This research focuses on the emergency-housing demand caused by the on-going refugee crisis in Southeastern Europe. The research and proposed solutions focus on Northern Serbia, as this region generally lacks permanent housing solutions for accommodating the increasing influx of immigrants. The outcome of this research is an architectural proposal for the refugee housing unit designed particularly for the situational factors of this focus region.    The study identifies earth architecture as the primary building technique, due to its ability to satisfy a range of defined end-product goals.  These goals include: the sustainability of the material, quality and durability of the final product, skill level required for non-professional construction, final cost of material and execution, historical regional precedent, and opportunity for communal engagement of the immigrant population. The proposed architectural design uses earth-bag construction as the sub-method most suitable for this location and in keeping with the goals outlined above. The proposed housing unit is a singular component that could be duplicated to create larger communal housing communities.  A broad overview of possible solutions is included, followed by the development of the earth-bag construction option. The development of this proposal includes material studies, sketches, and an architectural model as representation tools. The outcomes of this research serve as a guideline, rather than a precise construction model, in creating much needed refugee housing communities in North Serbia.

Subject. The article describes the findings of the authors of fundamental strategic decisions on the formation of multifunctional urban complexes, using the housing demand and supply criterion. Objectives. We undertake a comprehensive study aimed at perfecting the methodology for evaluating the options for city infrastructure development at two stages, i.e. strategic, when general targets of feasible commissioning are determined, and current, when parameters of demand for facilities are taken into account. Methods. The study employs methods of expert survey, statistical data processing, predictive and investigative analysis. Results. We explored factors of creating amenities and comfort in residential construction areas, developed an algorithm to calculate the volume of new living space commissioning on the basis of evaluating demands in the Smart City paradigm. Conclusions. The study shows the cost increase depending on the built-up area, number of floors, and the balance between the type of capacity and the number of residents in the quarter (linear relationship).

The current practise of the Islamic banks to rely on market interest rate as pricing benchmark for their home financing products has been a subject of intense debate among many parties. Muslim scholars have warned that it is highly discouraged as it could lead to a possible convergence between the practices of the Islamic and conventional banks. This paper intends to address the financing issues in the discussion of human settlement or housing policy by presenting the determinants for house price index as well as looking into the possibility of adopting the House Price Index (HPI) to replace the market interest rate as a pricing benchmark for the Islamic home financing. The study applies Auto-Regressive Distributed Lag (ARDL) method on a model comprising HPI as the dependent variable and a set of independent variables consisting of economic, housing demand and housing supply factors. The findings lead to the formulation of recommendations as a way forward for the Islamic banking industry in particular, and the economy in general. This will require a paradigm shift from basic financing products to a more holistic approach which integrates supply of housing factors, as well as urban planning and urban finance, with human rights and recognizes the need to place and shelter people.

AbstractHousing plays a central role in everyday life and the fulfillment of human needs. Temporary housing demand can occur due to migration, extreme environmental events or personal decisions, and is expected to increase in the upcoming years. This study aims to create a general understanding of temporary housing. We conducted an integrated comparison of 66 international temporary housing examples via tabulation (table work), in an interdisciplinary manner considering details regarding built structure, open spaces, area, infrastructure, organizational and socio-economic aspects. It is the first time that a systematic comparison via tabulation (based on the approach of Braun-Blanquet) is used to classify temporary housing environments. The process is described in detail. The application of the systematic comparison creates a detailed typology that allows extensions and further differentiations. The types that emerge from the tabulation have specific concepts regarding the structural-spatial organization, technical infrastructure, and organizational matters, among others. The typology was further examined in the context of previous groupings in published literature. This novel approach of analyzing and structuring temporary housing offers a comprehensive perspective that can work as a universal understanding and language for precise communication among different disciplines regarding temporary housing.
