<p><strong>English<br /></strong>Small-scale fishers in tuna industries generally could not afford their operational cost. They usually rely on credit schemes provided by bigger fishing companies or informal financing institutes. Formal financing institutes developed by government in rural areas and supposed to be financially acceptable are not tapped by small fishers. There are many reasons underlying fishers decision to rely on informal credits and the ones offered by bigger fishing companies. The flexibility of the scheme of the private credit could easily fulfil their needs. The roles of these financing institutes also cover marketing and other social problems faced by the fishers. On the other hand, administrative procedures and rigidity of the credit schemes applied by formal financing institutes hinder the fishers to use the schemes. To make fishers utilize the formal credit schemes, a preceeded modification of the schemes to suit with social characteristics and economics of small-scale fishing is required.</p><p> </p><p><strong>Indonesian<br /></strong>Pada umumnya usaha penangkapam ikan tuna skala kecil tidak mampu membiayai usahanya dengan modal sendiri, melainkan harus dengan bantuan kredit.

The effectiveness and appropriateness of establishing speed limits on freeways and the spatial extent of the zones were studied. Of particular interest were 55-mph (88-km/hr) speed zones that exist in the transition between urban and rural areas (determined according to urban area boundaries). Three types of freeway segments (urban-55, fringe-55, and rural-65) were analyzed, and although the study was of comparatively small scale, the results generally showed that higher speeds do not lead to more numerous or serious accidents. Moreover, compliance with speed limits is not necessarily a good measure of safety. On the other hand, motorists are self-policing to a certain degree in that they drive at reasonable speeds given the design of the different types of freeways. It is suggested that artificially lowered speed limits without a clear need being established from engineering and safety perspectives will not yield impressive safety benefits.

AbstractBased on evidence from nine countries (UK, Belgium, France, Germany, Italy, Poland, Croatia, Slovenia, and Ireland), this special issue analyses the fabrics of farm tourism in Europe. It identifies two main development trends: on one hand, a small scale and dispersed activities, at the other hand a product in response to tourist market demand. A brief overview of existing farm tourism practices in the European rural areas indicated an interesting interface between the forms and dimension of farm tourism embeddedness in local environment and at the same time, the ways and range of internationalization of farm tourism business

Big Data (BD) generation are exponentially increased and it is necessarily required for modern society. Hadoop Clusters (HC) provides the facilities like Processing, storage and doesn’t have built-in security. But this feature is important as it increases the analysis speed, storage process. HC facilitates storage, processing of data, on the other hand processing of streaming data handled by the Apache Spark. However data storage, processing power, cluster management and data security in HC is not reached up to the mark with increased data. In such situations, HC are scaled out from small scale IT organization and it depends on public cloud centers with lack of data security, communication, computation and operational cost. On the other hand data security in HC is major issue and it uses a separat security mechanisms. This paper proposes New Algorithm Built in Authentication Based on Access (BABA) as a security instance integrated as Hadoop instance for securing data in HC from attackers along with metadata security for avoiding crashes Hadoop. This mechanism provides a secured HC without using other security configurations which will reduce operational cost, computational power, increases data security and providing a better solution for HC.

In this study, two operational methodologies to extract thinned woods were investigated in the Nasunogahara area, Tochigi Prefecture, Japan. Methodology one included manual extraction and light truck transportation. Methodology two included mini-forwarder forwarding and four-ton truck transportation. Furthermore, a newly introduced chipper was investigated. As a result, costs of manual extractions within 10 m and 20 m were JPY942/m3 and JPY1040/m3, respectively. On the other hand, the forwarding cost of the mini-forwarder was JPY499/m3, which was significantly lower than the cost of manual extractions. Transportation costs with light trucks and four-ton trucks were JPY7224/m3 and JPY1298/m3, respectively, with 28 km transportation distances. Chipping operation costs were JPY1036/m3 and JPY1160/m3 with three and two persons, respectively. Finally, the total costs of methodologies one and two from extraction within 20 m to chipping were estimated as JPY9300/m3 and JPY2833/m3, respectively, with 28 km transportation distances and three-person chipping operations (EUR1 = JPY126, as of 12 August 2020).

Both at European and national level tertiary and quaternary sectors are concentrated in the metropolitan centre. In the rural areas only the sites of such sectors can be found the premises of which temporarily transform the sectoral structure of these areas, but from the regional development aspect they did not prove to be an effective strategy. The European Commission is now focusing on growth from innovation, which could become the driving force behind productivity growth and the economy’s long-term trend. The innovation-oriented economic development’s key players are on the one hand the knowledge-intensive enterprises, on the other hand the universities. Tertiary education can play a role – among others – in shaping and creating the development of knowledge intensive business environment and conditions, on the other hand it can assist the development of network contacts – another precondition of employment growth.

Abstract On the spherical earth, and in the absence of a background flow, the poleward propagation of near-inertial oscillations is restricted by the turning latitude. A background flow, on the other hand, provides a way to increase the apparent frequency of near-inertial waves through Doppler shifting. In this note, it is shown that near-inertial oscillations can be advected to latitudes higher than their turning latitude. Associated with the poleward advection there is a squeezing of the meridional wavelength. A numerical model is used to verify this result. The squeezed inertial oscillations are vulnerable to nonlinear interactions, which could eventually lead to small-scale dissipation and mixing.

AbstractIn 1750 and 1751 Jan van Gool published two volumes of artists' biographies entitled De Nieuwe Schouburg (Note 2). This sequel to Houbraken's Groote Schouburgh (.Note I) is an important source for Dutch art history of the period around 1700. The author's opinions are not strictly governed by the rules of art theory, nor is he a convinced Classicist. His main aim is to give complete and reliable information on the lives and works of artists. In so doing he cannot refrain from giving personal opinions. These characterize him as a competent art critic, who seems to have had an eye for style and quality. He despises work by contemporaries who still adhere to the Leiden tradition of fijnschilderen (small-scale, highly-finished painting). In his view the composition of a painting is of prime importance in assessing its quality, for it is mostly there that an artist's inventiveness, or lack of it, is revealed. Another aspect of great importance is the expression of emotions in painted figures through their glances, gestures and attitudes. Van Gool praises not only history painters who prove to have abilities in this field, but also painters of genre scenes and portraits. He pays far more attention to a painter's brushwork than his style of drawing, his predilection being for masters with a 'courageous' brush. Relatively little attention is given to colour and light and to the plasticity of painted figures. Van Gool's ideals seem to be summed up in the word natural. The essential qualities of the subjects painted must be made visible in the work of art. A painstaking realism in the Leiden tradition would endanger this ideal as much as a severe Classicism. The observation of reality should not be carried so far that details become more important than totalities, but on the other hand the overall form should not be idealized to such an extent that reality is forgotten.

Abstract The article criticizes some shortcomings of Asian contextual and liberation theologies that methodologically employ ‘hermeneutical circle’. The method focuses on experience as the starting point of doing theology. Despite its powerful insights that enable theologians to engage with concrete human and social problems, the method can easily preserve a theologian’s blind spot that hinders her/him from perspectives other than his or her own. I also criticize such an experience-based method as being too linear which can easily result in a methodological imperialism. In response to the weakness, I propose a multitextual theology, which on the one hand acknowledges the importance of perspectivism in any theology but also, on the other hand, celebrates theological freedom in viewing reality from ‘manywheres’. Since reality provides plurality of texts, a multitextual theology can begin simultaneously from any text, without being trapped into a procedural rigidity as clearly demonstrated in contextual and liberation theologies.

Banyuwangi is a regency in East Java which focuses to transforming the regency into a tourism city, especially in the coastal tourism. As the development has sustained, it persuades investors to explore coastal tourism as a new business area. Consequently, the development of tourism in Banyuwangi regency generates new tourism places. On the other hand, however, there are further problems in areas of coastal tourism which were previously established. Watu Dodol Beach for instance, the beach has a lot of traditional outlets as business activities as results of coastal tourism with more than 37 years without any administrative documents. This paper is aimed to revisit the response of Government of Banyuwangi toward permanent buildings at beach’s borders according to administrative procedures according to Government Bylaw (Perda) Number 9 Year 2014 on Building. There are some critical notes to outline implications of such bylaw with the following dispute settlement. As mentioned by such bylaw, the absence of administrative documents on the establishment of outlets will impose the Government to issue reminder in writing, restrictions of building, postponement of activities, revocation of building permits (IMB), revocation of feasible function standard (SLF) and dismantling of buildings. As a result, the dispute settlement provided to address such administrative sanction comprises litigation and non-litigation processes. Keywords: Government of Banyuwangi, Building, Coastal Tourism

Private mortgage lending business is an important business segment for retail banks. There are two main reasons for this. Firstly, the comparatively low risk. On the one hand, because many years of experience in this segment enable optimal risk management. On the other hand, the financed properties also provide optimum security. Due to the small size of this business segment, private construction financing was unattractive for major banks for a long time. On the other hand, this division was a core business for regional banks and savings banks. However, as a result of the banking crisis in 2007 and 2008 and the ECB’s ongoing low-interest policy, the private mortgage lending sector is now attractive to all market participants. This is reflected in fiercer competition. The importance of customer communication has therefore also increased in the advertising for new business. Since financial and personnel resources are limited, corporate communications are faced with the challenge of addressing potential customers as efficiently as possible. Communication science has already developed a number of concepts for optimal, integrated communication. These are based on average consumers. Against the background of possible regional deviations in media usage and consumer behaviour, this work explains that banks and savings banks with a regionally defined business area should set different priorities within the communications mix than supraregional providers. To this end, a field study was conducted in rural areas of the Nuremberg metropolitan region and analysed using a chi-square test. The study revealed the continuing importance of branches and personal advice, despite increasing digitalisation. At the same time, the necessity of closely networking stationary sales and online offers in rural areas becomes clear.
