both constitutional crisis and constitutional durability. While Mali was upheld as a democratic model, the 2012 military coup might lead one to argue that Mali's recent history reflects constitutional weakness. However, the swift reinstatement of the constitution, popular commitment to its preservation, and attempts to pursue the post-coup transition in a constitutional manner all illustrate the domestic and international legitimacy of Mali's 1992 constitution. This article analyses the process of the proposed Malian constitutional referendum that, though constitutional in itself, contributed to the March 2012 overthrow of President Touré. It argues that the history of participatory constitutionalism in Mali contributed to the movement against the referendum. Constitutional reform is a necessity for an enduring constitution and this article sheds light on constitutional reform in states with weak legislatures, and illustrates the process of reform and the political divide that surrounded it in Mali. It provides a unique analysis of the crisis in Mali while at the same time making a contribution to our understanding of constitutionalism and constitutional reform in Africa.

The publication concerns the state turnover in 1991-1992, the dramatic event in the recent history of Georgia, and its description in the modern Georgian historiography. Academic textbooks and historic scientific researchers are discussed in chronological order, pursuant to the years of publication. They show the political situation of this period. Historiographic research in this field has never been conducted and this article represents the novelty. Publication shows the attitudes of the book authors toward the event. The author of the article concludes that scientific research in this field will be carried on more intensively since this issue is very actual.

In the run-up of the forthcoming presidential election scheduled for the end of 2018 the political situation in the Republic of Madagascar is worsening. The incumbent president Hery Rajaonarimampianina is being accused of possessing levers of influence on judiciary. However, in the author’s opinion, most of the citizens support the president, and the prospects of political development to a significant degree are dependent on the present socioeconomic situation on the island. Risks of mass protests are quite low. The paper acknowledges the effectiveness of economic policy pursued by the executive power. The current financial situation, as a whole, meets expectations, and the positive results of a budget execution are obvious.

Vukovar is the city in the East Croatia on the border with the Republic of Serbia. In the paper I attempt to show the development of the city, the composition of its population and the relationships between ethnic groups from establishing of Vukovar until the beginning of the Homeland war in 1991. The paper presents the history of the Croat majority and the minorities which were, and which are, present in the city: the Germans, Hungarians, Serbs, Rusyns, Ukrainians, Yews and the Slovaks. From the beginning Vukovar was a multicultural, multiethnic and multiconfessional city thanks to migrations which were present since its establishing, in which the Croats were the majority. After the WWI a large number of Serbs immigrated into this area. The political situation gave them benefits which earlier belonged to Germans and Hungarians. They gained power to rule the city. It became the source of constant tensions between the Serbian and Croatian population in the period of Yugoslavia (1918-1941) and during the WWII (1941-1944). Although the communist Yugoslav authorities were trying to pacify interethnic differences, the escalation of nationalisms brought about the siege and the capture of Vukovar in 1991 by the Serbian troops.

This chapter examines Celso Cesare Moreno's role in the political crisis that culminated in the overthrow of the Kingdom of Hawaii. It first provides a background on the history of the Kingdom of Hawaii and describes its political situation upon Moreno's arrival in 1879. It then considers Moreno's alliance with David Kalākaua, king of Hawaii, and how the animosity between Moreno and the American ambassador, James M. Comly, helped precipitate a political upheaval in the kingdom. It also discusses Moreno's attempt to secure a subsidy from the Kingdom for his steamship line, the China Merchants Steam Navigation Company (CMSNC), before concluding with an analysis of the constitutional crisis that erupted in 1880 after Kalākaua suspended the legislature, formed a new cabinet, and appointed Moreno prime minister and minister of foreign affairs.

The article considers the political aspect of land reform in the Republic of Zimbabwe. The problem of land reform has been one of the crucial ones in the history of this African country, which celebrated 40 years of independence on April 18, 2020. In recent decades, it has been constantly in the spotlight of political and electoral processes. The land issue was one of the key points of the political program from the very beginning of Robert Mugabe’s reign in 1980. The political aspect of land reform began to manifest itself clearly with the growth of the opposition movement in the late 1990s. In 2000–2002 the country implemented the Fast Track Land Reform Program (FTLRP), the essence of which was the compulsory acquisition of land from white owners without compensation. The expropriation of white farmers’ lands in the 2000s led to a serious reconfiguration of land ownership, which helped to maintain in power the ruling party, the African National Union of Zimbabwe – Patriotic Front (ZANU – PF). The government was carrying out its land reform in the context of a sharp confrontation with the opposition, especially with the Party for the Movement for Democratic Change (MDC), led by trade union leader Morgan Tsvangirai. The land issue was on the agenda of all the election campaigns (including the elections in July 2018); this fact denotes its politicization, hence the timeliness of this article. The economic and political crisis in Zimbabwe in the 2000–2010s was the most noticeable phenomenon in the South African region. The analysis of foreign and domestic sources allows us to conclude that the accelerated land reform served as one of its main triggers. The practical steps of the new Zimbabwean president, Mr. Emmerson Mnangagwa, indicate that he is aware of the importance of resolving land reform-related issues for further economic recovery. At the beginning of March 2020, the government adopted new regulations defining the conditions for compensation to farmers. On April 18, 2020, speaking on the occasion of the 40th anniversary of the independence of Zimbabwe, Mr. E. Mnangagwa stated that the land reform program remains the cornerstone of the country’s independence and sovereignty.

Аннотация: В данной статье автор исследовал феномен победы действующего президента Мохаммада Аршаф Гани, выигравшего во второй раз президентские выборы у своих оппонентов, его персональные качества в отличие от его оппонентов, проигравших выборы на пример Абдуллы Абдуллы. Названы глубинные причины возникновения политического кризиса, как недоговороспособность политических элит Афганистана, разрозненных личными и местечковыми интересами своих кланов. Сделан анализ, почему годами оставаясь у власти, оппоненты Ашрафа Гани, не использовали свои властные полномочия не улучшили политическую ситуацию Афганистана. Автором приведены аналитические выводы их отрицательного влияния на развитие политических процессов, это связано большей частью для сохранения собственных корыстных интересов и благ. Автор на примере анализа деятельности президента и его оппонентов на выборах, выразил собственное экспертную оценку вокруг сложившийся политической ситуации вновь избранного действующего президента Ашрафа Гани Ахмадзая, как политической персоны, выделив его слабые и сильные стороны и оппонентов. Түйүндүү сөздөр: жеңүүнүн феномени, саясий кризис, шайлоо Annotation: In this article, the author explored the phenomenon of victory of incumbent President Mohammad Ashraf Ghani, who won the second time the presidential election against his opponents, his personal qualities, unlike his opponents, who lost theelection by the example of Abdullah Abdullah. The underlying causes of the political crisis are identified as the lack of maturity of the political elites of Afghanistan, fragmented by the personal and local interests of their clans. An analysis is made of why staying in power for years, opponents of Ashraf Ghani, did not use their power, did not improve the political situation in Afghanistan, the author gives analytical conclusions of their negative impact on the development of political processes, this is mainly due to preserving their own selfish interests and benefits. The author, using an example of analysis of the activities of the president and his opponents in the elections, expressed his own expert assessment around the current political situation of the newly elected incumbent president Ashraf Gani Ahmadzai as a political person, highlighting his weaknesses and strengths and opponents. The article considers the fact that the Seljuk state was founded by the Oghuz Seljuks, as well as the internal social policy of the Seljuk empire as a prerequisite for a crisis in the country (late XI and early XII centuries). The Seljuks combined the fragmented political landscape of the eastern Islamic world and played a key role in first and second crusades. Strongly Persianized in culture and language, the Seljuks also played an important role in the development of the Turkic-Persian tradition, even exporting Persian culture to Anatolia. The resettlement of Turkic tribes in the northwestern peripheral parts of the empire with the military strategic goal of repelling the invasions of neighboring states led to the gradual Turkization of these territories. Sultans handed out nobles and ordinary warriors to the nobility - ikta, which made it possible for the sultan to maintain power. At the end of the XI century, large conquests ended, bringing the nobility new lands and military booty, which led to a change in the political situation in the country. Know began to strive to turn their possessions into legally hereditary, and their power over the Rayyats - into unlimited; the owners of large Lenas raised rebellions, seeking independence (Khorezm in the 1st half of the XII century). To provide the army with land (ICT), wages, gifts, food, weapons, uniforms, medicines, the Sultan's government went to any expense. The widespread use of ICT in the army has allowed the creation of a stable mercenary army, specializing in the change of people's squads
