On November 30, 2021 the online Situation Analysis organized by the Center of Situation Analysis of the IMEMO RAS and devoted to the range of problems of the European Union and China relations to date took place. The major factors affecting the development of these relations were identified and analyzed, including the position of the US and the global economic and political trends. The experts participating in the Situation Analysis came to a conclusion that there is a transition of the EU-China relations into the phase of a more rigid and pragmatic interaction, limited by the parties' interests and by mutual wariness and lack of trust. The situation is further aggravated by the US strategic orientation towards preventing China from taking leadership in the Asia-Pacific region and the world. At the same time, the EU strategy towards China will likely be a compromise, taking into account the interests of the Member States. Expansion of the EU practice of sanctions pressure on China can also be expected. For Russia, the main challenge would be to keep a balance in its relations with the EU and the rising partner China. The expert analysis and the publication's conclusions can be also useful as a basis for the verification of forecasting studies. The experts of the Center of Situation Analysis, Center of Asia Pacific Studies, Center of North American Studies, Center of European Studies, Department of European Political Studies, Center of Development and Modernization Studies and the Laboratory 'Center of the Middle East Studies' of the IMEMO took part in the discussion and presented their notes that formed the basis of this publication: V.G. The status and prospects of development of trade and economic relations between Ukraine and China are considered. It is proved that bilateral cooperation in the trade and economic sphere has made significant progress. In 2012–2017, China was the second largest trading partner of Ukraine after Russia. However, the problem of imbalance in imports and exports between Ukraine and China has not yet been resolved. In addition, the scale and number of projects in which Ukraine attracts Chinese investment is much less than investments from European countries and the United States. It is justified that trade and economic cooperation between Ukraine and China is at a new historical stage. On the one hand, Ukraine signed the Association Agreement with the European Union, and on January 1, 2016, the rules of the free trade zone between Ukraine and the EU entered into force. This helps to accelerate the integration of Ukrainian economy into European one. On the other hand, the global economic downturn requires the introduction of innovations in the model of cooperation. The Chinese initiative “One belt is one way” is one of the variants of the innovation model of cooperation. Its significance is to unite the Asia-Pacific region with the EU in order to join the Eurasian Economic Union, create a new space and opportunities for development and achieve prosperity with the Eurasian countries. All this forms unprecedented opportunities for development of bilateral economic and trade relations. It seems that to fully open the potential of Ukrainian economy and expand bilateral trade and economic cooperation, it is necessary to take into account such proposals as the establishment of the Sino-Ukrainian industrial park, the promotion of cooperation in the field of electronic commerce, the formation of the Sino-Ukrainian free trade zone and enhanced interaction within multilateral mechanisms (for example, the Shanghai Cooperation Organization and the interaction of China and the countries of Central and Eastern Europe in the 16 + 1 format).

Secrecy and informality rather than transparency traditionally reign trade negotiations at the bilateral, regional, and multilateral levels. Yet, transparency ranks among the most basic desiderata in the grammar of global governance and has been regarded as positively related to legitimacy. In the EU’s case, transparent trade diplomacy is quintessential for constitutional—but also for broader political—reasons. First, even if trade matters fall within the EU’s exclusive competence, the EU executive is bound by the Treaty on the Functioning of the European Union (TFEU) to inform the European Parliament, the EU co-legislator, in regular intervals. Second, transparency at an early stage is important to address public reluctance, suspicion, or even opposition regarding a particular trade deal. This chapter chronicles the quest for and turning moments relating to transparency during the EU trade negotiations with Canada (CETA); the US (TTIP), and various WTO members on services (TiSA).

The article proposes to consider the COVID-19 global pandemic as new major development for cultural industries and policies and to highlight timely and crucial trends due to the lockdown measures. Thus, it attempts to stimulate the scholarship debate regarding the consequences of the pandemic to the action of global online platforms, as well as to policy and economic aspects of cultural sectors. Taking as case study the audio-visual sector, the article explores whether the US global streaming platforms are the winning players of the lockdown measures and emphasizes the multifaceted strategies developed by US-based platforms in order to strengthen their soft power. Focusing on China and the European Union, the article also argues that the overwhelming action of US-based online platforms triggers the potential emergence of media platform regionalization in the context of COVID-19 pandemic. Finally, it highlights the regulatory challenges and how the new empirical trends are expected to shape the current audio-visual policy framework. The analysis focuses on the period between the beginning of global pandemic in Asia-Pacific in January 2020 and the progressive easing of lockdown measures in North America, Europe and Asia-Pacific in July 2020.

The purpose is to verify trends of scientific production from 2010 to 2020, considering the best universities of the United States, China, the European Union (EU), and private companies. The top 30 universities in 2020 in China, the EU, and the US and private companies were selected from the SCImago institutions ranking (SIR). The positions in 2020, 2015, and 2010 in SIR and three sub-indicators were analyzed by means of non-parametric statistics, taking into consideration the effect of time and group on rankings. American and European Union universities have lost positions to Chinese universities and even more to private companies, which have improved. In 2020, private companies have surpassed all other groups considering Innovation as a sub-indicator. The loss of leadership of European and partly American universities mainly concerns research linked to the production of patents. This can lead to future risks of monopoly that may elude public control and cause a possible loss of importance of research not linked to innovation.

Vietnam is one of the top information and communication technologies (ICT) exporters globally, and the ICT products constitute nearly one-fifth of Vietnam’s total exports to the European Union (EU). This study empirically investigates the determinants of Vietnam’s ICT exports to the EU by applying the gravity model for trade with panel data from 2000 to 2019. Besides the traditional variables of the gravity model, we added gross capital formation, patent application and exchange rates as explanatory variables. The results show that among factors affecting Vietnam’s ICT export to the EU, market size, patent applications, and exchange rate are the most significant determinants. The article also suggests some policy implications for the development of ICT exports between the two parties. JEL Codes: F14, C2

AbstractThis paper analyzes the effectiveness of the tax and transfer systems in the European Union and the US to act as an automatic stabilizer in the current economic crisis. We consider two scenarios: a proportional income shock and a shock on employment which increases the rate of unemployment.We find that automatic stabilizers absorb 38 per cent of a proportional income shock in the EU, compared to 32 per cent in the US. In the case of an unemployment shock 48 per cent of the shock is absorbed in the EU, compared to 34 per cent in the US. Under the assumption that only credit constrained households adjust current spending on consumption goods to current disposable income, the cushioning of disposable income leads to a demand stabilization of 26 to 35 per cent in the EU and 19 per cent in the US. There is large heterogeneity within the EU. Automatic stabilizers in Eastern and Southern Europe are much lower than in Central and Northern European countries. With respect to income stabilization, Germany is above the European average for both scenarios. Demand stabilization in Germany is weaker because the number of liquidity constrained households is below the EU average.

The European Union (EU), United States (US), and China are the main global drivers of the international trade system. However, trade wars between them create tensions in the world. As the world is facing increasing neo-protectionist trade applications of the Trump administration, this chapter analyses whether a greater convergence between China and the EU is possible for protecting multilateralism through two case studies, namely (1) market conditions and discrimination, (2) cybersecurity. In this context, the chapter argues that although the US pressure has led the EU to rapprochement with China, this situation creates a dilemma for the EU in terms of the fears about the problems of alignment with the normative identity of the EU. Whereas the EU aims at regulating the global trade on a normative basis originating from its acquis, China has a more strategic perspective based upon specific relationship context. It is difficult to take a side for the EU due to its different standpoint compared to China in defending the multilateral trading system.

Government funding of e-collaboration research in both the US and EU seems to be growing. In the EU, a key initiative to promote governmental investment in e-collabo-ration research is the Collaboration@Work initiative. This initiative is one of the EU’s Information Society Technologies Directorate General’s main priorities. In the US, government investment in e-collaboration research is channeled through several gov-ernment branches and organizations, notably the National Science Foundation. There are key differences in the approaches used for government funding of e-collaboration research in the EU and US. Some of these differences are discussed here, as well as related implications.

The most significant source of nitrate pollution in the European Union (EU) is attributed to agricultural activities, which threaten drinking water, marine, and freshwater resources. The Nitrates Directive is a key feature of the Water Framework Directive (WFD), which seeks to reduce nitrate pollution from agricultural sources. Yet, weak compliance by Member States (MS) diminishes the legitimacy of the EU environmental acquis and undermines efforts to achieve environmental objectives. This study examines the nitrate management discourse in Poland to identify influencing factors that impact governance capacity and overall compliance performance. The empirical investigation is based on nine stakeholder interviews, three written correspondences, and a literature review that collectively comprise an evaluation study. A comparison in governance approaches between Poland and Denmark provides a calibration in assessing performance respective to another MS. The findings categorize both Poland and Denmark as “laggard” in WFD compliance. This case contributes new insights in identifying 6 enabling and 13 constraining factors affecting the ability of MS to fulfill their implementation duties. The findings demonstrate that divergent stakeholder views based on historical and cultural norms require a differentiated approach tailored to domestic conditions for effective fulfillment of the objectives set forth in EU environmental legislation.

The creation of the General Data Protection Regulation (GDPR) constituted an enormous advance in data privacy, empowering the online consumers, who were doomed to the complete loss of control of their personal information. Although it may first seem that it only affects companies within the European Union, the regulation clearly states that every company who has businesses in the EU must be compliant with the GDPR. Other non-EU countries, like the United States, have seen the benefits of the GDPR and are already developing their own privacy laws. In this article, the most important updates introduced by the GDPR concerning US corporations will be discussed, as well as how American companies can become compliant with the regulation. Besides, a comparison between the GDPR and the state of art of privacy in the US will be presented, highlighting similarities and disparities at the national level and in states of particular interest.
