In Madagascar, faced with a galloping poverty rate, diseases, malnutrition, natural disasters, unemployment, illiteracy and illiteracy are hitting the population hard. In this context, social and economic aid aimed at an increasingly vulnerable population group is diversifying considerably. In general, humanitarians come to the aid of the most vulnerable to restore human dignity and alleviate the suffering of families in precarious situations. The question then becomes how will these humanitarian actions work to ensure resilience for socially sustainable development? This study, which aims to analyze the functioning of NGOs in the resolution of post-disaster socio-economic problems, allows us to affirm that taking into account the underlying factors: structural and situational, contributes to the achievement of the expected objectives for the strengthening of their resilience.

Natural disasters often cause significant human suffering. They may also provide incentives for states to escalate repression against their citizens. We argue that state authorities escalate repression in the wake of natural disasters because the combination of increased grievances and declining state control produced by disasters creates windows of opportunity for dissident mobilization and challenges to state authority. We also investigate the impact of the post-disaster humanitarian aid on this relationship. Specifically, we argue that inflows of aid in the immediate aftermath of disasters are likely to dampen the impact of disasters on repression. However, we expect that this effect is greater when aid flows to more democratic states. We examine these interrelated hypotheses using cross-national data on immediate-onset natural disasters and state violations of physical integrity rights between 1977 and 2009 as well as newly collected foreign aid data disaggregated by sector. The results provide support for both our general argument and the corollary hypotheses.

AbstractThis paper describes the flows of aid after large catastrophic natural disasters by using the extensive record of bilateral aid flows, by aid sector, available through the OECD's Development Assistance Committee. For each large donor, the extent of cross-sector reallocation is identified that is occurring in the aftermath of large disasters whereby humanitarian aid increases but other types of aid may decrease. The evidence in this paper suggests that the expectation of large surges in post-disaster aid flows is not warranted given the past diversity of experience of global foreign post-disaster aid by donor and by event. No evidence is found, however, that donors reallocate aid between recipient countries (cross-recipient reallocation). These observations suggest that countries which are predicted to face increasing losses from natural disasters in the coming decades (and almost all are) should be devoting significant resources to prevention, insurance and mitigation, rather than expecting significant post-disaster aid inflows.

Nos últimos anos, tem aumentado a frequência dos desastres naturais na Amazônia, concomitantemente com a necessidade de estimar os seus prejuízos econômicos. Este trabalho tem como objetivo verificar qual é o tipo e a intensidade do impacto das inundações de 2009, consideradas as maiores já registradas na Amazônia, no crescimento do Produto Interno Bruto (PIB) municipal. A metodologia consistiu na análise de correlação linear entre o desempenho econômico e algumas variáveis referentes ao tipo de inundação e indicadores socioeconômicos. Os resultados mostram que as inundações bruscas são as mais problemáticas em longo prazo. As principais estratégias a serem adotadas perpassam pela inclusão de ações de mitigação de desastres naturais ao planejamento do desenvolvimento sustentável da Amazônia. Palavras-chave: Produto Interno Bruto. This special issue features policy priorities, public perceptions, and policy options for addressing post-disaster return migration in the United States, Japan, and a couple of Asian countries. It includes a series of case studies in these countries, which are based on a sustained dialogue among scholars and policymakers about whether and how to incentivize the return of displaced persons, considering social, economic, and environmental concerns. The research team, composed of researchers from Indonesia, Japan, Sri Lanka, and the United States, undertook a collaborative and interdisciplinary research process to improve understanding about how to respond to the needs of those displaced by natural disasters and to develop policy approaches for addressing post-disaster return. The research focused on the following three key issues: objectives of return migration (whether to return, in what configuration, etc.), priorities and perceptions that influence evacuees’ decision-making regarding return, and policies and practices that are used to pursue return objectives. This special issue includes ten articles on the following disaster cases: the Great East Japan Earthquake in 2011, Hurricane Katrina in 2005 and Hurricane Sandy in 2012, the Great Indian Ocean Tsunami in 2004, and the Great Sumatra Island Earthquake in 2009. Important lessons for the future were secured out of these case studies, covering the entire phase of return, namely planning, implementation, and monitoring.

In order to ensure the sustainable development of resource-exhausted cities,with Dongchuan disrict of Kunming as an example, the achievements and problems in the economic transformation, as well the relationship between the geological hazards and mining were analysed,the results showed that Dongchuan has achieved good results in the process of transformation in economy, city transformation, and ecological construction.However, the basic cause of severe natural disasters lie in over-exploitation is ignored for the misunderstanding of the causes of geological disasters.Therefore, the prominent problem in the development of transformation is the insufficient emphasis on eco-environmental protection.Resource-exhausted cities must pay attention to ecological construction in the transformation process for keeping the economic and environmental sustainability.

Natural conditions as well as the diversity of population and culture in Indonesia cause the risk of natural disasters, social disasters and complex emergencies to arise. The implementation of emergency response is also often not supportive, the distribution of aid and services is not fast, uneven and difficult to monitor properly, so that the progress of the results of disaster emergency response activities is less objectively measurable. In Sintang Regency, in addition to natural disasters, social disasters also often occur, because the facilities are not standardized and accommodated so that services are not optimal. Judging from the existing needs, the Disaster Management Center is a facility that can assist the implementation of Disaster Emergency Response activities in Sintang Regency. The Disaster Management Center can accommodate disaster emergency response activities so that it has strategic command lines so that information confusion can be minimized so as to realize appropriate policies in dealing with disasters. The planned Disaster Management Center is a facility that functions to accommodate agencies related to pre- and post-disaster management, both as a place for disaster management and as an information center. The design method for this Disaster Management Center uses a comparison of literatures and performs data processing to describe the design process of the Sintang Regency Disaster Management Center. The mass of the building is divided into three parts separated by function and purpose. The approach to design applies an integrated concept, referring to a standardized and accommodating spatial layout.
