Does water governance matter to water sector performance? Evidence from ten provinces in China

Water scarcity ranks as one of China's most serious problems today and in the foreseeable future. Rapid urbanization and industrialization and the attendant problems of overconsumption, pollution and inefficient water use have driven and will continue to drive China's water crisis. Most scholars assert that improving water governance is the key to water security in developing countries including China. However, there are very few empirical studies to support this claim. We compare water governance in 10 Chinese provinces in terms of 17 indicators of water laws, policies and administration based on a survey of 89 water experts. We then explore the effects of water governance on water sector performance in terms of adequacy of drinking water, availability of water resources and water productivity. Our findings are consistent with the literature and our expectations but more rigorous studies are needed to establish causal links between governance mechanisms and performance.

Abstract The water crisis in India is no more restricted to a few states or areas. It has started affecting all forms of life, industry, and livelihood, and therefore it emerges as one of the biggest challenges. The water crisis is a direct outcome of the governance and analysis of water institutions, playing a central role in understanding the state of water governance. This study aims to understand the water institutions and their ultimate impact on various aspects of water sector performance in India. A survey was administered to collect information on the perception of water experts on the role and importance of various institutional aspects including water law, policy, and administration in improving water sector performance in India. Factor analysis and multiple linear regression methods were used to find the significant factors of water institutions and their effect on the different aspects of water sector performance in India. The analysis shows that the most important factors for improving the water sector performance are (a) legal accountability provisions, (b) water transfer policies, and (c) use of science and technology application along with reliable data. The level of importance of these significant institutional variables also varies within various performance aspects.

In the area of water governance, there has been little systematic comparison between China and India. The intended contributions of this special issue are threefold. A comparative study of water governance between China and India not only provides opportunities for the two countries to draw lessons from each other, but also sheds light on similar challenges in water resources management in other developing countries. In addition, both China and India are key riparian countries in some of Asia's most important international river basins, and their approaches to water conflicts in these rivers have significant impacts not only on water security but also on regional stability. Finally, comparative water governance is a new and undeveloped field of study. This special volume introduces a Modified Institutional Analysis and Development Framework as a tool to facilitate more systematic, theoretical, and comparative approaches to water governance in the context of comparative study of China and India. It does so by specifying various dimensions of the institutional context and how they could explain variations in the performance of the water sector. The aim is to help advance the current theoretical and applied discourse on comparative water governance as a basis for improving water sector performance.

Water security plays a crucial role in maintaining livelihoods, especially emerging economies. In Malaysia, understanding the inter-relationships of water within the water-energy-food (WEF) nexus is at its infancy. This paper investigates the interactions of the water sector with energy sector in Malaysia, through the lenses of WEF nexus, using system dynamics. The first part of the research involves qualitative interviews with key stakeholders in the water sectors, which provides validation for the initial causal loop relationships built and qualitative inputs of the water-energy nexus through the lenses of the water sector. The second part of the research is a quantitative simulation of stock and flow based on four carefully designed scenarios revolving around Malaysian water security. Key findings include an apparent disconnect between the states and federal governments in managing water supply, poor economic sustainability of the water supply and services industry, and significant energy use in the water sector. On the other hand, environmental impacts stemming from the water sector is minimal. Streamlining water governance and revising water tariffs have thus been suggested as policy recommendations, where their implementation could propagate into downstream benefits for the energy sector.

Abstract. The major challenge for achieving a sustainable future for water resources and water security is the integration of water availability, water quality and water governance. Water is unevenly distributed on Planet Earth and these disparities are cause of several economic, ecological and social differences in the societies of many countries and regions. As a consequence of human misuse, growth of urbanization and soil degradation, water quality is deteriorating continuously. Key components for the maintenance of water quantity and water quality are the vegetation cover of watersheds, reduction of the demand and new water governance that includes integrated management, predictive evaluation of impacts, and ecosystem services. Future research needs are discussed.

Water governance and management are important challenges for the River Indus Basin in Pakistan. Water governance refers to social, political and economic factors that influence water management. The water scarcity and water security are a major concern for the state to control its water resources. The study aims to give Sindh water policy by exploring the challenges to Indus Basin in managing water resources and to identify opportunities Indus Basin can look to improve water management. Interviews were conducted from water experts and analysts having 5 years’ experience or more in the water sector of Pakistan through a semi-structured self-developed questionnaire using purposive sampling technique and transcripts were analyzed using thematic content analysis. The findings show that increasing population, climatic change and rising demand of water are major challenges Indus is facing and Indus with time is getting water-scarce therefore need strong institutions, civil society and legislatures to ensure equitable distribution of water and maintain the ecosystem. The study emphasizes that water governance and management are necessary for sustainable use of water. Pakistan, the water stress country needs to address ‘governance’ at a wider scale to solve problems in the Indus Basin for the livelihood of people. The research will benefit the state, water experts, institutions as well as civil society to promote efficient use of water in Indus Basin.

This study uses a diagnostic and multidisciplinary water governance assessment framework to examine the main factors influencing water cooperation on the shared Mountain Aquifer between Israel and Palestine. It finds that effective cooperation between Israel and Palestine is unlikely in the foreseeable future if both parties persist with the business-as-usual approach. What constrains the two parties from achieving consensual agreement are political tensions, the constraints of current technology, the different perceptions of the value of the shared water, the mistrust between the two parties, the lack of external enforcement mechanisms, and the impacts of the domestic political environment.

Purpose – This study aims to address how and why do formal key account management (KAM) programmes hinder effective KAM management, and how can the problems of formalization in KAM be overcome. Recent empirical studies have reported an unexpected negative relationship between KAM formalization and performance. Design/methodology/approach – An 18-month (340 days) ethnographic investigation was undertaken in the UK-based subsidiary of a major US sports goods manufacturer. This ethnographic evidence was triangulated with 113 in-depth interviews. Findings – This study identifies how and why managerial reflexivity allows a more effectively combining of formal and post-bureaucratic KAM practices. While formal KAM programmes provide a means to initiate, implement and control KAM, they have an unintended consequence of increasing organizational bureaucracy, which may in the long-run hinder the KAM effectiveness. Heightened reflexivity, including “wayfinding”, is identified as a means to overcome many of these challenges, allowing for reflexively combining formal with post-bureaucratic KAM practices. Research limitations/implications – The thesis of this paper starts a new line of reflexive KAM research, which draws theoretical influences from the post-bureaucratic turn in management studies. Practical implications – This study seeks to increase KAM implementation success rates and long-term effectiveness of KAM by conceptualizing the new possibilities offered by reflexive KAM. This study demonstrates how reflexive skills (conceptualized as “KAM wayfinding”) can be deployed during KAM implementation and for its continual improvement. Further, the study identifies how KAM programmes can be used to train organizational learning regarding KAM. Furthermore, this study identifies how and why post-bureaucratic KAM can offer additional benefits after an organization has learned key KAM capabilities. Originality/value – A new line of enquiry is identified: the reflexive-turn in KAM. This theoretical position allows us to identify existing weakness in the extant KAM literature, and to show a practical means to improve the effectiveness of KAM. This concerns, in particular, the importance of managerial reflexivity and KAM wayfinding as a means to balance the strengths and weaknesses of formal and post-bureaucratic KAM.

PurposeThis study examines the possible nonlinear effect of size on stakeholder and shareholder profitability in the Ghanaian insurance brokerage industry.Design/methodology/approachThis study employs a panel dataset of 64 Ghanaian insurance brokerage firms spanning 2011–2015. Static [ordinary least squares (OLS), fixed effect and random effect and dynamic (two-step generalized method of moments (GMM))] estimation techniques are employed to analyze the data.FindingsThe study finds the existence of both economies and diseconomies of scale and scope theories in the Ghanaian insurance brokerage industry confirming the existence of nonlinear nexus between size and performance. This finding is consistent for both stakeholder and shareholder profit performance. Thus, the results show that size improves profitability of insurance brokerage firms, but beyond a certain threshold, the relationship turns negative as size negatively affects profitability.Practical implicationsThe research findings have implications for both policy and research; the study recommends that Ghanaian brokerage managers should understand that not all growth is good and exercise a duty of care when applying growth strategies by monitoring size effect on performance so as not to go beyond the inflection point. Further research can be done to examine this effect in other contexts, timeframes and jurisdictions.Originality/valueThis research is unique in that it employs a panel dataset consisting of 96% of insurance brokerage firms in Ghana whilst employing both static and nonstatic regression models to examine the effect of size. The research analysis adopted is robust, and the findings are significant. Also, the lack of empirical studies on the operations and dealings of auxiliary institutions such as the insurance brokerage firms adds value to this research.

Transboundary rivers are increasingly difficult to govern and often involve issues of national security, territoriality, and competition. In developing countries, the management and governance of these rivers is dominated by a particular decision making group, often comprised of politicians, bureaucrats, and engineers. These groups perpetrate a technocratic paradigm towards the management of transboundary water, with limited genuine international cooperation. The transboundary water situation in South and Southeast Asia is becoming increasingly fraught as the geopolitical context is changing due to China’s increased involvement in regional issues and climate change. With over 780 million people dependent on these rivers, their governance is vital to regional and international stability. Yet, the technocratic management of transboundary rivers persists and is likely to become increasingly unsustainable and inequitable. A discourse-based approach is applied to consider transboundary water governance in the shifting South and Southeast Asian context. The result is an alternative perspective of why governance approaches on transboundary rivers have resisted meaningful reform.
