Data of the Federal Information Fund for Social Hygiene Monitoring conducted on the basis of the Federal Center for Hygiene and Epidemiology of Rospotrebnadzor have been analyzed to assess environmental risks, as well as to develop environmental safety system as a factor for sustainable development of the territory in the regions of the Russian Federation. Atmospheric air pollution in Russian regions was evaluated by content of priority pollutants. Ranking of Russian regions according to the quality of drinking water supply was carried out. The possibility of using Federal Information Fund for Social Hygiene Monitoring as an integral part of the model for optimizing the social and environmental conditions of populated areas is estimated.

Статья написана в связи с выходом в 2018 г. последней редакции постановления Правительства Российской Федерации «О государственных закупочных интервенциях сельско-хозяйственной продукции». Целью исследования является обоснование продвижения государственного регулирования рынка местной сельскохозяйственной продукции в виде закупочных интервенций в регионах. Проведен анализ существующих зарубежных и отечественных государственных закупочных интервенций, дано обоснование закупочных интервенций в регионе, а также выработаны предложения по продвижению закупочных интервенций с федерального центра в регионы. This article was written in connection with a September 2018 release of the latest edition of a Regulation of the Russian Fed-eration Government on government purchasing interventions of agricultural products. An aim of the authors of the article is substantiation of promotion of the state regulation of a market of the local agricultural products in the form of the purchasing interventions in regions. The authors analyzed the existing for-eign and domestic government purchasing interventions, comments on the latest version of the Regulation of the Russian Federation Government on the govern-ment purchasing interventions, the substantiation of the purchasing interventions in the region and de-velopment of proposals to promote the purchasing interventions from the federal center to the regions. Relevance of the promotion of the purchasing interventions from the federal center to the regions fol-lows from Russian particularity: remoteness of the regions from the center, weak regional transport infrastructure, necessity to replicate a federal technology of the state regulation of the agricultural product market in the regions of the Russian Federation. In the Republic of Sakha (Yakutia), repeated attempts were made to create compensation funds of the regulation of agricultural product prices. However, in the region there is no full-fledged intervention fund effectively influencing sales of the agri-cultural products. Consequently, in conditions of the Republic, where a shortage of the agricultural products, raw materials and food is acute, implementation of the commodity intervention is the neces-sary condition for the regulation of the agricultural market. For the Republic of Sakha (Yakutia), in our opinion, it is advisable to carry out the commodity interventions concerning beef, meat of young horses, venison, fish, dairy products, game, fruits of wild plants and even for rough and succulent fodder for livestock. The latter are relevant due to droughts and floods that regularly occur in a area of the region. Manufacturing costs of the local products will always be higher than the ones of imported food, given the harsh natural and climatic conditions, the remoteness of agricultural commodity producers from the sale markets in the conditions of absence of the transport infrastructure. In this regard, the prices of the local products should be regulated by the state in order to support the local producers. Obviously, the government regulation should not replace market functions or impede operation of its laws. Its main task is to mitigate undesirable consequences of manifestations of market power. One of the main regula-tory methods is the commodity intervention.

In this article, we discuss the outbreak of the Covid-19 pandemic as a biopolitical challenge that – along the lines of the contemporary academic debate on biopower – may be approached through the concepts of sovereignty and governmentality. Within this general framework, the authors look at the challenges Russia faces due to the corona crisis from the viewpoint of domestic transformations within the ruling regime, mainly focusing on center – periphery relations as a core element of the power structure in Russia that demands a stronger emphasis on governmentality. We outline several forms of regions’ distancing from the federal center: digital empowerment, the resistance of the North, and the demand for "people’s governors". Our main conclusion is that the relative administrative autonomy obtained by the regions reflects the ongoing process of decentralization of the Russian political system which will affect the structural characteristics of Russian federalism in the future.

The features of interaction between state authorities and municipalities (a set of local self-government bodies) of closed administrative-territorial entities (ZATO) in the field of land use are considered. The article substantiates the opinion that this interaction is carried out to a large extent within the framework of a two-level model of legal relations “the federal center — the municipalities of the closed city”. In cases specified by legislation, this model includes another level of government — regional government bodies. Using the methods of dialectical cognition, as well as the general theory of constructing social and legal structures, the author substantiates and proposes a number of organizational and legal measures aimed at increasing the efficiency of interaction between public administration bodies and municipal authorities of closed administrative administrative units in the field of land use, as well as solving specific problematic issues arising in the process of this interaction.

In 2020, many countries, including Russia, faced a unique situation in which subnational authorities were forced to take on new powers to combat the pandemic and its consequences. At the same time, fiscal decentralization, which can be characterized by indicators of decentralization of income, expenditures or as tax decentralization, has decreased. The share of intergovernmental transfers in the revenues of regional budgets has increased. Before that, attempts to increase the role of the regional level in the country’s budget system were made in Russia, but they usually ended in failure. The article shows that the multidirectional trends of the 2020 crisis determined the new state of regional budgets and their dependence on the federal center. At the same time, it is transfers from the federal budget that have become the leading factor in resilience to shocks in regional budgets.

Рассмотрены проблемы развития экологических добровольческих практик в общеобразовательных организациях. Обосновывается предположение, что вовлечение обучающихся в создание и реализацию социально-значимых экологических проектов способствует формированию гражданской позиции школьников и становится эффективным инструментом их социализации. Эмпирическую базу статьи составляет исследование, проведенное Федеральным центром дополнительного образования и организации отдыха и оздоровления детей. Материалы данного исследования вводятся в научный оборот впервые. This article is devoted to the problems of the development of environmental volunteer practices in educational organizations. The assumption is substantiated that the involvement of students in the creation and implementation of socially significant environmental projects contributes to the formation of the civic position of schoolchildren and becomes an effective tool for socialization. The empirical basis of the article is a study conducted by the Federal Center for Continuing Education and Organization of Recreation and Recreation of Children. The materials of this research are being introduced into scientific circulation for the first time.
