The Involvement of the Private Sector to Ensure Sustainability of Systems

The need to enhance electricity access in rural areas of developing countries is universally recognized. However, tremendous challenges remain to finance electrification initiatives, to ensure the long term sustainability of rural electricity systems. In Lao PDR, one of the targets the government sets to achieve is the provision of electricity to 90% of the households by 2020. Considering the topography of the country and the low density of population, this ambitious objective can be reached only if innovative financing and operating mechanisms are developed and if private and public investors work closely together. A strategy based purely on government funded grid extension will not lead to the achievement of the objective. Exploring small hydro-power generation and the operation of village grids, energy provider Sunlabob has developed an innovative private-public partnership aimed at producing clean, reliable and affordable electricity in remote areas, empowering local communities, and promoting the use of electricity for productive and social purposes. The innovative features of this partnership include, mutual leverage of public and private funds for infrastructure development, community ownership and management of the fixed structures of the mini-grid (small dam, power house, transmission poles and lines), a combination of different efficient and reliable modern renewable energy technologies privately installed and owned which provide electricity 24/7 at low cost, training of local technicians who become energy entrepreneurs, empowerment of local communities for management and decision making as well as participatory work with local communities to identify productive and social uses of electricity. Both private and public partners have clearly defined roles and responsibilities. Linking affordable electricity generation on the one hand and development of productive and social activities on the other hand is a new approach which is needed to ensure the viability of the mini-grid and to maximize the positive impact on the socio-economic development of target villages.

Housing as a place where household members spend about half (12 hours) of their daily time, including six to eight hours in sleep, is one of the essential conditions in the fight against poverty and precariousness.  The current Congolese urban environment is facing serious problems: small plots of land, lack of suitable housing in relation to the size and composition of households, overcrowding, and water and electricity supplies. This situation is becoming critical with the appearance of deviant behavior among children aged between 10 and 30. The government and its development partners have demonstrated their powerlessness face to this situation, leaving thousands of children on the streets without education or family warmth to form real criminal gangs. These street children have created the phenomena of "kuluna" and "black babies". It has been shown that these one act in this way for their survival, claiming their rights. In this study, we find innovative proposals to provide households sheltering adulterine and adoptive children with low-cost social housing, in order to restore the image of the head of the household and provide the children with a pleasant space for their physical, economic, cultural and spiritual development. This will undoubtedly help to find solutions to the problems facing children and indeed Congolese society as a whole today. The study revealed that if the government does not take practical measures in response to the phenomena created by wayward children, especially "black babies" and "kuluna", there will be a massive adherence of other children, especially the adulterine and adoptive ones. There will be a risk of the phenomena will to be exported to rural areas. The study recommends a "State - Household" partnership in the manufacture of new types of urban housing for households housing children likely to integrate or create gangs, jeopardizing social order and public security.

This study conducted with the objective to measure the pre and post NGOs intervention regarding health awareness and people level of satisfaction. The sample size for this study was selected 230 from the total population of 450. The study concluded that NGOs intervention significantly lunching campaign against tobacco control, HIV/AIDS, immunization awareness, dengue virus awareness. In addition, there was an increase in health hygiene and nutrition education, training of traditional birth attendants and health worker trainings with new technologies. The government and NGOs extend their projects that are focusing on communicable diseases that ultimately lead to the control of various lives threatening disease. Preventive health efforts must be initiated by both public and private agencies at the community level. Health and hygiene-related material must be included in the textbooks of private and public school at all level.

Background: In the wake of the coronavirus disease 2019 (COVID-19) pandemic, schools were forced to close indefinitely with no clue as to when they would reopen. Upon school closures, remote teaching was adopted, with online teaching becoming the most preferred mode of instruction, yet the Information Communication Technology (ICT) infrastructure was not adequate enough across the country.Aim: This article scrutinises the remote teaching approaches that were put in place in Zimbabwe in response to the closure of schools during the COVID-19 lockdown. The article investigates how the adopted approaches were suitable for conditions in rural settings.Setting: The study looks at the challenges faced in the implementation of remote teaching during COVID-19 school closures in rural areas of Matabeleland provinces in Zimbabwe.Methods: The study adopted a qualitative phenomenological approach to analyse the teaching approaches that were put in place by the government and other stakeholders. Twenty teachers from 20 rural schools drawn equitably from two provinces, Matabeleland South and Matabeleland North, were interviewed on the shortcomings of these remote teaching approaches.Results: The results revealed that the remote teaching approaches that were put in place excluded learners in rural settings. This is because of the challenges in infrastructure, economic condition and restrictions on remote teaching approaches imposed by the government.Conclusion: As Zimbabwe is facing economic hardships and infrastructure development challenges, it was supposed to adopt emergency remote teaching instead of long-term approaches. A variety of approaches that suit specific physical environments should have been adopted instead of sticking to only one throughout the country.

Java is very densely populated since it is inhabited by more than 60% of the total population of Indonesia. Based on data from the Ministry of Forestry, forest loss between 2000-2005 in Java was about 800,000 hectares. Regardless of the debate on whether the different methodologies of forest inventory applied in 2005 have resulted in an underestimation of the figure of forest loss or not, the decrease of forest cover in Java is obvious and needs immediate response. Spatial modeling of the deforestation will assist the policy makers in understanding this process and in taking it into consideration, when decisions are made on the issue. Moreover, the results can be used as data input to solve environmental problems resulting from deforestation. The authors of this chapter modeled the deforestation in Java by using logistic regression. Percentage of deforested area was considered as the response variable, whilst biophysical and socioeconomic factors, that explain the current spatial pattern in deforestation, were assigned as explanatory variables. Furthermore, the authors predicted the future deforestation process, and then, for the case of Java, it was validated with the actual deforestation derived from MODIS satellite imageries from 2000 to 2008. Results of the study showed that the impacts of population density, road density, and slope are significant. Population density and road density have negative impacts on deforestation, while slope has positive impact. Deforestation on Java Island tends to occur in remote areas with limited access, low density population and relatively steep slopes. Implication of the model is that the government should pay more attention to remote rural areas and develop good access to accelerate and create alternative non agricultural jobs in order to reduce pressure on the forest.

This paper investigates how the availability of services and amenities influences levels of community cohesion in rural England. Specifically, we measure levels of community cohesion in selected rural parishes between two points of time (2000 and 2010) using an index of indicators based on the presence or absence of retailers and amenities. Results of this analysis provide empirical evidence that the presence of facilities and services has a considerable impact on residents in rural areas, suggesting a significant relationship between the presence of small retailers and social engagement in the English countryside. We discuss these findings with regard to policies and initiatives that could enhance the positive impact that services and amenities operating within villages and rural hamlets have on local communities.

Egypt as a developing country aims to promote sustainability among its various sectors. Noticing the need for promoting better life among local communities, as the corner stone for promoting sustainable development, the government has initiated a number of private and public attempts that aimed for utilizing the local communities as a catalyst for promoting sustainability. After 3 decades of real attempts for promoting local sustainability approaches most of the attempts has failed to achieve its objectives. The research aims to introduce an innovative practical approach that would have the ability to overcome the defined deficiencies of the existing approaches and to practically promote sustainability among local communities. The research methodology will depend on an analytical comparative analysis of the existing sustainability local communities frameworks based on which the deficiency and contributions of the current situation can be defined. Then based on theoretical analysis the research is to innovate and introduce a new approach for promoting local sustainable communities, ’Foundation and Pillars for Sustainable local communities’ (FPSLC). The developed framework was then applied to Damietta Governorate as a case study where it was tested and proven. The research developed frame work is requested by the development agencies in Egypt to enable the achievement outputs and result of this research can be summarized in the formulation of the conceptual framework for sustainable development and mechanisms leading to realizing self sufficiency within the competitive industries through the introduced pillars of development.

The basis of legal relations in public procurement are private and public interests. The purpose of the study is a substantive assessment of the authors hypothesis that the purpose of legal regulation and financial support of public procurement is to satisfy the public interest expressed in the form of a public need for goods, works, and services. The methodological basis of the study rests on historical and systematic approach, analysis, synthesis and comparative-legal methods. The results of the analysis of normative legal acts regulating public procurement, doctrinal literature and practice showed that public interest denounced in the form of public need is realized through public procurement. Public and private interests can be realized exclusively jointly since these needs cannot objectively be met individually. In general, ensuring public as well as private interests boils down to defining and legally securing the rights and obligations of the customer and their officials, which safeguards them in the process of meeting public needs through public procurement. The study revealed the dependence of the essence of public interest on the political regime, which determines the ratio of public and private interests. Public interest in public procurement is suggested to understand as the value-significant selective position of an official or another person authorized by the government, which is expressed in the form of the public need for the necessary benefit; gaining such benefit involves both legal regulation and financial security. The purpose of legal regulation of public procurement is to satisfy public interest. These concepts should be legally enshrined in Law No. 44-FZ.

Infrastructure development requires relatively large funds. The limited funding owned by the government encourages the government to cooperate with the private sector. The collaboration scheme is known as the collaboration of business entities (PPPs) or built operate transfer (BOT) schemes both concerning public and private law. Existing regulations encourage renegotiation as an effort to find points of interest for the parties.

At present, the Covid-19 contagious disease outbreak can spread rapidly throughout the world, including Indonesia. Apart from having a negative impact on the health sector, it also impacts the economic, social, cultural, resilience, tourism and other sectors. This can threaten people in rural areas who have gaps in health accessibility and high levels of poverty compared to urban areas. So it is necessary to carry out village economic development, but still protect the health of rural communities from the Covid-19 disaster. This cannot be done by the government alone. Interdisciplinary and field cooperation is required by referring to the principles of collaborative governance. The research objective was to determine the ideal collaborative governance model in village development during the Covid-19 pandemic. This research uses qualitative methods with a descriptive approach. This method can be studied comprehensively and deeply. The results of this study indicate that in South Lampung Regency there are already several priority activities in the economic and health sectors, some of these priority activities such as Covid-19 Response Village, Village Cash Intensive Work, Village Fund Direct Cash Assistance (BLT), and other Infrastructure Development. These priority activities are collaborations carried out by the government, society and business
