Energy consumption is managed to some degree in different countries. If the government is interested in reducing the energy poverty and increasing the energy consumption, it provides enough energy access for all consumers. However, sometimes, in order to regulate the energy market properly, the government should pursue other goals, i.e., political, economic, or even fiscal. This study aims to figure out how the new natural gas policy of Ukrainian government reflects on the main stakeholders’ incomes and expenses: the profits of domestic gas companies; the expenses of the four main groups of households by income. The article shows the case of unfair taxation of households’ natural gas consumption by the Ukrainian government that was named by the authors as “gas tax.” Analyzing this case using the statistical indicators of dynamics, distribution and structure, it was found out that the honest taxpayers who receive middle incomes (middle class) are in the most disadvantaged position because they are forced to pay the highest price and the largest share of their income for utilities. The paper also includes distinguishing several shortcomings and ethical problems that appear during application of the gas tax in Ukraine: growth of cost inflation, reduction in domestic consumption, reducing the profitability of business; reducing the middle class and increasing the stratification of society, concealment of real incomes and growth of the shadow economy, enhancing injustice and labor migration abroad. All these problems are the arguments for reconsidering gas tax to make it fair and less painful for the economy and households.

The existing modern conceptual approaches to the formation of an assessment of the natural gas consumption strategy in the steel industry do not allow assessing comprehensively all the processes that occur in the enterprise affecting the efficiency of natural gas consumption. Due to the fact that natural gas acts an important role as a universal energy resource, both in the economy and in international politics, the modern strategy for assessing the consumption of natural gas in the steel industry is becoming a key factor in increasing competitiveness and guaranteeing sustainable economic growth of the country's steel industry. The article proposes a conceptual approach to the development of the model in order to assess the strategy of natural gas consumption at iron and steel enterprises, which allows timely management decisions to be taken to increase the organization of efficient energy consumption at the enterprise. Based on the proposed conceptual approach to assessing the strategy of natural gas consumption at the iron and steel industry, it can be stated that this assessment is interconnected with the assessment of the integral criterion for the implementation of the goals of organizing effective energy management.

The energy price influence system is one of the key mechanisms in the study of energy consumption. China’s household energy consumption has obvious regional differences, and rising income levels and urbanisation have changed the willingness and ability of households to make energy consumption choices. Based on the linear price effect of household energy consumption, this paper explores the scenario characteristics of energy prices affecting energy consumption, taking electricity and natural gas consumption as examples. Based on household energy consumption statistics from 2005 to 2018 in 36 major cities across China, the accuracy and change trends of household energy consumption forecasts are investigated through the decision tree-support vector machine (DT-SVR) non-linear forecasting technique. The study shows that the non-linear forecasting technique accurately portrays the predicted trends of changes in total urban household electricity and natural gas consumption. Within the less developed regions of economic development, income levels are still the main constraint on changes in urban household energy consumption, and the stimulating effect of income levels on household energy consumption has not been seen in the process of economic development in these less developed regions. Urbanisation as an important factor in examining household energy consumption, different development patterns and development processes will gradually be reflected in scenario aspects such as the choice of urban household energy consumption and changes in total consumption.

New three- and four-cycle experimental cementation regimes for a layer thickness of up to 4.0 mm in an atmosphere of natural gas with air additives have been developed. Rational schemes for adding air to the atmosphere of methane for carburizing in shaft furnaces at different thicknesses of the hardened layer have been determined. Industrial testing of new modes has shown the possibility of reducing the total duration of the cementation process by 25%; significant reduction in energy consumption for heating furnaces and reduction of natural gas consumption for one carburizing mode by 35%.


Share of fossil fuel in India’s primary energy mix is around 92% with natural gas contributing 6% in it. The power, fertilizer and city gas distribution (CGD) sector are the major gas-consuming sector in India. Despite the government efforts to increase the share of natural gas in the primary energy mix, the country still has low per capita gas consumption. In order to enhance natural gas consumption in the country, the Indian government has set up a target to increase natural gas share in the energy mix to 15% by 2022. Therefore, the issue of estimation of the natural gas demand is addressed in the present paper to understand the dynamics of the natural gas market. The error correction model (ECM) is applied at a national and sectoral level to examine the domestic gas demand in India. The study reveals the following findings: (a) At the national and sectoral level, the last year gas consumption is an only statistically significant factor; (b) Price, population and income are not statistically significant at national and sectoral level and (c) Demand for natural gas is price inelastic at the national level

Krisis energi dunia juga terjadi di Indonesia. Cadangan energi di Indonesia terutama energi fosil (minyak bumi, batubara, dan gas alam) semakin hari semakin menyusut. Ketersediaan akan energi fosil juga semakin berkurang karena peningkatan konsumsi energi per kapita. Untuk memprediksi krisis energi di Indonesia, paper ini mengusulkan pengembangan sistem inferensi fuzzy sukamoto untuk klasifikasi krisis energi berdasarkan parameter jumlah produksi, konsumsi energi dan faktor penggerak kebutuhan energi, yakni GDP dan populasi penduduk. Luaran dari sistem ini adalah klasifikasi berdasarkan parameter tersebut, yaitu kondisi aman, waspada dan krisis. Hasil eksperimen menunjukan sistem yang dibangun menghasilkan tingkat akurasi pada minyak bumi 90%, batubara 100 % dan gas alam 100%. Dengan adanya sistem ini diharapkan mampu memberikan peringatan dini dan pendukung keputusan bagi pemerintah atau pihak instansi terkait dalam memberikan penangan atau solusi terhadap masalah krisis energi. World energy crisis also occurred in Indonesia. Energy reserves in Indonesia, especially fossil fuels (petroleum, coal, and natural gas) are increasingly shrinking. The availability of fossil energy will also be on the wane because of an increase in energy consumption per capita. To predict the energy crisis in Indonesia, this paper proposes the development of sukamoto fuzzy inference systems for classification energy crisis based on parameters the amount of production, energy consumption and energy demand driven factors, namely GDP and population. Outcomes of this system is the classification based on these parameters, i.e., a safe condition, alert and crisis. The experimental results show the system produce levels of accuracy at 90% petroleum, natural gas 100% and CoA, 100%. This system are expected to provide an early warning and decision support for the government or the relevant agencies in giving the handlers or the solution to the problem of energy crisis.

The Northeast Asia, as one of the most rapidly development regions, has a large amount of energy consumption. Therefore, it is very significant to study the relationship between natural gas consumption and economic growth in the Northeast Asia. This paper builds Panel Data Model to study the relationship between natural gas consumption and economic growth in China, Japan, and Korea from 1991 to 2015, on the basis of analyzing the impact mechanism that natural gas has on economic growth. This paper finds that the Japan’s elasticity coefficient of natural gas consumption is the highest, whereas Korea’s is the lowest, and China’s is in the middle of these two countries, because of countries’ different development level and energy consumption mode. Moreover, the results of Granger causality relationship test show that there is only one-way Granger causality relationship between natural gas consumption and economic growth of China, but no causal relationship is found for Japan and Korea.

Small and medium industries (SMEs) savings analysis and meaningful performance indicators can help Enbridge Gas Distribution Inc., and individual SMEs make effective decisions to improve facility performance. For this study, information on 11 SMEs’ energy consumption has been provided. This entails: preliminary benchmarking, separation of process and seasonal energy consumption, heating degree days, individual facilities owned reference temperature, normalized annual energy consumption, normalized process and seasonal energy consumption, oven energy consumption, energy balance of oven, energy intensity of oven, and non-productive energy consumption. The most appropriate performance indicator is energy intensity of oven-in bake ovens, cure ovens, and dry-off ovens. The results observed energy intensity in terms of natural gas consumption of bake ovens are from 24m3/ft3 to 30m3/ft3, where the intensity of ovens with finishing process companies are from 8m3/ft3 to 36m3/ft3. Potential natural gas savings from the facilities processing powder coating and baking are 19% to 53% of total oven energy consumption by reducing exhaust energy loss. In the same study observed in analyzing production scheduling, that 8% to 69% of energy consumption can be saved by proper shut-down operation and scheduling.

Differentiating between energy-efficient and inefficient single-family homes on a community scale helps identify and prioritize candidates for energy-efficiency upgrades. Prescreening diagnostic procedures can further retrofit efforts by providing efficiency information before a site-visit is conducted. We applied the prescreening diagnostic is applied to a simulated community of homes in Boulder, Colorado and analyzed energy consumption data to identify energy-inefficient homes. A home is defined as efficient if it is compliant with the prescriptive measures of the 2009 International Energy Conservation Code (IECC-2009) for Boulder, Colorado. Previous research indicates a correlation between building operational efficiency and the Heating Slope (HS) regression parameter resulting from the variable-base degree day method. We compared the HS values across a community of houses and those of an IECC-2009-compliant home to identify energy-inefficient homes on a community-scale. To simulate community-wide HS identification, we used DOE-2 energy simulation software for defined home archetypes and corresponding occupant behavior to artificially generate 567 sets of monthly natural gas consumption data Home archetypes were either compliant or incompliant at three conditioned areas; occupant effects were also simulated. Each simulation produced twelve months of natural gas use data. We used monthly energy consumption datasets to estimate the HS values with regression analysis and sorted the homes based on HS values.

Sustainability goals imply not only economic and environmental components, but also a social one. The energy business around the world is profitable and economically viable, but it does not always bring appropriate benefits to a society. Besides, some governments, instead of protecting the interests of the population, turn a blind eye and generate injustice in relation to some parts of society in collaboration with energy companies. This paper examines one of the cases when the authorities pursue an unfair policy and contribute to the growth of inequality in society through regulating the natural gas tariffs. The paper considers a case of natural gas consumption and its unfair taxation by the Ukrainian government, which the authors called “gas tax”. A statistical analysis of this case revealed that honest middle-income taxpayers (middle class) are at the most disadvantageous position because they have to pay for utilities at the highest price. The paper also discusses a number of challenges and ethical issues related to the payment of gas tax. All these challenges should become arguments for revising the gas tax, making it less painful for the people and fair.
