In Brazil, the sector of agribusiness suffers with the lack of infrastructure for the production outflow and as transportation costs increase, they affect its competitiveness in the world scenario. In this work, an optimization model was developed to support decision-making to soybeans transport for export, in regions in the state of Para (Brazil) near to Tocantins-Araguaia waterway. The study applied a Linear Programming model, adopting the transport problem, in search of minimizing the costs of alternative routes, restricted to the respective supply and demand limitations. The model aimed to minimize the transport costs from the production centers to the exporting port, through the current infrastructure and suggesting the road and waterway intermodal alternative by means of the interior navigation, considering diverse points for transshipment. The results showed a cost reduction for production outflow in the base year of the study when the intermodal transport was used. Furthermore, the new routes only by waterway created a new transport network configuration, decreasing the road distances for the municipalities production outflow, supporting the increasing of competitiveness of the state, as well as providing wealth generation in the region.

Crowd-vote has implemented as a part of a university program recommendation system, complementing the aspect of knowledge management.  The recommendation system is developed to support freshmen students’ decision making during program selection and uses for first time of enrolment.  The challenges of decision-making among students is formed by many influential factors like family, agents, universities and others.  Popular decision making models include rational, intuitive, among others. Rational models have series of sequential steps that involve a thinking process, while intuitive models are more on people experiences and recognition of the pattern based on what people believe and think how it will work.  Other models attempt to combine both rational and intuitive aspects of decision. The challenge is foreseen in capturing experts’ opinion as part of students’ decision making, since experts are the good source of knowledge to strengthen the process.  A prototype is developed for this purpose and constructive feedback from experts and students were collected to examine the significant use of crowd-vote using questionnaire survey. The objectives of this paper are to investigate the use of crowd-vote in leveraging decision making, and to evaluate the implementation of crowd-vote in supporting decision making during program selection.  The results from expert opinions and students’ evaluation are discussed.

The advancement of network technology and the popularization of the Internet lead to increased interest in information recommendation. This paper proposes a group recommendation system that takes the preferences of group users in mobile environment and applies the system to recommendation of restaurants. The proposed system recommends the restaurants by considering various preferences of multiple users. To cope with the uncertainty in mobile environment, we exploit Bayesian network, which provides reliable performance and models individual user's preference. Also, Analytical Hierarchy Process of multi-criteria decision-making method is used to estimate the group users' preference from individual users' preferences. Experiments in 10 different situations provide a comparison of the proposed method with random recommendation, simple rule-based recommendation and neural network recommendation, and confirm that the proposed method is useful with the subjective test.

The technological development in the devices and services provided via the Internet and the availability of modern devices and their advanced applications, for most people, have led to an increase in the expansion and a trend towards electronic commerce. The large number and variety of goods offered on e-commerce websites sometimes make the customers feel overwhelmed and sometimes make it difficult to find the right product. These factors increase the amount of competition between global commercial sites, which increases the need to work efficiently to increase financial profits. The recommendation systems aim to improve the e-commerce systems performance by facilitating the customers to find the appropriate products according to their preferences. There are lots of recommendation system algorithms that are implemented for this purpose. However, most of these algorithms suffer from several problems, including: cold start, sparsity of user-item matrix, scalability, and changes in user interest. This paper aims to develop a recommendation system to solve the problems mentioned before and to achieve high realistic prediction results this is done by building the system based on the customers’ behavior and cooperating with the statistical analysis to support decision making, to be employed on an e-commerce site and increasing its performance. The project contribution can be shown by the experimental results using precision, recall, F-function, mean absolute error (MAE), and root mean square error (RMSE) metrics, which are used to evaluate system performance. The experimental results showed that using statistical methods improves the decision-making that is employed to increase the accuracy of recommendation lists suggested to the customers.

Construction of Non-Habitable Homes (RTLH) is a government program managed by thesupervision of the Social Service (Dinas Sosial) in the form of housing construction assistancefunds for the poor. In its realization, assistance is still often found to be lacking on target. It isbecause the determination of beneficiaries is not correctly selected, and there are no standardmethods based on existing criteria. These problems require a system that can providerecommendations that conform to clear standards and use techniques that accounted. FuzzySimple Additive Weighting (SAW) method is one method used in decision making. This methodcalculates criteria to get ranking weights to support decision making. The process of selectingcriteria and determining fuzzy variables carried out as a primary process in this method. Afterthe fuzzification weight value obtained, ranking done to use as a reference in the decision makingof recipients. Based on the results of manual testing, the system made is under the effects ofmanual calculations with a level of accuracy reaching 100%, so that implemented as a basis formaking decisions. While testing, the black box system found that all the requirements tested canrun following the overall system functionality. With this recommendation system, it can help thedecision to find the recipients of the Fund for Non-Occupable Homes Construction Assistanceso that it is more targeted.

The paper presents data on the problem of monitoring and diagnosing the technical condition of torpedo ladle cars at the iron and steel works. The structure of technology for automated monitoring and diagnosing the technical condition of torpedo ladle cars has been developed and described, as a system-organized sequence of operations performed with the information on the state of the torpedo ladle cars applying the proposed methods. There has been developed software to implement the operations of information processing for torpedo ladle cars and to support decision-making on selecting their operational mode.

Abstract: This paper aims to present the use of a hybrid tool to support decision making in a forestry industry in the state of Sao Paulo. It was applied the Analytical Hierarchy Process (AHP) and Fuzzy logic techniques in Microsoft's Excel® platform, aiming to disseminate an unrestricted tool of use across the company. A solid result was reached, where it was possible to rank all the qualitative aspects concerned by the company strategy, highlighting how the facility would be moving its efforts to achieve competitiveness gains within its projects.

Power involves a number of models of choice: maximizing, satisficing, coercion, and minimizing missed opportunities. The latter is explored in detail and linked to a particular type of power, domination by virtue of a constellation of interests. It is shown that domination by virtue of a constellation of interests calls for justification through references to a common good, i.e. a rent to be shared between Principal and Agent. Two sources of sub-optimal outcomes are compared: individual decision-making and interactions. Interactions organized in the form of power relationships lead to sub-optimal outcomes for at least one side, Agent. Some empirical evidence from Russia is provided for illustrative purposes.

The author analyzes the state of institutional economics in contemporary Russia. It is characterized by arbitrary confusion of the ideas of «old», «new» and «mathematical» versions of institutionalism which results in logical inconsistency and even eclectics to be observed in the literature. The new and mathematical versions of institutionalism are shown to be based on legal, political and mathematical determinism tightly connected with the so-called «economic approach» (G. Becker). The main attention is paid to the discussion of theoretical and practical potential of the contemporary classical («old») institutionalism. The author focuses on its philosophical grounds and its technological imperative, the institution of science, the method of criticism, the opportunity of using classical institutionalist ideas as the ideology of economic reforms in Russia.
