The aim of this study is to understand issues of public policy, government and governance in relation to Education in Brazil, making use, for this analysis, of an understanding of evaluative and managerial instruments, in addition to public policies aimed at school education, to understand the scenario built in national education. Under the guise of cognitive analysis of public policies and their foundations, the state of the art is mobilized to better understand and analyze the guiding concepts of this work, which also considers theories about a change in the bias of bureaucracy and its role in the state. In the end, it is noted that the actions of the Brazilian government, in line with international pressure and evaluation mechanisms, assume an interventionist and inefficient character, which places the equitable democratization of education, advocated in the 1988 Constitution, as a challenge yet to be reached and with many obstacles along the way.

The right to healthcare in Brazil is seriously protected by the courts. Judicialization of everyday implementation of this public policy is a fact. One explanation may be provided by the way judges understand the effectiveness of this right. People hold subjective right to individualized healthcare benefits, and so they hold standing to sue the state in order to achieve it, regardless any consideration of public policies. Through an analysis of the jurisprudence on this issue, this paper aims to provide a critical understanding not just about what is actually happening in Brazilian courts regarding healthcare, but also to criticize it. The conclusion is that a “strong” conception of constitutionalism and fundamental rights may revel itself as “weak,” from the standpoint of general equality. Judicialization ends up empting the public debate, leading the task of solving the distribution of scarce resources to a “gowned aristocracy.”

O presente artigo tem como objetivo refletir criticamente acerca da categoria juventude negra que vive em condições precárias e que permanece à margem da sociedade, pois encontra dificuldades para existir como sujeitos de direitos no que se refere à inclusão no âmbito das políticas públicas consagradas de direitos, pois essas atuam de costas para esses jovens. Parte-se do pressuposto de que o racismo e as desigualdades sociais se constituem nos principais fatores que influenciam e que atingem principalmente as juventudes negras e pobres expressas a partir da segregação sócio-espacial, da discriminação racial e da vivência de pobreza. Os jovens afrodescendentes, além de vivenciarem as dificuldades tradicionais impostas socialmente, encontram barreiras adicionais devido às relações sociorraciais brasileiras. Assim, neste artigo, busca-se um espaço de reflexão, partindo do princípio de que as políticas públicas de cunho universalista têm um papel importante na redução da pobreza, porém limitado no combate à desigualdade racial. Em decorrência disso, somente com a adoção de políticas específicas é que se logrará reverter o quadro da iniquidade racial. Um dos grandes desafios que se impõe ao Estado brasileiro é de criar condições mais igualitárias para a inclusão de jovens no âmbito das políticas públicas de direitos que se destinam a eles.Palavras chave: Juventude. Políticas públicas.Black youth(s) and the reproduction of racial inequalities in Brazil: public policies for equality? AbstractThis article aims to reflect critically about black youth category living in poor conditions and remain on the margins of society, for they find it difficult to exist as subjects of rights with regard to the inclusion in the scope of the dedicated public rights policies because they operate with his back to these young people. This is on the assumption that racism and social inequality constitute the main factors that influence and primarily affects poor black youths expressed from the socio-spatial segregation, racial discrimination and poverty of experience The young African descent as well as experience traditional difficulties imposed socially; are additional barriers due to the Brazilian socio-racial relations. So in this article, we seek a space for reflection, assuming that public policies of universal nature play an important role in reducing poverty, but limited in combating racial inequality; as a result, only with the adoption of specific policies is that it will achieve reverse the situation of racial inequality. A major challenge that requires the Brazilian government is towards creating more equal conditions for the inclusion of young people within the public policy of rights that are meant to them.Keywords: Youth. Financial education is one of the most recent themes in the scope of public policies, given its elevated capacity to generate positive external effects (LUSARDI, 2006). The challenge created with its integration into the National Common Curricular Base (BNCC) in 2020 hints at this relevance. It became the apex among several areas of knowledge, by becoming part of a series of subjects included in the Primary and High School Education curriculum. The idea is that this movement leads to a reformulation of the Basic Education curriculum through the efforts of all subnational entities, aimed at preparing pedagogical projects at schools that include financial education (BANCO CENTRAL DO BRASIL, 2013).

This paper analyzes public policies for rural education developed by State Secretariat of Education and Culture (SEDUC-TO) in the state of Tocantins, Brazil. The research is bibliographical and documentary nature, and has as main data source documents such as projects, reports, and spreadsheets of the SEDUC-TO and others available on official agency sites, such as projects, edicts, regulations, resolutions, decrees, and laws. The results showed that the main programs of the Brazilian government to the Rural Education were developed in the public school system of the state of Tocantins from 1999 to 2013, although they are characterized as occasional actions.

Resumo: No Governo Collor, o Programa Nacional de Desestatização (PND), cujos eixos encontram-se no texto do projeto apresentado pelo presidente em seu discurso no Congresso no dia 15/03/1990, assume envergadura distinta dos governos anteriores. Constituiu-se em peça fundamental para a redefinição da atuação do Estado e instrumento de redução da dá­vida pública. As empresas selecionadas estavam localizadas em setores que representavam a base da estrutura industrial, como a siderurgia, a petroquá­mica e a produção de fertilizantes. Esse artigo propõe-se a investigar o processo de estruturação da privatização no Brasil, a partir da posse do então Presidente Fernando Collor de Mello em 1990, aqui considerada como uma das mais importantes reformas estruturais que marcaram a adesão do governo brasileiro ao ideário neoliberal como principal linha condutora das polá­ticas públicas. Para tal, toma como objeto de investigação não só nova a legislação que passou a regulamentar as privatizações como também os fundamentos do projeto privatista, seus órgãos reguladores, seus objetivos e suas realizações. Palavras-chave: Neoliberalismo, Privatização, Governo Collor.  THE STRUCTURING PROCESS OF PRIVATIZATION: The National Privatization Program (PND) In the Collor Government (1990-1992)  Abstract: In the Collor Government, the National Privatization Program (PND), whose axes are in the text of the project presented by the President in his speech at the Congress on the day 3/15/1990, distinct from previous Governments assumed wingspan. Constituted in keystone to the redefinition of the role of the State and public debt reduction tool. The selected companies were located in sectors that represented the basis of industrial structure, as steel, petrochemical and fertiliser production. This article proposes to investigate the structuring process of privatization in Brazil, from the possession of then-President Fernando Collor de Mello in 1990, here considered as one of the most important structural reforms that marked the accession of the Brazilian Government to the neoliberal ideology as the main guideline of public policies.
