Freeway Speed Zones: Safety and Compliance Issues

The effectiveness and appropriateness of establishing speed limits on freeways and the spatial extent of the zones were studied. Of particular interest were 55-mph (88-km/hr) speed zones that exist in the transition between urban and rural areas (determined according to urban area boundaries). Three types of freeway segments (urban-55, fringe-55, and rural-65) were analyzed, and although the study was of comparatively small scale, the results generally showed that higher speeds do not lead to more numerous or serious accidents. Moreover, compliance with speed limits is not necessarily a good measure of safety. On the other hand, motorists are self-policing to a certain degree in that they drive at reasonable speeds given the design of the different types of freeways. It is suggested that artificially lowered speed limits without a clear need being established from engineering and safety perspectives will not yield impressive safety benefits.

<p><strong>English<br /></strong>Small-scale fishers in tuna industries generally could not afford their operational cost. They usually rely on credit schemes provided by bigger fishing companies or informal financing institutes. Formal financing institutes developed by government in rural areas and supposed to be financially acceptable are not tapped by small fishers. There are many reasons underlying fishers decision to rely on informal credits and the ones offered by bigger fishing companies. The flexibility of the scheme of the private credit could easily fulfil their needs. The roles of these financing institutes also cover marketing and other social problems faced by the fishers. On the other hand, administrative procedures and rigidity of the credit schemes applied by formal financing institutes hinder the fishers to use the schemes. To make fishers utilize the formal credit schemes, a preceeded modification of the schemes to suit with social characteristics and economics of small-scale fishing is required.</p><p> </p><p><strong>Indonesian<br /></strong>Pada umumnya usaha penangkapam ikan tuna skala kecil tidak mampu membiayai usahanya dengan modal sendiri, melainkan harus dengan bantuan kredit. Lembaga perkreditan yang lebih banyak di manfaatkan oleh mereka untuk membiayai usahanya adalah perkreditan informal dan perkreditan melalui kemitraan yang dibentuk oleh perusahaan perikanan. Lembaga perkreditan formal skala kecil yang dikembangkan oleh pemerintah  di pedesaan belum banyak dimanfaatkan oleh nelayan kecil, walaupun sebenarnya lebih menguntungkan secara finansial bagi mereka di bandingkan dengan perkreditan informal. Banyak faktor yang mempengaruhi pengambilan keputusan wilayah itu. Kelembagaan pada perkreditan informal dan kemitraan yang ditunjukan oleh batas yurisdiksi dan aturan representasi yang fleksibel dan hak pemilikan kapital yang bersifat privat memudahkan kreditor untuk mengambil kebijakan  perkreditan sehingga sesuai dengan kebutuhan nelayan. Kebijakan perkreditan yang dilakukan oleh lembaga perkreditan informal dan kemitraan itu, selain berfungsi untuk memecahkan masalah finansial, juga dapat berfungsi secara simultan untuk memecahkan masalah usaha lainnya yang dihadapi oleh nelayan, seperti pemasaran produksi . Sebaliknya, kelembagaan pada perkreditan formal yang keras menyebabkan nelayan menjadi sulit  memenuhi persyaratan administrasi perkreditan tersebut. Untuk merangsang nelayan memanfaatkan perkreditan formal, perlu dilakukan modifikasi kelembagaan perkreditan agar sesuai dengan karakteristik usaha dan sosial ekonomi nelayan dan permasyarakatan perkreditan itu secara intensif kepada nelayan</p>

AbstractBased on evidence from nine countries (UK, Belgium, France, Germany, Italy, Poland, Croatia, Slovenia, and Ireland), this special issue analyses the fabrics of farm tourism in Europe. It identifies two main development trends: on one hand, a small scale and dispersed activities, at the other hand a product in response to tourist market demand. A brief overview of existing farm tourism practices in the European rural areas indicated an interesting interface between the forms and dimension of farm tourism embeddedness in local environment and at the same time, the ways and range of internationalization of farm tourism business

Background: The present age is the age of stress. Everybody is disturbed due to one or the other reason irrespective of their age. However, adolescents are more prone to psychological and sociological disturbances.Objectives:To assess the psychosocial problems in adolescents.Methods: The study was conducted in selected schools of urban and rural areas taking 100 participants each for boys and girls using convenient sampling method. The tool used was youth self report. The data collected was analyzed using appropriate statistical methods.Results: The study revealed that 48.5% adolescents were well adjusted; 47% were having mild psychosocial problems; 4% had moderate psychosocial problems and 0.5% had severe psychosocial problems.Conclusion: Adolescents irrespective of their living places had varying degrees of psychosocial problems. In this study, two operational methodologies to extract thinned woods were investigated in the Nasunogahara area, Tochigi Prefecture, Japan. Methodology one included manual extraction and light truck transportation. Methodology two included mini-forwarder forwarding and four-ton truck transportation. Furthermore, a newly introduced chipper was investigated. As a result, costs of manual extractions within 10 m and 20 m were JPY942/m3 and JPY1040/m3, respectively. On the other hand, the forwarding cost of the mini-forwarder was JPY499/m3, which was significantly lower than the cost of manual extractions. Transportation costs with light trucks and four-ton trucks were JPY7224/m3 and JPY1298/m3, respectively, with 28 km transportation distances. Chipping operation costs were JPY1036/m3 and JPY1160/m3 with three and two persons, respectively. Finally, the total costs of methodologies one and two from extraction within 20 m to chipping were estimated as JPY9300/m3 and JPY2833/m3, respectively, with 28 km transportation distances and three-person chipping operations (EUR1 = JPY126, as of 12 August 2020).

AbstractThe aim of this paper is to determine the contemporary differences in the inflow of global solar radiation in Warsaw (urban station) and Belsk (rural station). The meteorological data used comprised daily sums of global solar radiation (in MJ•m−2) and the duration of sunshine (in hours) for the period 2008 2014. On clear days in spring and summer, the rural area receives more solar radiation in comparison to the urban area, whereas in autumn a reverse relationship occurs. On cloudy days in all seasons, the rural area receives more solar radiation than the urban area, and the relationship is the strongest in winter. Differences between urban and rural areas on cloudy days are smaller than those observed on clear days.

An attempt was made to assess the women contribution towards agriculture in Vavuniya district, Sri Lanka. 60 farm family households' women were randomly selected from rural and urban area of Kovilkulam AI region of Vavuniya district in Sri Lanka and the data were collected by constructed questionnaire. The objectives of this study are to identify the factors contributing women participation in agriculture, to identify the constraints faced by the women in participating agriculture and to evaluate the women participation in decision making activity in agriculture. Minitab 15 and MS excel were used for data analysis. The level of women participation in agricultural activities was found out using chi-square test and the factors contributing for women participation in agricultural activities were identified using multiple regression analysis in urban and rural areas separately (α=0.05). The results revealed that 90% of the rural women respondents and 50% of the urban respondents participated in the agricultural activities which is a significant difference. The mean values of women participation in agricultural activities in urban and rural areas were 77 hours and 836 hours per annum respectively. The multiple regression model for women participation in urban area found that the participation of women negatively correlated with status of employment, age and education level (p=0.000). In rural area, age and educational level were negatively influencing on women participation in agricultural activities (p=0.000). R-square values of fitted regression models were 72 % and 91% in urban and rural area respectively 72% and 91% variation in respective women participation were explained by these models. The obstacles for the women in participation in agricultural activities were reported as lack of knowledge and training in agriculture field, family burden, cultural and social barriers and physical constraints. 60% of women from rural areas and 90% of women from urban areas were involved in decision making especially in the selection of crops and varieties for planting and livestock rearing. Enhancing the awareness and the technical knowledge to the women in the field of agriculture would contribute to increase income from agriculture at household level, district level and finally at national level. Int. Both at European and national level tertiary and quaternary sectors are concentrated in the metropolitan centre. In the rural areas only the sites of such sectors can be found the premises of which temporarily transform the sectoral structure of these areas, but from the regional development aspect they did not prove to be an effective strategy.The European Commission is now focusing on growth from innovation, which could become the driving force behind productivity growth and the economy’s long-term trend. The innovation-oriented economic development’s key players are on the one hand the knowledge-intensive enterprises, on the other hand the universities. Tertiary education can play a role – among others – in shaping and creating the development of knowledge intensive business environment and conditions, on the other hand it can assist the development of network contacts – another precondition of employment growth.

Representing players' strategies in game theory has a direct impact on the players' performance. The state of art shows that automata are one of the primary techniques used for representing players' strategies and behaviors. In this paper, the author will identify different types of automata and assess their utilization in the field of game theory. Is has been found that finite automata, adaptive automata, and cellular automata are widely adopted in game theory. The utilization of finite automata is found to be limited to represent simpler players' behavior. On the other hand, adaptive automata and cellular automata are intensively applied in complex environments, where the number of interacted players is large and therefore, representing complex behaviors are needed.

Noble gases (Ngs) are the least reactive elements in the periodic table towards chemical bond formation when compared with other elements because of their completely filled valence electronic configuration. Very often, extreme conditions like low temperatures, high pressures and very reactive reagents are required for them to form meaningful chemical bonds with other elements. In this personal account, we summarize our works to date on Ng complexes where we attempted to theoretically predict viable Ng complexes having strong bonding to synthesize them under close to ambient conditions. Our works cover three different types of Ng complexes, viz., non-insertion of NgXY type, insertion of XNgY type and Ng encapsulated cage complexes where X and Y can represent any atom or group of atoms. While the first category of Ng complexes can be thermochemically stable at a certain temperature depending on the strength of the Ng-X bond, the latter two categories are kinetically stable, and therefore, their viability and the corresponding conditions depend on the size of the activation barrier associated with the release of Ng atom(s). Our major focus was devoted to understand the bonding situation in these complexes by employing the available state-of-the-art theoretic tools like natural bond orbital, electron density, and energy decomposition analyses in combination with the natural orbital for chemical valence theory. Intriguingly, these three types of complexes represent three different types of bonding scenarios. In NgXY, the strength of the donor-acceptor Ng→XY interaction depends on the polarizing power of binding the X center to draw the rather rigid electron density of Ng towards itself, and sometimes involvement of such orbitals becomes large enough, particularly for heavier Ng elements, to consider them as covalent bonds. On the other hand, in most of the XNgY cases, Ng forms an electron-shared covalent bond with X while interacting electrostatically with Y representing itself as [XNg]+Y−. Nevertheless, in some of the rare cases like NCNgNSi, both the C-Ng and Ng-N bonds can be represented as electron-shared covalent bonds. On the other hand, a cage host is an excellent moiety to examine the limits that can be pushed to attain bonding between two Ng atoms (even for He) at high pressure. The confinement effect by a small cage-like B12N12 can even induce some covalent interaction within two He atoms in the He2@B12N12 complex.
