Resumen:Este artículo propone analizar las dinámicas de movilización de los actores locales que surgen en los territorios de fronteras, considerados como espacios claves de interrelaciones transfronterizas. El análisis moviliza varios casos de fronteras en Centroamérica para centrarse en las asociaciones transfronterizas surgidas de la sociedad civil o de municipios. Examinar las dinámicas fronterizas a través de las estrategias de los actores locales permite proponer un enfoque “desde abajo” de los procesos de cooperación transfronteriza y de integración regional, y captar la afirmación de nuevas categorías de actores, locales como transnacionales, en las reconfiguraciones territoriales.Palabras claves : frontera, transfronterizo, movilización, actores locales ***Abstract:This article aims to analyze the dynamics of mobilization of local actors that arise in the border territories, which are considered as key areas of cross-border relationships. The analysis is based on several cases of Central America borders and focus especially on cross-border partnerships emerging from the civil society or municipalities. Analyze the border dynamics through those local actors allows to highlight a "bottom up" approach of cross-border cooperation and regional integration processes. It shows that new categories of actors assert oneself, at local and transnational scales, in the territorial transformations affecting border spaces.Key-words : boundary, cross-border, rallying, local actors ***Resumo:Este artigo propõe analisar as dinâmicas de mobilização dos atores locais que surgem nos territórios de fronteiras, considerados como espaços chaves de inter-relações transfronteiriças. <p>With the impact of globalization, increasing flows of social, economic and political relations have begun to redefine the state borders which causes the rising of new border identities. By this redefinition process, European Union (EU)'s external wall forming the boundaries with the neighbourhood countries have also begun to be rebuilt at local and regional level. Throughout this process, new frontier identities are formed with a degree of permeability where the state’s security policies act as the prior issue in the international relations.</p><p> </p><p>Border permeability, that contains grey values varying from closeness to full openness, defines the degree of permeability according to the size, shape and direction of the flows. Dynamic feature of the flows converts border space into a subject of continuous social, economic and political movement. In such places, actors leading the flows appear as the basic elements of permeability and they can be described as economic, political and socio-cultural agents. At the edge of supranational and national border, actors use networks, which are connected to both local and regional levels, in order to build up cross-border cooperation in different aspects. In this context, border regions transform into a space, where local actors develop methods to overcome the restrictiveness of constraints for the flows among the supranational and the national borders.</p><p> </p><p>This paper aims to evaluate the permeability between EU supranational border and Turkish national border and to define the new cross-border cooperation formed by the social, economic and political flows of the actors. In this context, the permeability and the new border identity will be assessed through three type of administrative body (supranational, national EU and national non-EU) by using the national and local level data supported by EU cross-border programmes and by in-depth interviews conducted at various actors including national institutions, local organizations and NGOs in Turkey.</p>

The article presents an overview of theoretical approaches to the study of cross-border cooperation, analyses successful examples of cross-border cooperation in the context of regional integration associations (EU, NAFTA), as well as China's trade and economic cooperation with Russia. The authors systematize the economic and non-economic factors that determine the realization of the potential of cross-border cooperation.

Abstract Baltic integration studies, though dispersed and involving researchers of various disciplines, generally fit well in the field of economic geography research. This article attempts to review the study results of research conducted in Poland in the last four decades. It identifies eleven leading issues, including: the Baltic wide cooperation (conditions and factors, progress and collaboration perspectives), the development of the maritime economy, international legislation, environmental protection, spatial planning and cross-border cooperation. The research focus evolved reflecting the major milestones in geopolitical transformations. In Baltic Europe we can identify three evolutionary phases: identification of cooperation paths and conditions in the competitive environment of two political and military blocks, a recast of options in the period of political transformation and European integration, studies of EU enlargement consequences.

The article examines a key priority in European Union policy toward the east and south: the effort to turn the external border areas into secure, stable, and prospering regions via support for cross-border cooperation. This features highly in a range of policies brought together under the European Neighbourhood Policy and in the partnership with Russia. The main question asked by the article is if these policies live up to the goal of involving local actors. Based on a content analysis of program documents and a categorization of project partners by actor type, the article argues that the notion of "local" can be subject to various understandings, but if we understand local versus regional along the lines of the European Nomenclature of Territorial Units for Statistics (NUTS) classification, the policy in practice is undoubtedly tilted toward regional rather than local cross-border cooperation. In addition, the article argues that the four objectives of the European Neighbourhood and Partnership Instrument-Cross Border Cooperation (ENPI-CBC) do not match what could realistically be achieved with the resources available. Spanish El artículo examina una prioridad clave en la política de la Unión Europea hacia el este y el sur: el esfuerzo de convertir las zonas fronterizas exteriores en regiones seguras, estables y prósperas a través del apoyo a la cooperación transfronteriza. Este tema es fundamental en una serie de políticas públicas reunidas en la Política Europea de Vecindad y en la asociación con Rusia. La principal cuestión planteada en el texto es si estas políticas alcanzan el objetivo de involucrar a los actores locales. Con base en un análisis de contenido de los documentos del programa y en una categorización de los socios del proyecto por tipo de actor, el artículo sostiene que la noción de "local" puede ser objeto de diversas interpretaciones, pero si entendemos lo local frente a lo regional en la clasificación NUTS (Nomenclatura de las Unidades Territoriales Estadísticas) Europea, en la práctica la política está indudablemente inclinada hacia la cooperación transfronteriza regional más que a la local. Además, el artículo sostiene que los cuatro objetivos del IEVA-CT (Instrumento Europeo de Vecindad y Asociación - Cooperación transfronteriza) no coinciden con lo que realísticamente se puede lograr con los recursos disponibles. French Cet article examine une priorité clé dans la politique de l'Union européenne vis-à-vis de l'Est et du Sud: l'effort de transformer les zones frontalières extérieures en régions sûres, stables et prospères via un soutien à la coopération transfrontalière. Cet objectif figure au centre des priorités de la Politique européenne de voisinage et de partenariat avec la Russie. La principale question posée dans ce texte est celle de savoir si ces politiques sont en mesure de faire participer les acteurs locaux. Fondé sur l'analyse des documents et du contenu des programmes, ainsi que sur la catégorisation des projets de partenariat et du type d'acteurs, l'article affirme que la notion de «local» peut être sujette à diverses interprétations, mais que si nous analysons le terme à l'échelle régionale suivant les critères dé finis par la nomenclature européenne NUTS (Nomenclature des unités territoriales statistiques), nous verrons que dans la pratique, la politique européenne semble plus axée vers la coopération transfrontalière régionale que locale. En outre, l'article affirme que les quatre objectifs du IEVP-CTF (Instrument Européen de Voisinage et de Partenariat- Coopération transfrontalière) ne cadrent pas réellement avec les ressources disponibles.

For centuries, borders have been considered as firm lines legitimating and defending the essence of the nation-state. However, present times report a redefinition of the role and importance of the border and of the border regions. At European level, the emergence and development of a common European policy have fostered cross-border cooperation (CBC) and self-governance through an increased involvement of local authorities and communities. The paper investigates, both theoretically and based on an empirical quantitative and qualitative research, the role and effectiveness of CBC cooperation in tourism sector in Bihor – Hajdú-Bihar Euroregion.
