Research aim. Improving the efficiency of solving information security tasks by eliminating standard technical barriers that prevent the application of artificial intelligence technologies in advanced information security systems. Research method. The article applies the method of functional decomposition of intelligent tasks of information security, based on the analogy of artificial and natural intelligence. With respect to the proposed functional structure, the intelligent information security system is decomposed according to the processes of its life cycle with the specific tasks of technical regulation identification, that is specific to each of the processes, and the subsequent aggregation of tasks into groups corresponding to the main areas of standardization of such systems is performed. Results obtained. The research presents a structured list of information security tasks, the solution quality of which can be improved with the use of artificial intelligence technologies. It is shown that the main standard technical barriers to the effective creation and application of intelligent information security systems are associated with the shortcomings of metrological support for intelligent systems, also with the peculiarities of ensuring the confidentiality of information processed in such systems. The analysis of the current state of work on the preparation of national and international standards governing the creation and application of intelligent information security systems is carried out, and it is indicated that the work in this direction is of an initial, staged nature. The list of specific standardization tasks aimed at overcoming the identified standard technical barriers in the implementation of individual processes of the intelligent systems life cycle is justified. Specific tasks are grouped by the main standardization areas, for each of which the proposals for the adjustment of existing and the development of new standard technical documents in the field of artificial intelligence and information security are prepared.

The object of research is the state regulation of the turnover of cosmetic products and some aspects of their implementation in Ukraine. Investigated problem. The issue of import substitution of Ukrainian cosmetic products and the increase in their production and sales in the Ukrainian and foreign markets is an urgent reason for the dynamic development of the cosmetic industry and the diversification of its traditional forms and directions of application. The solution to these problems mainly depends on the level of technical regulation by the state and requires proper legislative support in accordance with the requirements of international standards and EU directives. The main scientific results. The foreign experience of regulatory support and state regulation of the turnover of cosmetic products (CP) is summarized. The problems of technical regulation of cosmetic and medicinal cosmetics in Ukraine are identified. An addition to the draft national technical regulation for cosmetic products is proposed and recommendations for its rational use are given. The prospects of introducing quality management systems at enterprises engaged in activities at all stages of the CP life cycle are determined. Innovative technological product. A model has been developed to improve the current regulatory and technical framework governing the CP turnover in Ukraine, and an algorithm for its implementation is presented. The relevance of methods and means of ensuring the quality, safety and effectiveness of CP by introducing quality management systems at all stages of its life cycle is determined. The scope of the innovative technological product. The developed proposals are recommended for implementation in the system of state regulation of the CP turnover in order to ensure its quality, effectiveness and safety for the health of consumers.

Objectives At present, in accordance with the requirements of the guiding documents of the Federal Service for Technical and Export Control (FSTEC) of Russia, as well as international standards in the development and operation of protected automated systems, it is necessary to evaluate the effectiveness (general utility) of information protection systems. The article is devoted to the development of a method for assessing the ergotechnical characteristics of software information security systems for use the assessment of the general utility of such systems. The aim of the work is to develop a methodology for assessing the probabilistic indicator of the timeliness of typical operations for the administration of information security systems.Method To achieve this goal, user groups were created in order to perform typical administrative operations within the information protection system. The operation time for each group, recorded using the IOGraphV1.0.1 tool, was utilised to calculate the probabilities of timely execution of typical operations by the administrator according to a truncated normal distribution formula.Results An assessment of a probabilistic indicator was carried out in order to evaluate the timeliness of operations performed by the administrator of the information protection system.Conclusion The results can be used in a comprehensive assessment of the effectiveness (reliability) of the automated functioning of information security software systems when modelling and analysing the security of special-purpose informatisation facilities.

The article discusses the problem of using intelligent systems in managing information security of critical information infrastructure objects. Currently, the development of information technologies reached the point of transition to widespread use of various intelligent systems. At the same time, their application is also noted in the sphere of ensuring the security of significant objects of critical information infrastructure of the Russian Federation. Cybersecurity parameter management systems have a special place as fundamental elements for ensuring security during operation, as well as responding to external and internal incidents with the required efficiency and speed. In the course of the research, we select ways to solve such problems as choosing a threat model and protection system architecture for an object of critical information infrastructure of the Russian Federation.

Проведен анализ и рассмотрена сущность интеллектуальных систем, отрасли использования интеллектуальных систем, выделены проблемы внедрения интеллектуальных информационных систем и предложены механизмы решения проблем внедрения интеллектуальных информационных систем. Рассмотрены основные отрасли, где используются интеллектуальные информационные системы для повышения скорости производства и улучшения качества оказываемых услуг. Рассмотрены основные три проблемы искусственного интеллекта, которые не решены на данный момент, и которые в будущем могут вызвать мировой хаос. Предложены механизмы решения данных трех проблем. The article is devoted to the role of intelligent information systems in the modern world. The article analyzes and considers the essence of intelligent systems, the branches of using intelligent systems, identifies the problems of implementing intelligent information systems, and suggests mechanisms for solving the problems of implementing intelligent information systems. The main industries where intelligent information systems are used to increase the speed of production and improve the quality of services provided are considered. The main three problems of artificial intelligence, which are not solved at the moment, and which in the future can cause global chaos, are considered. Mechanisms for solving the set here problems areproposed.

Goal. The problem of ensuring information security for a system of the distributed situational centers gains the special importance owing to sharp increase in a set of security threats influencing them and increase in the importance of consequences from realization of these threats. Development of conceptual bases of creation of the protection system for a system of the distributed situational centers is fundamental stage in solving this problem. Materials and methods. The paper proposes a conceptual approach to ensuring information security of a system of the distributed situational centers based on classification and modeling of security threats, assessment of consequences of their realization and use of intelligent means of protection. When developing the general architecture of a system of information security, the methods of allocation of levels and components, peculiar the concept of SIEM-system, are used. Results. The conceptual model of information security threats and the architecture of an intelligent system of information security focused on it for a system of the distributed situational centers are developed. In the information security system, traditional protection means form the lower level of data collection, and intelligent protection means are located at the levels of storage, the analysis and management of security events. Conclusion. The offered approach allows us to increase the level of information security of a system of the distributed situational centers due to investment of its protection system with more effective, flexible and versatile opportunities given by intelligent protection means. More detailed illumination of questions of creating and functioning of intelligent information security systems demands the further additional research.

The article discusses the history of the development of the problem of using artificial intelligence systems in education and pedagogic. Two directions of its development are shown: “Computational Pedagogic” and “Educational Data Mining”, in which poorly studied aspects of the internal mechanisms of functioning of artificial intelligence systems in this field of activity are revealed. The main task is a problem of interface of a kernel of the system with blocks of pedagogical and thematic databases, as well as with the blocks of pedagogical diagnostics of a student and a teacher. The role of the pedagogical diagnosis as evident reflection of the complex influence of factors and reasons is shown. It provides the intelligent system with operative and reliable information on how various reasons intertwine in the interaction, which of them are dangerous at present, where recession of characteristics of efficiency is planned. All components of the teaching and educational system are subject to diagnosis; without it, it is impossible to own any pedagogical situation optimum. The means in obtaining information about students, as well as the “mechanisms” of work of intelligent systems based on innovative ideas of advanced pedagogical experience in diagnostics of the professionalism of a teacher, are considered. Ways of realization of skill of the teacher on the basis of the ideas developed by the American scientists are shown. Among them, the approaches of researchers D. Rajonz and U. Bronfenbrenner who put at the forefront the teacher’s attitude towards students, their views, intellectual and emotional characteristics are allocated. An assessment of the teacher’s work according to N. Flanders’s system, in the form of the so-called “The Interaction Analysis”, through the mechanism of fixing such elements as: the verbal behavior of the teacher, events at the lesson and their sequence is also proposed. A system for assessing the professionalism of a teacher according to B. O. Smith and M. O. Meux is examined — through the study of the logic of teaching, using logical operations at the lesson. Samples of forms of external communication of the intellectual system with the learning environment are given. It is indicated that the conclusion of the found productive solutions can have the most acceptable and comfortable form both for students and for the teacher in the form of three approaches. The first shows that artificial intelligence in this area can be represented in the form of robotized being in the shape of a person; the second indicates that it is enough to confine oneself only to specially organized input-output systems for targeted transmission of effective methodological recommendations and instructions to both students and teachers; the third demonstrates that life will force one to come up with completely new hybrid forms of interaction between both sides in the form of interactive educational environments, to some extent resembling the educational spaces of virtual reality.

The multi-pattern matching is a fundamental technique found in applications like a network intrusion detection system, anti-virus, anti-worms and other signature- based information security tools. Due to rising traffic rates, increasing number and sophistication of attacks and the collapse of Moore’s law, traditional software solutions can no longer keep up. Therefore, hardware approaches are frequently being used by developers to accelerate pattern matching. Reconfigurable FPGA-based devices, providing the flexibility of software and the near-ASIC performance, have become increasingly popular for this purpose. Hence, increasing the efficiency of reconfigurable information security tools is a scientific issue now. Many different approaches to constructing hardware matching circuits on FPGAs are known. The most widely used of them are based on discrete comparators, hash-functions and finite automata. Each approach possesses its own pros and cons. None of them still became the leading one. In this paper, a method to combine several different approaches to enforce their advantages has been developed. An analytical technique to quickly advance estimate the resource costs of each matching scheme without need to compile FPGA project has been proposed. It allows to apply optimization procedures to near-optimally split the set of pattern between different approaches in acceptable time.
