We can always look upon the intersection of history and events as an exciting façade, full of deceptions, half-baked truths, and awkward reconciliations in the framework of cultural studies. The Mexican author Valeria Luiselli’s Tell Me How It Ends (2017) attempts to trace the evolution of a set of social, political, and cultural circumstances that are pregnant with significance in the traumatic past of millions of Latin-American children refugees in the United States. First, the article will unpack how Luiselli’s impalpable domain tries to connect the unresolved experiences of the violent wounds of those children’s deportation and dislocation from Guatemala, Honduras, and Mexico with their unfortunate encounters in the foreign land. Second, it will attempt to dismantle, disrupt, and deconstruct the construction of America as a heteroglossic space around the challenges of those displaced children by displaying some questions addressed to them at the immigrant court. Finally, the proposed paper will critically scrutinise how this non-fictional work follows the creeping imperialist approaches of the United States through the hazes of childhood recollections, making a heartfelt appeal to everyone to halt discrimination, racial hatred, and poisonous ignorance. Applying Agamben’s idea of the homo sacer, such a study will bring to the fore the dialectics of postcoloniality in the United States, where undocumented children’s claims to identity formation and self-determination processes would be at odds with the more comprehensive national identity in contemporary times.

The article focuses on the emigration of Ukrainians to the US and the formation of a Ukrainian diaspora there. Emigration from ethnic Ukrainian territories began at the end of the nineteenth century and has continued to the present day. The generally accepted periodisation considers five waves of emigration (before 1914, 1914–1945, 1945–1986, 1986–2014 and after 2014) and therefore five stages of the diaspora formation. As the study shows, the stages or waves of emigration from Ukraine largely coincide with the migration processes in the Russian Empire, the Soviet Union and finally in the post-Sovi- et space, but there are also a number of differences that need to be understood. The diaspora issues were often linked to issues of emigrant self-determination, identity formation as well as the policies of the recipient state. Political, social, educational and other organisations have been formed within the diaspora over the course of its existence, with the diaspora institutionalisation pro- cesses varying according to the specific historical period. In the context of the continuation of the next stage of Ukrainian emigration to the United States and the evolution of the diaspora today, a historical and genetic study of the transmigration of Ukrainians overseas and the formation of diaspora structures acquires particular relevance.

Within the last decade in the United States, kinship care (placement with relatives or those non-related friends of family known as fictive kin) has evolved from an infrequently utilised option for temporary care and/or permanence, to a widely used and often preferred solution for children in need of care. Emily Jean McFadden discusses the background to this development and how it is related to the rising placement of children of colour, particularly African American children and adolescents who are over-represented in the American foster care system. Wide professional recognition of the importance of culture in identity formation and advocacy by professional groups has led to the acknowledgment of kinship care as a preferred placement option; it is now used extensively in many states, both in informal care which takes place outside of court intervention and in the formal foster care system.

This chapter demonstrates how Latin American governments with large populations of migrants with precarious legal status in the United States are working together to promote policies focusing on their well-being and integration. It identifies the context in which these processes of policy diffusion and collaboration have taken place as well as their limitations. Notwithstanding the differences in capacities and motivations based on the domestic political and economic contexts, there is a convergence of practices and policies of diaspora engagement among Latin American countries driven by the common challenges faced by their migrant populations in the United States and by the Latino population more generally. These policies, framed as an issue of rights protection and the promotion of migrants’ well-being, are presented as a form of regional solidarity and unity, and are also mobilized by the Mexican government as a political instrument serving its foreign policy goals.

Abstract Background Chagas disease is a pathogenic parasitic infection with approximately 8 million cases worldwide and greater than 300,000 cases in the United States (U.S.). Chagas disease can lead to chronic cardiomyopathy and cardiac complications, with variable cardiac presentations in pediatrics making it difficult to recognize. The purpose of our study is to better understand current knowledge and experience with Chagas related heart disease among pediatric cardiologists in the U.S. Methods We prospectively disseminated a 19-question survey to pediatric cardiologists via 3 pediatric cardiology listservs. The survey included questions about demographics, Chagas disease presentation and experience. Results Of 139 responses, 119 cardiologists treat pediatric patients in the U.S. and were included. Most providers (87%) had not seen a case of Chagas disease in their practice; however, 72% also had never tested for it. The majority of knowledge-based questions about Chagas disease cardiac presentations were answered incorrectly, and 85% of providers expressed discomfort with recognizing cardiac presentations in children. Most respondents selected that they would not include Chagas disease on their differential diagnosis for presentations such as conduction anomalies, myocarditis and/or apical aneurysms, but would be more likely to include it if found in a Latin American immigrant. Of respondents, 87% agreed that they would be likely to attend a Chagas disease-related lecture. Conclusions Pediatric cardiologists in the U.S. have seen very few cases of Chagas disease, albeit most have not sent testing or included it in their differential diagnosis. Most individuals agreed that education on Chagas disease would be worth-while.

It has become common to compare racial inequality in the United States with a “Latin American” pattern of racial inequality in which egalitarian racial ideologies mask stark socioeconomic inequalities along racial lines. However, relatively few comparative studies exist attempting to analyze variations in degrees of racial inequality in the Americas. To stimulate further research in this area, the following study analyzes census data on racial inequality in unemployment rates, educational attainment, homeownership rates, and income in Brazil, Colombia, Cuba, Puerto Rico, and the United States. The results suggest that while Brazil is similar to the United States in displaying large levels of racial inequality in the areas measured, Cuba and Puerto Rico display significantly lower levels of racial inequality and Colombia falls in between, undermining conceptions of a monolithic Latin American racial system.

Abstract Background The objective of this paper is to analyze the prices of biological drugs in the treatment of Rheumatoid Arthritis (RA) in three Latin American countries (Brazil, Colombia and Mexico), as well as in Spain and the United States of America (US), from the point of market entry of biosimilars. Methods We analyzed products authorized for commercialization in the last 20 years, in Brazil, Colombia, and Mexico, comparing them to the United States of America (USA) and Spain. For this analysis, we sought the prices and registries of drugs marketed between 1999 and October 1, 2019, in the regulatory agencies’ databases. The pricing between countries was based on purchasing power parity (PPP). Results The US authorized the commercialization of 13 distinct biologicals and four biosimilars in the period. Spain and Brazil marketed 14 biopharmaceuticals for RA, ten original, four biosimilars. Colombia and Mexico have authorized three biosimilars in addition to the ten biological ones. For biological drug prices, the US is the most expensive country. Spain’s price behavior seems intermediate when compared to the three LA countries. Brazil has the highest LA prices, followed by Mexico and Colombia, which has the lowest prices. Spain has the lowest values in PPP, compared to LA countries, while the US has the highest prices. Conclusion The economic effort that LA countries make to access these medicines is much higher than the US and Spain. The use of the PPP ensured a better understanding of the actual access to these inputs in the countries analyzed.

Deterring terrorism is no longer a provocative idea, but missing from the contemporary theoretical investigation is a discussion of how delegitimization might be used to manipulate and shape militant behavior. Delegitimization suggests that states and substate actors can use the religious or ideological rationale that informs terrorist behavior to influence it. In the case of al-Qaida, the organization has carefully elaborated a robust metanarrative that has proved to be remarkably successful as a recruitment tool, in identity formation for adherents, as public apologia and hermeneutic, and as a weapon of war—the so-called media jihad. In the wake of the upheaval of the Arab Spring, al-Qaida and its adherents have redeployed the narrative, promising a new social order to replace the region's anciens régimes. Delegitimization would have the United States and its friends and allies use al-Qaida's own narrative against it by targeting and degrading the ideological motivation that guides support for and participation in terrorism.

In a hidden sweatshop in downtown Los Angeles, Asian and Latino migrants produce automobile parts for a factory in Detroit. As the parts leave the production line, they are stamped “Made in Brazil.” In a small village in the heart of Mexico, a young woman at her father’s wake wears a black T-shirt sent to her by a brother in the United States. The shirt bears a legend that some of the mourners understand but she does not. It reads, “Let’s Have Fun Tonight!” And on the Tijuana-San Diego border, Guillermo Gómez-Peña, a writer originally from Mexico City, reflects on the time he has spent in what he calls “the gap between two worlds”: “Today, eight years after my departure, when they ask me for my nationality or ethnic identity, I cannot answer with a single word, for my ‘identity’ now possesses multiple repertoires: I am Mexican but I am also Chicano and Latin American. On the border they call me ‘chilango’ or ‘mexiquillo’; in the capital, ‘pocho’ or ‘norteno,’ and in Spain ‘sudaca.’… My companion Emily is Anglo-Italian but she speaks Spanish with an Argentinian accent. Together we wander through the ruined Babel that is our American postmodemity.”

Abstract This article argues that historical narrative has held a significant role in Mexican American identity formation and civil rights activism by examining the way Mexican Americans in the 1930s and 1940s used history to claim full citizenship status in Texas. In particular, it centers on how George I. Sánchez (1906–1972), a scholar of Latin American education, revised historical narrative by weaving history and foreign policy together through a pragmatic lens. To educators and federal officials, Sánchez used this revisionist history to advocate for Mexican Americans, insisting that the Good Neighbor policy presented the United States with the chance to translate into reality the democratic ideals long professed in the American historical imagination. The example of Sánchez also prompts us to reexamine the historiography in our present day: How do we define the tradition and trajectory of Mexican American intellectual thought in U.S. history? This article posits that when Sánchez and other Mexican Americans thought about their community’s collective identity and civil rights issues through history, they were contributing to a longer conversation driven by questions about identity formation and equality that first emerged at the end of the U.S. War with Mexico in 1848. These questions remain salient in the present, indicating the need for a historiographic examination that will change how we imagine the tradition of intellectual thought in the United States.
